00:13Kicking off our stories for this afternoon.

00:17PNP Chief General Romel Mar-Bill's extended term is up on Saturday, June 7.

00:23And talks are a swirl of no more extensions,

00:25with the Commander-in-Chief reportedly having someone else in mind

00:28to take over the helm of the 200,000 strong force.

00:32In a casual and chance face-off earlier today,

00:35local government's Big Boss Secretary John Vic Romulia said

00:39the Commander-in-Chief had poured over the body of work of those waiting in line

00:44and expressed optimism over the shortlist presented to him.

00:48Romulia even alluded to the President having a top choice among the frontrunners,

00:52but has kept mum to reporters on even the slightest hint

00:56of who has the inner lane in the race.

00:59The top contenders to replace or those on the President's shortlist include

01:03Lieutenant General Edgar Allan Okubo, PNP Head Controller,

01:07Lieutenant General Robert Rodriguez, Operations Deputy Chief,

01:12Major General Nicolás Torre III, CIDG Commander,

01:15who earned widespread recognition in the standoff or arrest of disgraced Pastor Apollo Quiboloy

01:20and the peaceful arrest and eventual handover of former President Rodrigo Duterte to the ICC.

01:26And at the top of the pack, Lieutenant General Jose Melencio Nartates, Jr.,

01:31Deputy Admin, Chief and former J2 and NCRPO Chief,

01:35and erstwhile Ilocos Norte, Provincial Commander.

01:39PNP Chief General Romul Marbill's term as top cop was extended to June 7 for continuity reasons

01:45to ensure a free, fair, peaceful, and orderly midterm polls

01:50that unfolded and concluded without major incidents two weeks ago.

01:57After nearly two years and ten months sitting on the shelf

02:00as a result of a temporary restraining order imposed by the Supreme Court,

02:04the controversial no-contact apprehension policy of the MMDA

02:08gets its reprise on the megacities' major highways and roadways today.

02:12Under the NCAP traffic order,

02:15owners of registered vehicles caught in moving violation by closed-circuit TV cameras and the like

02:21after verification and validation of recorded footage by LTO's information query facility

02:27and entry into NCAP's database

02:30will receive a notice of violation through snail mail from the LTO.

02:35Violators will then have to pay their fines online via Land Bank's LinkBiz portal

02:40or in person at MMDA's Redemption Office

02:44along Julio Vargas Corner, Mulave Street, in Barangay Ugong, Pasig City.

02:49Payment failure will result in the violator's vehicle being put under the LTO's alarm list

02:55that holds into account all delinquencies upon vehicle registration.

03:00Fifteen highways and roadways have been designated for NCAP implementation

03:04to include the avenues of Claro M. Recto, El Pidio Quirino, Araneta, Catipunan, EDSA,

03:12Taft, Rizal, Ortigas and Commonwealth, the boulevards of Aurora, Magsaysay, Rojas and Shaw,

03:19the major streets of Del Pan and Andres Bonifacio, and the Marcos, South Super and MacArthur highways.
