00:00The United Nations Security Council met on Tuesday to discuss the current tensions in the Middle East,
00:06shortly after the ceasefire between Iran and Israel began.
00:09The meeting discussed the future of the Joint Comprehensive Plan of Action launched in 2015
00:15for the development of nuclear weapons.
00:18That program is in effective limbo since the U.S. withdrew in 2018
00:22and Iran's rejection of parts of the deal.
00:25United Nations Political Affairs Chief Rosemary DiCarlo described the U.S. mediated ceasefire overnight
00:32between Israel and Iran as a significant achievement and an opportunity to avoid catastrophic escalation.
00:43Iranian Ambassador to the United Nations, Amir Saeed Iravani, accused also the United States government
00:49of supporting the Israeli attacks on Iranian nuclear and civilian facilities
00:54and questioned the Sionis regime's justification for the aggression.
00:59With the full U.S. support, Israel has targeted Iran's peaceful nuclear facilities,
01:04civilians and civilian infrastructure.
01:07Israel falsely justified these attacks on Iran's peaceful nuclear program as an imminent threat.
01:14This claim is baseless and has no legal base.
01:17In reality, Israel, the region's only undeclared nuclear armed entity and non-party to NPT refused IAA inspections and monitoring
01:28while Iran complies with the NPT and has subjected its nuclear program to the most rigorous IAA monitoring.
01:38On the other hand, Chinese representative to the United Nations, Fu Kong, accused the United States of initiating the Israeli-Iranian crisis
01:50by withdrawing from the nuclear talks with the Persian nation in 2018,
01:55by applying economic and financial sanctions against it,
01:58and by attacking its nuclear facilities during the recent conflict.
02:02China has noted that some members of this Council have done nothing but accuse Iran of violating its non-proliferation obligations
02:10in an attempt to justify the military actions of Israel and the United States.
02:15Here, China wishes to remind these countries of the following basic facts.
02:19It is none other than the United States that started the Iranian nuclear crisis.
02:24The United States unilaterally withdrew from the JCPOA in 2018.
02:30Thereafter, it reinstated and escalated unilateral sanctions against Iran
02:34and adopted measures of maximum pressure,
02:38which prevented Iran from enjoying the economic dividends conferred by the agreement
02:43and forced the country to reduce fulfilling its obligations under the agreement.
02:47It is again the United States throwing to the wind its own credibility,
02:51launched military strikes against Iranian nuclear facilities,
02:54undermining the negotiation process initiated by itself,
02:59leading the Iranian nuclear issue to yet another impasse
03:02and resulting in an abrupt escalation of the regional situation.
03:06The permanent representative of Russia to the United Nations, Vasily Benevencia,
03:12declared the objective of the draft resolution
03:15while stressing the support of the Russian Federation for a peaceful solution.
03:19The Iranian nuclear program can only be resolved through diplomacy,
03:25through negotiated solutions,
03:27which are based on international law and the principle of equal and indivisible security.
03:33The Russian Federation consistently has supported a peaceful solution
03:37to the concerns surrounding the Iranian nuclear program,
03:41which is acceptable to all parties as well as the international community as a whole.
03:44Here, the greatest responsibility lies on the UN Security Council,
03:50which is obligated to take the requisite measures.
03:53This is the goal of the draft resolution proposed by Russia
03:57together with our Chinese and Pakistani partners.
04:00Today, we are proposing to our Council colleagues
04:04an updated text that takes into account the latest developments
04:08and aims to bring about a lasting ceasefire
04:11as well as oversight of that ceasefire by the Security Council
04:14through Secretary-General reporting.
