00:01We have already been a humanitarian relief in line with international law.
00:09Third, we emphasize that the MPT remains central to global security.
00:15We urge Iran to continue full cooperation with the IAEA and resolve outstanding safeguard issues.
00:21We equally urge restraint by all states to protect the integrity of the MPT.
00:27Fourth and lastly, we support full IAEA verification, transparent use of the procurement channel,
00:36and provisional application of the additional protocol as confidence-building measures essential to regional stability.
00:43In closing, Madam President, we must recall that immense power brings immense responsibility.
00:49States, including those entrusted with great power by the UN Charter,
00:53have a duty to act in ways that uphold peace, security, and a rules-based order.
01:00Setting aside the Charter's principal risk-weakening safeguards that protects us all,
01:06I mean...
01:07In this difficult moment,
01:12Sierra Leone appeals for de-escalation, restraint, and the pursuit of diplomacy.
01:17Let us remember that behind geopolitical decisions are the lives of ordinary people,
01:23men, women, and children,
01:25who look to this Council to safeguard their peace, security, and dignity.
01:28We hope that our actions will honor that trust and the promise of San Francisco.
01:34I thank you.
01:36The representative of Sierra Leone for his statement,
01:38and I give the floor now to the representative of the United Kingdom.
01:41Thank you, President, and thank you for convening this meeting.
01:46I'd like to start by thanking the Secretary-General,
01:50ASG Janka, and DG Grossi for briefing us today.
01:55This is a pivotal moment for the region.
02:00A further spiral of conflict poses serious risks
02:03to regional and international peace and stability.
02:09Our foremost priority must now be to support de-escalation.
02:15We have long made clear that Iran must not have a nuclear weapon,
02:22and that their nuclear program represents a serious threat
02:26to international peace and security.
02:28The United States took action last night to alleviate that threat.
02:35The United Kingdom did not participate in US or Israeli strikes.
02:41But military action alone cannot bring a durable solution
02:48to concerns about Iran's nuclear program.
02:51My Prime Minister has been clear.
02:53We urge Iran now to show restraint,
02:58and we urge all parties to return to the negotiating table
03:03and find a diplomatic solution,
03:06which stops further escalation and brings this crisis to an end.
03:12It is in the interests of all parties to pursue such a deal.
03:17This was the joint call made by my Prime Minister with his French and German counterparts earlier today.
03:26Together with our E3 partners,
03:29the UK has long pursued a diplomatic solution to address Iran's nuclear escalation.
03:35On Friday, alongside E3 and EU colleagues, my Foreign Secretary met Iranian Foreign Minister Aragchi in Geneva to press directly for a return to diplomacy.
03:50My Foreign Minister spoke to Foreign Minister Aragchi again today and stressed the urgency of this,
03:59and we continue to engage partners across the region.
04:03President,
04:04The UK reiterates its full support for the IAEA and Director General Grossi for their critical work, professionalism and impartiality.
04:17The IAEA and the Non-Proliferation Treaty are key pillars of international security.
04:24Threats against IAEA staff and the DG are unacceptable.
04:33We urge Iran to cooperate fully with the IAEA.
04:37Failure to do so will only further fuel escalation.
04:43President,
04:44Now is the time for de-escalation and a return to diplomacy.
04:51It is essential Iran chooses this path.
04:54I thank you.
04:56I thank the representative of the United Kingdom for her statement and I now give the floor to the representative of France.
05:02Merci, Madame la Présidente.
05:04Thank you, Madame President.
05:05Madame President, I first of all wish to thank the Secretary-General of the United Nations for his statement,
05:13two days following the statement he made when he warned us about just how grave the situation was.
05:18I wish to also thank the Assistant Secretary-General, Mr Miroslav Sienche,
05:24and I thank the Director-General for the International Atomic Energy Agency, Mr Rafael Grossi.
05:29I thank them all for their briefings that bear witness to the extremely grave nature of the situation.
05:34Madam President, it is with concern that France learned of the strikes conducted by the United States against three nuclear sites in Iran.
05:43France did not participate neither in the planning nor conduct of these operations.
05:48We urge all parties to demonstrate the utmost restraint and to prevent any and all risks of escalation.
05:56Now is the time for strikes to cease, for de-escalation and for negotiation.
06:00Civilian populations must be spared at a time when strikes exchanged between Iran and Israel have produced too many civilian victims.
06:22We particularly call upon Iran to refrain from all reprisals, to cease its nuclear escalation and to opt for diplomacy,
06:33as we encourage them to do on last Friday in Geneva.
06:38That was also the message conveyed by the President of the Republic, Emmanuel Macron, to his Iranian counterpart during a talk today.
06:45It is of imperative importance to guarantee that they will provide the safety of the people who are concerned about your opponent.
06:49.
