00:00Yes, please.
00:01It's Joe Paggs, Mr. President.
00:03It's been a while since we've seen each other.
00:05Obviously, the staffing was where it needed to be.
00:07In fact, it was heavier than it should have been because of the holiday weekend.
00:10Whatever they're saying in the left news isn't the truth.
00:13You're a developer, though.
00:14At 1 o'clock in the morning, the technology only goes as far as it goes.
00:17Kids don't have their phones.
00:18Phones are dead.
00:19People by the riverside don't have electricity.
00:21They're not going to get a phone alert that way.
00:24As a developer, going forward, knowing that everything was done lightning fast by Secretary
00:28Noem, by you, by the governor and everybody else.
00:31You did everything right.
00:32What do we do next time, though, to make sure that people are alerted if they're dead asleep?
00:36Maybe an alarm system.
00:37Maybe a siren system.
00:38You might know better than I.
00:40But what do we do going forward?
00:41Because we've got to make sure that people get the alert when it's time to get the alert.
00:45Yeah.
00:46You'll probably have to do that.
00:47You'll probably come up with something very unique because there is no system right now.
00:51There's been no — this is — a thing like this has never happened that anybody knows.
00:55Certainly not to this extent.
00:57But I know the governor and everybody is working on it.
01:00They're meeting, and they'll figure something out.
01:03Go ahead, Governor.
01:04So we begin a session in 10 days.
01:07We will address every single question that you just asked.
01:10You mentioned some of the ideas.
01:12There are many more.
01:13And we want to hear — most importantly, we have to devise a response that's right for this community.
01:20And this community has to weigh in, and they need time to be able to convey that to us.
01:25But we're going to work on alerts.
01:27We're going to work on every single solution to make sure things like this don't happen again,
01:30not just in this community, but in other river basins across the state also.
01:34So we will work to get it right.
01:36And we've jotted down, Joe, every idea that you just mentioned.
