Proton launches Xchange Programme to replace old vehicles with new models

00:00I want Anthony Loxifo, the Minister of Transport, to deliver this speech.

00:10I'm pleased to note that all of Proton's current models that are on sales have been tested

00:16under the ASEAN New Car Assessment Program, or NCAP, and all of them have attained a rating

00:22of at least four stars and above. It is a testament to the safety of Proton vehicle.

00:30I think this is a very bold and very far-sighted approach used by the Proton management.

00:39In fact, at the Ministry of Transport level, we are now discussing whether to make this requirement

00:45as a mandatory for VTA. We are still considering and still discussing that policy.

00:52This is why the Ministry of Transport supports Proton's exchange program, initiative which

00:58provides an incentive of 2,000 ringgit for owners to trade in their old cars in exchange

01:05for a new one, which is equipped with better safety system.

01:09I understand this incentive is not only for Proton vehicles aged 15 years or above, but also

01:15for all vehicles that are no longer repairable.

01:18This will not only get unsafe cars off our roads, but also off our road sites.

01:26Abandoned vehicles have been a major complaint, particularly among the municipal councils.

01:32The Ministry of Transport has worked hard to resolve this issue by developing the Online Motor Vehicles

01:38De-Registration System, or e-Direct, which was launched last year.

01:44The system is intended to make it easier for owners to de-register and scrap unwanted vehicles

01:49at any authorized automobile treatment facilities.

01:54I am pleased that Proton's exchange program will also support this initiative.

01:59Proton and its AATF partner, CarMedic, will dispose of and recycle the unwanted vehicles responsibly.

02:08Owners should take this opportunity to surrender their unwarranted vehicles in exchange for

02:15the offered incentive that will go towards a new and safer Proton vehicle.

02:21Well, Tan Sri just now mentioned that one of the requirements is that the owner of the old

02:27car must be the same name with the buyer of the new car.

02:31Well, may I suggest that you can tweak this policy a little bit because I can foresee some potential problem.

02:39Because most of the owner of the older cars probably will be someone who are already quite aged

02:47or their ageing parents.

02:50What if the good children want to buy their parents a new car?

02:56So may I propose that you tweak the policy a bit?

03:00If someone who wants to buy a new car, but his or her parents has an old car, that can be considered

03:08as a new owner.

03:12So that you can also encourage kasih sayang antara ibu bapa dan anak.

03:18Now, I'm sure many good children out there who are willing to buy a new car for their parents.

03:27Because I'm sure many capable and those who can afford it, the children want their parents

03:34to have a safer and a new car.

03:36So if I may propose that Tan Sri and your management can consider that you tweak that policy a little bit

03:43so that allow those who have relationship between parents and children, either one, they can buy.
