00:00A milestone in relations between Rwanda and the Democratic Republic of Congo, with the
00:12signing of a U.S.-brokered peace deal.
00:14At the heart of it is a pledge by Kigali and Kinshata to cease all hostilities and resolve
00:19disputes by peaceful means.
00:21Many previous agreements have not been implemented, and there is no doubt that the road ahead
00:27will not be easy.
00:29But with the continued support of the United States and other partners, we believe that
00:34a turning point has been reached.
00:36Two months ago in this very room, we signed a declaration of principles, a first tangible
00:41step to break with deadlock and chart a path towards peace.
00:45Today, that choice takes shape and sustained efforts have come to fruition.
00:50With this peace agreement, we open a new chapter.
00:54The agreement raises hopes for an end to around three decades of conflict, with both sides
00:58committing to ending support for armed groups and disarming them.
01:03The security aspects aiming at ending the violence, it is hoped, will lay the way for economic
01:08cooperation which could bring billions of dollars of investment to the Great Lakes region, which
01:13is rich in minerals.
01:16The U.S. President Donald Trump wants access to them.
01:21He has trumpeted the diplomacy that led to the deal and complained that he has not received
01:25a Nobel Peace Prize.
01:27We're going at it for many years.
01:30And that subject came up as he met the two delegations in the Oval Office.
01:34I was thinking to nominate you as a Nobel Prize Peace because he said you deserve, you have
01:39been working to bring peace.
01:41Today, the violence and destruction comes to an end and the entire region begins a new
01:46chapter of hope and opportunity, harmony, prosperity and peace.
01:53One of the major questions now is whether the agreement and other efforts parallel to it
01:56will steer the way to that.
01:59Analysts agree the deal is significant but don't believe it will quickly end the fighting
02:03that has killed and displaced millions of people.
