00:00The 60-vote threshold having not been achieved, the amendment is not agreed to.
00:06Mr. President, I ask unanimous consent that it be in order for the following senators to be recognized to offer amendments, motions, or points of order.
00:12If the amendments be reported by number with no amendments in order prior to a vote in relation to amendments or motions,
00:17Blackburn-Cruz, number 2602, Blackburn, number 2814, Rosen, number 2717, Kennedy, number 2790, Hickenlooper, number 2719, and Shaheen, number 2564.
00:28Without objection?
00:30Mr. President.
00:37The senator from Texas.
00:38I call up amendment 2602 and ask that it be reported by number.
00:43The clerk will report.
00:46The senator from Texas, Mr. Cruz, for Mrs. Blackburn and himself, proposes an amendment number 2602 to amendment number 2360.
00:55Mr. President, a few hours ago we had an agreement that Blackburn-Cruz was set to pass.
01:01It was a compromise that would have imposed a five-year moratorium on state regulation of artificial intelligence.
01:07When I spoke to President Trump last night, he said it was a terrific agreement.
01:12The agreement protected kids and protected the rights of creative artists.
01:16But outside interests opposed that deal.
01:19Communist China, which desperately wants to beat the United States in the race for AI, hated the deal.
01:26Liberal politicians like Gavin Newsom and Mayor Karen Bass and Comrade Mamdami, who are all eager to aggressively regulate AI, all hated the moratorium.
01:36Randy Weingarten spoke out against the moratorium.
01:40So did transgender groups and radical left-wing groups who want to use blue state regulations to mandate woke AI.
01:49In this body, your word is your currency.
01:53Our deal would have passed easily.
01:56But a couple of hours ago, the other side backed out.
02:02I recognize many of my colleagues would prefer not to vote on this matter.
02:05Therefore, I withdraw the Blackburn-Cruz amendment, and I would suggest that Blackburn-2814, the motion to strike, be adopted by voice vote.
02:14The senator has that right.
02:17Mr. President.
02:24I recognize the senator from Tennessee.
02:26Thank you, Mr. President.
02:28Yes, indeed, there was problems with the language that was in this amendment.
02:36And I regret that we weren't able to come to a compromise that would protect our governors, our legislators, state legislators, our attorney generals,
02:49and, of course, House members who have expressed concern over this language.
02:56I appreciate that we are going to withdraw this one, and I would like to be recognized on my amendment, 2814, and ask that it be reported by number.
03:14The clerk will report.
03:17The senator from Tennessee, Mrs. Blackburn, for herself and Ms. Cantwell, proposes an amendment number 2814 to amendment number 2360.
03:28Thank you, Mr. President.
03:30I do want to thank Senator Cruz for the work and the time that he put in trying to find a resolution to this issue.
03:39I do appreciate that.
03:41But what we know is this.
03:44This body has proven that they cannot legislate on emerging technology.
03:51It is frustrating.
03:53We have not passed online privacy.
03:56We have not passed the No Fakes Act, the Copied Act.
04:01There are all of these pieces of legislation dealing with AI that we haven't passed, but you know who has passed it?
04:09It is our states.
04:12They're the ones that are protecting children in the virtual space.
04:16They're the ones that are out here protecting our entertainers, name, image, likeness of broadcasters, podcasters, authors.
04:27And it is appropriate that we approach this issue with the seriousness that it deserves, and we have not reached a resolution on this.
04:40So, therefore, I ask my colleagues to join me in striking Section 40012.
04:50Vote yes.
04:52Let's pass this bill.
04:54Let's get everybody off to July 4th and a happy independent stay.
05:00I ask for the yays and nays.
05:03Hold on.
05:05Is there a sufficient second?
05:18There appears to be.
05:31The yays and nays are ordered.
05:33The yays and nays are ordered.

20:12Mr. President.
20:24I recognize the senator from Nevada.
20:26I call up my amendment 2717, and I ask that it be reported by number.
20:32The clerk will report.
20:33Senator from Nevada, Ms. Rosen, for herself and others, proposes an amendment number 2717 to amendment number 2360.
20:40I rise today to call for a vote on my amendment to protect critical investment and production tax credits for solar and wind projects.
20:49For our nation to be truly energy independent and compete with China, we must be a global leader on the energy sources of the future like solar and wind.
20:58But these projects just don't happen overnight.
21:00By the time many of these projects ready to come online, the tax credits will help make them financially viable, will have expired because of this bill.
21:09This bill will kill the clean energy industry, costing thousands of good-paying jobs and raise energy costs for hard-working families.
21:18My amendment gives these industries the runway they need.
21:21I urge all of my colleagues to support this amendment.
21:26I'm going to – I'll ask for the yays and nays.
21:28I'm not sure who's going to yield.
21:31I'll yield.
21:31Mr. President.
21:32I recognize the senator from Idaho.
21:34Mr. President, going back to endless subsidies is not sensible energy tax policy.
21:39Allowing adversarial nations and the industries they unfairly subsidize to benefit from incentives intended to benefit Americans is doubly unfair.
21:51I urge my colleagues to vote no.
21:54I ask for the yays and nays.
