00:00Just two days after the people cast their votes in the 2025 midterm elections,

00:05the first day of the random manual audit is now underway.

00:09Selected ballots from chosen prisons are being carefully reviewed and counted by hand as part of the audit process.

00:17Manual audit teams have begun their meticulous task.

00:20PTV's Jay Empeneda has the report.

00:23Two days after Hattel ng Bayan 2025, the random manual audit of selected ballots from various precincts kick off this morning.

00:33During the audit, manual audit teams counted the votes manually.

00:36Sixty audit teams participated initially with each group composed of three members.

00:41These teams are made up of teachers who also underwent training for vote counting.

00:46They are not the same individuals who serve on the electoral boards during the election.

00:50Each RMA team counted and evaluated the ballots one by one based solely on how the automated counting machine or ACM read the ballots.

00:58This means the RMA teams did not interpret the voters' intent.

01:02They rely strictly on how the machine read each votes.

01:05The results from the RMA teams will then be reviewed by verifiers,

01:09which includes members from civil society and professional organization such as election watchdogs PPCRV.

01:39Meanwhile, if the manual count and election returns do not match,

01:42the Technical Evaluation Committee will step in.

01:45They will accept every effort to determine ano yung cost ng variance kung ma-reconcile.

01:51Pag hindi nila ma-reconcile yan, titignan ano yung total na variances.

01:57Abot ba ito ng sampo? Lalambas ba ito ng sampo?

02:01Pagka hanggang sampo lang ang variance for one ballot box,

02:05that will be accepted as, sige okay na ito, gagamitin ito ng PSA to tabulate yung mga results.

02:16Pero pag sumobra ng sampo ang variances, marirefer ito sa Technical Evaluation Committee.

02:22The PPCRV clarified that in almost every election,

02:27the accuracy or match rate between the manual count and the machine count hovers at 99%.

02:32The group also believe this year's election returns and manual counting will align

02:37with the help of the improved ACMs used in the election.

02:40The Commission on Elections or Comenic also emphasize the importance of the manual audit.

03:07The manual count is expected to last around 45 days to more than a month,

03:11although this could vary depending on how quickly the committee completes its number matching process.
