Russia claims full control over the Luhansk region, a territory it illegally annexed in 2022. If verified, this would mark the first entire Ukrainian region completely occupied by Russian forces since the war began in February 2022. The announcement was made by Leonid Pasechnik, the Russian-installed head in Luhansk, though Kyiv has not officially confirmed the fall.

In parallel, Russian troops have also reportedly advanced into Dnipro’s periphery, capturing a village — again unconfirmed by Ukrainian or independent sources.

This announcement comes amid no signs of ceasefire, with Russian President Vladimir Putin rejecting all recent truce proposals. German Foreign Minister Johann Wadephul, who visited Kyiv, called Putin’s peace talk claims a “mockery” and pledged more military and industrial support to Ukraine.

00:29Millions of Europeans and the leaders of countries that pursue sovereign policies remember that that instills optimism and hope that sooner or later, including building upon the lessons of history and the sentiment of their peoples, of our peoples, we will start moving towards restoring constructive relations with these countries of Europe, including those who today,
00:58still stick to the anti-Russian rhetoric and blatantly aggressive action against us and they have been trying. We have seen that in these days. They've tried to speak in a loudish manner with us using the language of ultimatums.
01:14And a true example of equal and equitable relations in the 21st century is our partnership and strategic interaction with the People's Republic of China.
01:27The Chinese president was the Chinese president was the main guest of the commemorative events dedicated to the anniversary of victory. We have had exclusively fruitful talks and we have adopted two statements on the level of heads of state and we have sub-inked interagency intergovernmental agreements on energy, trade, finance, science and many other domains.
01:54As I have said, we have decided that my reciprocal visit will take place in September to mark the 80th anniversary of victory over the military's Japan.
02:07It's quite symbolic and natural that the main commemorative events dedicated to the 80th anniversary since the end of the world war will be held in Moscow and Beijing, the capitals of the countries whose peoples went through trials and tribulations and paid the highest price in the name of our common victory.
02:32Dear colleagues, I think that it's obvious for everybody that over the talks in Moscow and the meetings in Moscow we also touched upon the Ukrainian conflict settlement and we are thankful to all our guests, our friends, for their attention.
02:53They have been paying to this conflict and for the efforts pursued and exerted by them to finalize this conflict.
03:02So I believe in this respect to stop on these topics separately.
03:07In this respect, I'd like to say that it's well known that Russia previously, well, set forth initiatives to seize fire, but those initiatives were sabotaged by the Ukrainian side.
03:20So, for example, the Kiev regime blatantly violated the 30 days moratorium on energy facilities from the 18th of March to the 17th of April.
03:39And that moratorium was proclaimed in conformity with the accord reached by President Donald Trump and myself.
03:48And the Easter ceasefire initiated by Russia was violated by them either.
03:55There were around 5,000 violations on the part of the Ukrainians.
04:00Still, during the celebration of the victory, then, we believe this to be a sacred holiday, like 27 million lives were claimed.
04:12So, and for this sacred holiday, we also proclaimed a third ceasefire.
04:18And we conveyed to our Western colleagues who, I believe, are in sincere search of ways to settle that.
04:34So, we conveyed our position to them on the Ukrainian ceasefire on the victory day that we did not rule out any, an extension of the timeline of the ceasefire,
04:49analyzing, having analyzed what would happen during these several days and upon the, judging by the response and the reaction.
05:04By ourselves, did not, did not respond in any way to our proposal to seize the fire.
05:19Moreover, after we put forward our proposal, and that happened on the 5th of May this year,
05:28the Kiev authorities, in the night from 6th to 7th, perpetrated massive attacks with 524 UAVs and some of the missiles,
05:44Western-made missiles, and also around 45 unmanned vessels in the Black Sea were applied.
05:56And over those three days of the ceasefire that we proclaimed, 8th, 9th, and 10th,
06:04things that you saw accounts of in the media happened, and that was clear from your reports also.
06:13So, five targeted, purposeful attempts to attack the State Board of the Russian Federation in the Kursk region,
06:24and in the juncture with the Belgorod region, segments of the border on the days of the ceasefire that we proclaimed.
06:33Moreover, in other segments, 36 attacks were perpetrated.
06:43All those attacks, including attempts to enter the soil of Russia in the Kursk and Belgorod regions, were repelled.
06:53Moreover, our military professionals believed that they had no military significance,
07:01and they were based on political grounds only, and the casualties of the adversary were huge, as a result.
07:13As I have said, the Kiev authorities not only turned down our ceasefire proposal,
07:19but also tried to intimidate the leaders of the countries that planned to attend the festive events in Moscow.
07:29You know, dear colleagues, when I met with colleagues in Moscow, it dawned on me, it occurred to me.
07:41I'll share this thought with me.
07:45Well, I just figured, whom were they trying to intimidate to mark and commemorate the victory over Nazi Germany?
07:55The point is that those who came to us are not the official position leaders.
08:06These are spiritual and character leaders and sentiment leaders,
08:12and they're leaders in terms of upholding their own opinions,
08:16and who tried to intimidate them, who would snap the salute to the former SS soldiers,
08:23and make national heroes out of those who were the Nazi collaborators in the Second World War times.
08:33I think this is an attempt with undue means, unfit means,
08:39and those who try to commit that are not up to the mark to their efforts.
08:49I repeat, on several occasions, on many occasions, we proposed to cease fire and never declined to dialogue with the Ukrainian party.
08:59Let me also remind you that it wasn't us who suspended or stopped talks in 2022.
09:07It was the Ukrainian side.
09:09And in this respect, against all odds, we proposed to the Kiev authorities to resume the talks they stopped
09:20and terminated in April 2022.
09:26I'm referring to direct talks without any preconditions,
09:29and we proposed to start immediately on next Thursday, on the 15th of May, in Istanbul,
09:37the venue that held them before.
09:42Well, it is well known that the Turkish colleagues organized,
09:47well, proposed their services to organize such talks,
09:50and President Erdogan did a lot to organize those talks in the past.
09:56As a result of those talks back then,
10:00a draft of joint agreement was prepared and initialed by the head of the Kiev negotiating teams,
10:08but upon the behest of the West, it was thrown into the litter bin.
10:14Tomorrow,
10:16a phone conversation is planned with the Turkish President Erdogan,
10:23and I would ask him to provide this opportunity to hold talks in Turkey.
10:31I really hope that he will confirm his desire to facilitate peace in Ukraine.
10:38We are committed to holding serious talks with Ukraine
10:41in order to eliminate the root causes of the conflict
10:45to arrive at an enduring, long-lasting peace in the long run,
10:51in a long historical run.
10:53I cannot rule out that during those talks,
10:55we will be able to negotiate and come to terms over new ceasefires,
11:01or truces, real ones,
11:04that would be respected not only by Russia but the Ukrainian side
11:09and would be a first step to a long-lasting, enduring peace,
11:13not a prologue to continuing the armed conflict
11:19after re-equipping and re-arming
11:21and digging trenches
11:24and new defensive checkpoints.
11:30Who would want such peace?
11:33So our proposal is on the table.
11:36So now it's up to the Ukrainian authorities
11:40and their mentors and their supervisors to decide,
11:44and those are guided by their personal political ambitions,
11:49not the interests of their peoples.
11:51It seems they want to continue warfare against Russia
11:55with the hands of the Ukrainian Nazis.
11:58I repeat, Russia is ready for talks without any precondition.
12:05The hostilities are now ongoing.
12:07A war is waged and we propose that the talks should be reinstated,
12:15the talks that were not stopped by us.
12:19Those who are peace seekers cannot but support that.
12:25And I'd like once again to express our gratitude
12:28for the mediation and brokerage
12:30to peacefully resolve the Ukrainian crisis
12:34by our international partners
12:38like China, Brazil, the countries of Africa
12:40and the Middle East,
12:42and of late,
12:43the new administration of the United States of America.
12:47In closing,
12:49I would once again like to thank everybody
12:52who shared those festive events
12:55with us dedicated to the 80th anniversary
12:59of victory over the Nazism,
13:01the spirit of solidarity
13:02and accord that united us in Moscow during these days
13:06will help us build fruitful cooperation
13:10and partnerships for the sake of progress,
13:13security and peace
13:14and seizing this opportunity.
13:16I'd also like to note the huge part played by the media,
13:22leading international outlets and TV channels
13:25and press members who covered the many hours of these meetings and events
13:33and they did their utmost
13:36so that people worldwide could feel the unique atmosphere of these festive days.
13:43And I also thank you for this encounter,
13:47quite a late one,
13:48and everybody's tired, definitely.
13:51Thank you very much for your kind attention.

13:56it is so friends and partners
13:58that have been with us during those days
14:02to commemorate the anniversary,
14:05to bend knee to the generation of the victory.
14:09We honor everybody who contributed to the common victory over Nazism,
14:15including our anti-Hitler coalition allies
14:18and the warriors of China
14:21and the participants of the anti-fascist resistance movement in Europe,
14:26the fighters from the people's liberation movements in Africa
14:32and APR and Latin America
14:35with our friends and like-minded peoples.
14:39We share the same memories and respect
14:43paid for the feet of the true heroes
14:46who fought for the victory.
14:48And definitely,
14:50it's our responsibility for future,
14:52for building a better, safer and a more just world.
14:55The issues that determine the stable
15:01and sustainable development of the global community,
15:04including Eurasia and other regions of the world,
15:09were high on the agenda of the bilateral
15:11and multilateral meetings that we have had.
15:13They were held in a festive environment,
15:17special environment,
15:18but they were quite fruitful and meaningful,
15:20filled with political and economic
15:26and humanitarian issues,
15:29taking stock,
15:31and I really would like to do this now.
15:34I want to tell you that over those four days
15:37from May 7 to May 10,
15:39we have had official visits
15:43of three leaders of international foreign states,
15:47the People's Republic of China,
15:48Venezuela and the Socialist Republic of Vietnam.
15:54We had 20 bilateral meetings
15:57with heads of state from CIS, Asia, Africa,
16:01Middle East, Europe and Latin America.
16:04All in all,
16:0727 heads of state from CIS, Asia, Africa,
16:12Middle East, Europe and Latin America
16:14participated,
16:15as well as around 10 heads of international organizations.
16:21Six more countries were represented at a high level.
16:25We believe that this broad representation
16:27of international partners
16:29and international community and organizations
16:32is a testimony,
16:34inspiring testimony of consolidation
16:36around the eternal ideas,
16:40ideals of our common great victory.
16:42We are grateful to the leaders of 13 countries
16:46who sent their troops
16:50and armed forces divisions
16:51to participate in the parade.
