00:00Later on today, but I want to give a little bit of background as to what this entire meeting does entail overseas.
00:07So the Associated Press reporting here, U.S. Secretary of State Marco Rubio and his Russian counterpart are going to be meeting today in Malaysia for what could be a testy conversation as tensions between the countries rise over Moscow's increasing attacks on Ukraine and questions about whether Russia's leader is serious about a peace deal.
00:28So Secretary Rubio and Foreign Minister Larov are set to see each other here at this summit where both men are attending that annual Association of Southeast Asian Nations Regional Forum.
00:42It brings together all 10 of those members and their most important diplomatic partners, including Russia, China, Japan, South Korea, the Europeans and, of course, the U.S.
00:53The meeting is set to take place shortly after the U.S. resumed some shipments of defensive weapons to Ukraine following a pause that was cheered in Moscow.
01:03Now, the resumption comes as Russia fires escalating air attacks on Ukraine and as President Trump has become increasingly frustrated with Russian President Vladimir Putin saying, quote, the president at a cabinet meeting on Tuesday.
01:17He said this, Putin is not treating human beings right. It's killing too many people, so we're sending some defensive weapons to Ukraine, and I've approved that.
01:27Secretary Rubio was also seeing other foreign ministers, including many whose countries face tariffs, said to be imposed on August 1st.
01:35The tariff threat could overshadow the top diplomat's first official trip to Asia, just as the U.S. seeks to boost relations with Indo-Pacific nations to counter China's growing influence in the region.
01:47And so we're going to keep an eye out on all of these developments here in the live pictures, just continuing to showcase the moment that we did see the Secretary of State.
01:59And actually, he also made some opening remarks way early on at Eastern time here back in the U.S.
02:06Let's go ahead and re-rack some of those comments.
02:08The audio, not entirely great, but the comments are fairly short.
02:12I'd like to get to them next.
02:14I'm honored to represent the administration, President Donald Trump, with my first foreign minister,
02:44in the United States, that the Indo-Pacific, the region, remains a focal point of U.S. foreign policy.
02:53When I hear in the news that perhaps the United States or the world might be distracted by events in other parts of the planet,
02:59I would say distraction isn't possible, because it is our view, our strong view, and the reality
03:04that this century and the next story of the next 50 years will largely be written here, in this region, in this part of the world.
03:13But because of your youth, because of your economic, two-thirds of global growth will happen in this region,
03:20it is impossible to ignore it.
03:21It's a Saigon and we have no intention of doing so.
03:24In fact, being intended to be a key component of our engagement with the world is to be engaged here in the region.
03:31We've been engaged for a very long time, and we have strong partnerships we have no intention of abandoning,
03:36but rather strengthen and build upon.
03:38The United States is a committed partner to ASEAN.
03:43It's central to the regional architecture.
03:46It shapes its dynamics.
03:48In fact, ASEAN is the preeminent mechanism by which we engage with a region.
03:54A region that we do not consider to be the periphery of any nation state.
03:58We consider it to be sovereign, independent states with whom we have long-standing relationships and partnerships,
04:04and these are relationships and partnerships that we intend to continue to build on
04:08without seeking the approval or the permission of any other actor in the region or the world.
04:14Together, we believe that in doing this, we're going to be able to advance our common goal and interest,
04:20which is a free and open Indo-Pacific that is secure and that is prosperous,
04:24and that is in line with our national priority and objective of promoting the safety, the security,
04:30and the prosperity of the people of the United States of America.
04:34Our nearly 50-year partnership demonstrates that there are many areas where our interests align,
04:39and we can work together to achieve shared goals, and I look forward to discussing areas of cooperation
04:45as we advance our comprehensive strategic partnership.

04:56And so there you have it. Just some brief opening remarks from Secretary of State Marco Rubio there
05:01on the international trip to Malaysia. As soon as we get another live look, we'll bring it to you,
05:06as always, here on Live Now from Fox. At the same time, back here in the U.S.,
05:11I want to bring us out to this image that we have been showing throughout the last several days
05:15as we cover the latest developments regarding search and rescue efforts down there on the ground
05:21in central parts of Texas. This is that live image that we have over in Kerrville,
05:25one of the areas that had suffered some of the most devastation after those deadly floods hit
05:33the Lone Star State over the weekend. At last check, we do know that still more than 160 people are
05:40believed to be missing. At least 118 have died in those floods that laid waste to the hill country
05:47region of Texas. The riverbanks and hills of Kerr County filled with vacation cabins,
05:53youth camps and campgrounds, including Camp Mystic, the century-old all-girls Christian summer camp
06:00where at least 27 campers and counselors died. Officials said five campers and one counselor from
06:06the camp have still not been found. Let's head down to some of this coverage that we have courtesy of
06:12our partners all across the Texas region. We're going to start first here with Fox 7 Austin as
06:19they are still on top of this story and are able to provide that perspective from on the ground.
06:24The death toll from last weekend's flooding has climbed to 120. We know more than 150 people are
06:43still missing. Kerr County officials say over 100 people are dead, including 36 children. At a press
06:51conference yesterday, officials also gave some background on emergency warnings in the area.
06:56They said Kerr County applied for a grant from the federal government for a flood warning system
07:01as far back as 2017. That request was denied. The mayor was asked about that and some other
07:08discussions about a flood warning system to protect these areas like Camp Mystic. Sheriff was pressed
07:15about whether an Ingram volunteer fire department commander was needed. So reportedly that dispatcher
07:21said they needed a supervisor's approval and that it was six hours before that alert was initiated.
07:27Every emergency, you know, we're going to have to, there's going to be an after action.
07:31Please, y'all listen to those words after action. Okay, those questions are going to be answered.
07:38I believe those questions need to be answered to the family of the misled ones, to the public,
07:43you know, to the people that put me in this office, those need to, and I want that answer and we're
07:47going to get that answer. And I know that's going to be asked over and over. Please understand that.
07:51You know, we don't have, we're not running, we're not going to hide from everything. That's going to be
07:54checked into. I wasn't in office during those discussions. And frankly, I'm more focused on the
07:59future than the past, as you know. What I can say is the governor, the lieutenant governor,
08:07the speaker of the Texas House have all provided us support and they have all said this is a priority
08:13for the upcoming special legislative session. All right. So as the news conference ended,
08:20media followed, still asking questions about when that code red was sounded and why there was a delay,
08:25if there was without getting any answers. We'll keep pressing and keep you updated on that.
08:32Meantime, Williamson County officials yesterday afternoon said they're now down to searching for
08:36one missing person from the weekend floods. That person is in Leander. As of this morning,
08:41Williamson County has confirmed a total of three deaths. Two people were in vehicles that were
08:46swept off the road. A Liberty Hill woman who was in her home when a surge of water hit. We talked to her.
08:53Williamson County Judge Stephen Snell and EMA Director Bruce Clements provided an update yesterday.
08:58So they said flood debris collection sites are being set up in Liberty Hill. Burn locations for brush
09:03are also being set up. So the main focus is on clearing the roads. So we're told 54 structures
09:09in Williamson County were destroyed or damaged. 75 cats, 37 dogs were evacuated from Georgetown shelters.
09:17Another 60 animals were brought in from Lampasas. So there were about 63 911 calls for help
09:25during the flood emergency during the flood emergency. Judge Snell said quick work by first responders
09:30and a unit from Fort Hood prevented a mass casualty in Liberty Hill.
09:35What I want to talk about in particular is right next to the home that rushed away,
09:40we have a group home, a residential home called Hope House, and it has 13
09:45minors who have profound disabilities. And the Army came in and was able to evacuate 13
09:55minors and then three adult workers and saved 16 lives. And I want to highlight just the
10:03danger of that mission and the fact that those lives were saved due to the quick and swift action
10:09of Williamson County EMS and the United States Army. If you want to volunteer, please don't freelance
10:14and go out on your own. It can be dangerous out there. So please be part of an organized
10:18effort that's already underway. There are trusted folks who are out there who organize and give you
10:22safety gear. People like the Austin Disaster Relief Network at ADRN.org and there are others as well.
10:28But find an organized effort and don't go out on your own because that can really be rather dangerous.
10:34County commissioners plan to authorize the financial assistance program tomorrow.
10:37At that time, Judge Snell said the county will also extend its local disaster declaration.
10:44So he hopes the county will eventually be included in a federal disaster declaration that would provide
10:50more funding. County has set up a cleanup assistance hotline as well. So that number
10:55is right there on your screen. It can connect you to several volunteer groups.
11:02Well, people living near Leander say that they feel stuck after the destruction of a bridge cut
11:07off their neighborhood and there's no way out. So people who have lived in the Sandy Creek
11:11neighborhood for 40 years say this is the worst storm, worst flood they've ever experienced.
11:18They say on Friday rain just kept coming down and on Saturday morning they woke up to cars totaled
11:25like slabs of concrete like that scattered, uprooted trees, homes destroyed, a bridge torn up and
11:31the bridge is the only way in and out of the neighborhood.
11:34Yeah, it's that's a lot of a lot of white tape and but we still need to find to get a way out
11:42because we have our working blue collar Americans back here that need to get to work. They're losing
11:47their money, losing jobs and a lot of people lost their houses.
11:51Travis County officials say that fixing this bridge is going to be a long process. They say they're working
11:56with Texas Department of Emergency Management to get a temporary bridge set up then for a long term
12:02solution they'll need to assess the structural viability of that bridge if it's safe. They say during the
12:08flooding it sustained a lot of damages as well. Well the flooding has left a lasting mark on many,
12:15especially children as you know. Fox 7 Austin's Libby Farro helps answer some questions on how parents
12:21can talk to children about what happened. The flooding devastation has left the nation in shock,
12:27an event that adults are still trying to process. As search and recovery efforts continue, many adults
12:33find themselves having a difficult conversation, how to speak with children about what happened. Chris
12:38Norris with Austin Child Guidance Center says it's important to know your limits while staying informed.
12:44Too much information at one time can be an overload and so we want to make sure that we're limiting how
12:49much we're exposed to the news. Also allowing children to lead that conversation. It's important that the kids
12:56feel empowered at this time, it's important that they are able to express what they feel and what they
13:01think and allowing the children to do so gives them that opportunity and allows them to use their
13:05voice. And as parents and caregivers, you can use that time to really validate their fears,
13:11validate their concerns, validate anything that's going on. As parents and caregivers, this is a
13:18tumultuous time and it's okay to know that you don't know everything. Norris also suggests that you stay
13:24calm and take time to monitor not only your feelings but your children's as well. See if they're open to
13:30discussing it from there, but follow the kids pace. Sometimes kids have to take time to process
13:34their feelings and they may not be ready to talk about it as immediately as other people are.
13:39Some parents are even grieving the loss of their own, like the McCone family in Austin. They released
13:44a statement about their daughter, Lenny, who lost her life in the flooding. Quote,
13:49our family is experiencing unimaginable grief and we are asking for privacy and compassion as we mourn
13:54the loss of our beloved Lenny. While we are profoundly grateful for the support from neighbors,
14:00first responders and volunteers, we ask the media and the public to kindly honor our request for
14:05privacy during this deeply painful time. Lenny was a shining light who filled our lives with
14:11indescribable joy as indescribable joy. As we face the sorrow, your empathy, prayers and understanding
14:15mean more than words can say and we will not comment further." Lenny was a camper at Camp Mystic.
14:22She also attended Cassis Elementary in West Austin and was just eight years old. In Central Texas,
14:27many are supporting those impacted by the floods with green ribbons. The green ribbons,
14:32they are a reminder of the impact that this has left on the community. Austin Child Guidance Center is offering free
14:39therapy sessions with a licensed therapist for families and children who have been impacted by this devastation.

14:55Therapy Austin is also offering their time and services to those directly impacted with the flood.
15:00So the local business is offering up to two free counseling sessions with licensed therapists

15:11Yesterday, Governor Abbott released his priorities for the special session
15:14for later this month. Topping the list is legislation to upgrade early warning systems,
15:19relief funding for flood damage and to look at rules and regulations on national disaster prep.
15:26This comes amid criticism that there wasn't enough warning ahead of the flood Friday.
15:32Kirk County does not have outdoor warning sirens. Previous efforts to get those installed along the
15:37Guadalupe River failed because of cost. Governor Abbott has ordered all Texas flags to be lowered
15:44to have staff in honor of the lives lost in the central Texas flooding. Now at 120 people,
15:51the governor is urging everyone to continue to pray for the lives lost,
15:55those missing and for the recovery of these communities and for our first responders.
16:01So flags may be returned to full staff at Sunrise on Monday, July 14th.

22:26launched another massive attack on ukraine mainly targeting our capital kiev the attack involved
22:35russian iranian shahid drones these drones have been heavily upgraded to cause more destruction and to be
22:44harder to shoot down ukrainians now face attacks by hundreds hundreds of these drones every single
22:53night and this is pure terrorism the night before last they launched over 700 drones and missiles last
23:05night nearly 400 and they tried to do this as often as possible this is exactly what putin wants
23:14for our people to suffer to flee ukraine and for homes schools for life itself to be destroyed everywhere
23:26not just near the front lines remember just a year ago many people thought russia wanted real peace
23:38real talks and a ceasefire moscow was sending those signals and it was all part of their propaganda trying to say
23:50that ukraine didn't want peace but we said back then there must be pressure on russia because it was not
23:59preparing for peace and now everyone sees that putin has rejected every peace proposal and is escalating the violence
24:13just last night in kiev alone sadly two people were killed and 16 were injured a medical lab was completely
24:24destroyed destroyed residential buildings a shopping center a veterinary clinic and basic city infrastructure
24:31were all damaged and that was with many many of the drones and missiles being shut down still some made it
24:41through this is what we must focus on first we must stop russian drones and missiles
24:50and this means more air defense supplies and more investments in interceptor drones air defense systems and of course missiles
24:59and i urge all our partners increase your investments when russia increases its attacks we cannot have a shortage of funding for drone production
25:12more than 30 countries and hundreds of companies are represented at the conference today
25:20and we must reach a point where ukraine's air defense and drone sector is supported by over 30 countries and backed by hundreds of
25:29companies not only from ukraine but also from europe the united states and beyond

27:20from italy to canada and thank you to each one just yesterday i spoke with pope leo about how the vatican can
27:30support this work and it already is today i'll discuss this with georgia and other leaders as well
27:38and we really we must explore every possible way to bring our children back home to their families to ukraine
27:48so they don't forget who they are
27:59and and where they come from and so they are not used against ukraine in war
28:07or sabotage when they grow up this is this is very serious threat and we must stand against it
28:18together just like these coalitions are working we now need to build a coalition for recovery
28:27let this be the moment we start it we know what russia has destroyed and we know what it will take to
28:36rebuild ukraine ukrainian people our lives and systematic approach is needed a coalition with clear leadership
28:48countries and countries and companies that can lead and bring others with them and we also need a clear recovery plan
28:58think of the role the marshall plan played in rebuilding and transforming europe that's why europe has enjoyed
29:07peace and economic growth for so many decades and now we have real opportunity to spark a new wave
29:17of progress we need a marshal plan style approach and we should develop it together rebuilding ukraine
29:26is not just not just about our country it's also about your countries your companies your technology
29:35your jobs the way we rebuild our country can also modernize your infrastructure and industries
29:43and i ask you to support the recovery coalition and help define specific financing mechanisms we must
29:52clearly agree that frozen russian assets should go toward ukraine's recovery
29:58not only the income from these assets but the assets themselves must be used and much more actively than
30:15they are now to help save lives
30:18and we also need a clear system for reconstruction a special recovery fund and financing at different
30:31levels for ukraine's national budget and for local communities and we are very very open to working with
30:38any business that can support our strengths production logistics and of course rebuilding
30:46and let me emphasize one more more thing in this joint recovery project we will only welcome true partners
31:00those who are not helping russia continuing this war
31:04only friends are invited to be a part of ukraine's economic and technological recovery
31:20and one last thing we are already preparing for the next winter
31:25and we've already gone through three winters during this full-scale war
31:34and of course first of all thank you to everyone who helped us then thank you
31:42and we need to keep working together to get through the next winter as well and this can only be done
31:49as a shared task and let's use this conference to move forward with that
31:57i thank norway for already already by the way supporting us thank you to the netherlands for your
32:03help thanks germany thanks ursula antonio thanks so much for the eu's continued support in helping ukraine
32:11face energy challenges real real challenges and we must keep making sure our people are protected

32:39total value of over 10 billion euros all of these must be fully implemented and please let's also focus
32:48on energy putin has only two real allies terror and winter and we must respond to both thank you to

33:12visible in their lives and every day every day all of us must stay focused all of us must keep up the
33:22pressure on russia all of us must keep working for defense so that we can bring a real ceasefire as soon

33:40that we create and start implementing a reliable recovery plan that our children and our people return
