00:00Well, the key thing is that on Thursday, John Healy, the Defence Secretary, was interviewed by the Times,
00:05and he said spending 3% GDP on defence was a certainty.
00:08And yet since then, they've come back and said, actually, it's only an ambition.
00:11Now, we all agree we need to spend 3%, and there's various reasons for that.
00:15The fact that we face such a threat from Russia, that the US is going to do more in China,
00:20so we need to do more in Europe. We know we need to spend 3%.
00:22So such a vague promise, I'm afraid, is not good enough.
