00:00The Senate decides to return the articles of impeachment against Vice President Sara
00:04Duterte to the House of Representatives.
00:07This after the Senate convened as an impeachment court on Tuesday, June 10.
00:11The move is supposedly to allow the lower chamber to address alleged constitutional infirmities
00:16in the complaint.
00:18Senators allied with Duterte earlier argue that the impeachment articles are not constitutionally
00:22sound, citing the same arguments the vice president presented before the Supreme Court.
00:27Duterte claimed the lower chamber deliberately froze the impeachment process when it sat
00:31on supposedly weak complaints because if junked, she would get a constitutional one-year immunity
00:36from impeachment.
00:37Senator Bato De La Rosa initially wanted to dismiss the case, but the motion was later
00:42amended to remand the case until such a time that the following are accomplished.
00:46The minority bloc argues that remanding the case is tantamount to its dismissal, but Senate
00:51President and presiding officer Cheez Escudero insisted it does not.
00:55Motion to dismiss, or motion to remand, isa lang po yan.
01:00Motion to return, isa lang po yan lahat.
01:03It is an effective termination of the impeachment.
01:07Remanding is a functional dismissal.
01:10The move to remand the case to the House, however, is likely to cast doubts on the future
01:14of the trial.
01:16There have been debates on whether the impeachment case can carry over from the 19th Congress to
01:20the 20th.
