Hello and welcome to the Scotsman's video bulletin for this Monday.

and I'm joined by political correspondent Rachel Amory.

Rachel, what we're going to talk about is the front page

of today's Scotsman as well.

Fairly significant announcements, first trailed by the Home Secretary,

Yvette Cooper, yesterday when she revealed that the UK government
00:26
would be cracking down on social care work visas.
00:30
Effectively, they would be cancelled.
00:33
Currently, a number of people across the country, including here in Scotland,
00:39
are on these visas in the sector.

They are going to cancel them altogether under the proposals currently in place.

But also separately to that, there's some more detail coming out
00:53
in a white paper that has been discussed in a speech by Sir Keir Starmer

this morning.

Rachel, we'll get to that shortly, but a lovely front page picture there.

And actually, we will touch on that, which is about smear tests for women

and some concerning figures.

But firstly, on immigration, so we haven't seen all the detail

from the white paper yet.

But outside of just the cancellation of social care work visas

for, I guess, what's classed as low-skilled workers,

there's other details that we know already.

Can you talk us through?

Yeah, so Prime Minister Sir Keir Starmer has already made his speech
01:44
setting out what he is calling a significant overhaul
01:47
to fix the broken immigration system, as he has put it.
01:51
He referred back to previous Conservative governments
01:53
saying that not enough was done to tackle immigration.
01:56
And if you look at the figures, you do actually see net migration rising
01:59
pretty much every year from about the millennium to about 2023,

when it hit about one million people.

So that's what they're trying to bring down.

Now, there's lots of arguments as to the motive for that.

And as a lot of people say, it's a sort of reaction
02:15
to other parties' successes.

That's something that Sir Keir Starmer has denied.

But they set out sort of briefly what he is looking at.

So I think some of the biggest changes...

So let's look at the skilled workers' visas.

Let's start off with that one.

They're going to sort of raise the standards for that.

So you're going to have to have a university degree
02:35
before you can apply for a skilled workers' visa.

There's going to be increased English language requirements as well.

And that's going to apply to dependents as well.

Now, that will have quite a big impact.

A lot of the people who are on skilled workers' visas,
02:49
they're actually dependents of the skilled workers
02:51
who perhaps don't have as good language skills.

So that will have a big impact on them as well.

Plenty of other things as well.

Citizenship is another one.

So at the moment, if you want to apply for settled citizenship in Scotland,

or in the UK, you have to do it five years,
03:06
that's now going to be extended to 10 years.

At the moment, we don't know if that applies to people
03:10
who are already here, have already started the process or not.

We're still waiting to find out the details on that.

But that's the main sort of headlines

to come out of the speech this morning.

And, Rachel, the immediate reaction in and around the announcements,

firstly, from the social care sector,

pretty obvious where the reaction's coming
03:31
that they're unhappy about some of these changes.

Yes, I think one of the biggest sort of upsets,
03:37
if you want to see, is care worker visas.
03:39
It would be ending that completely.
03:41
Now, they argue that there's been tens of thousands
03:44
who have come on cared workers' visas
03:46
and have had their sponsorship cancelled.
03:48
So, they are now in the UK without a care job.

Now, the argument is that employers should be
03:53
recruiting from that pool of people
03:55
rather than looking to bring more people from overseas.

However, there's been highly criticised,

the Royal College of Nursing, for example,

has been one of the ones who's called it out and said,
04:07
I mean, there's no sort of plan of growing a domestic workforce
04:11
for the care sector, which is so reliant on overseas workers.

The SNP have condemned it as well.

First Minister John Swinney said it was absolute folly,
04:21
which is what we've laid on today's front page with.

And the Deputy First Minister was also speaking this morning

where she was highlighting difficulties

in the social care sector and recruitment,

and particularly emphasising on the Highlands and Islands,

of course, where she is at MSP4.

So, she was particularly concerned about how it's going to impact
04:39
on sort of the remote areas of the Highlands as well.

So, particularly concerning comments coming out

in reaction to the care worker visa.

Rachel, it's interesting because the picture here in Scotland

is maybe a bit different to the rest of the UK.

We know based on census figures that, you know,
04:55
population effectively hasn't been rising
04:58
and the only thing that has kept it relatively stable

has been those coming into the country.

There is some concerns around that.

And the Scottish Government, well, the SNP recently took proposals

to the UK Labor Government to see if they could create
05:16
a new Scottish worker visa, which sort of goes contrary
05:20
to what is being announced here.

I just want to get your thoughts, though.

How much of this is because of reform?

I mean, we probably didn't hear that there was going to be
05:31
a new package of announcements coming until the past 48 hours.

Do you think this is just the direct reaction
05:37
to what's happening at an election level,
05:40
particularly with the local elections the other week?
05:43
Yeah, this was something John's doing,
05:44
he's sort of brought up saying that he's been putting forward
05:47
these proposals to the UK Government
05:48
and as far as he can see, they've all been thrown out,
05:51
like this option of a Scottish visa, for example.

The timing does raise questions about how much
05:57
this has to do with reform.
05:59
This can be brought in or mentioned at any point

in the last few months since the Labour Party

came to power in Westminster.

And yet they've chosen a fortnight after reform
06:08
very heavily defeated them in the English local council elections.

Reform are doing very, very well
06:14
on the polls, including here in Scotland.

And one of the biggest sort of commitments
06:19
of the reform party is to bring down immigration.

They're very open that they are anti-immigration at the moment.

So it does feel like it is reactionary to it.

The Royal College of Nursing, for example,

they have also said this is clearly a reaction

to the rise of reform.

But there was a point in the speech

where Sir Keir Starmer did say

this is not to do with anything else.

This is my politics.

This is what I'm wanting to do.

It is not in reaction to other political parties.

It does feel very strangely timed if that is the case.

So it feels very deliberate in reaction

to reformist popularity in the local English elections.

And Rachel, just a separate story I referred to there

at the top, smear tests, you did put in some FOIs.

There were some interesting figures that came back.

And it is concerning.

There is a drop off in the number of these tests

that were taken last year.

Yes.

It's only just in the past three years

that we're seeing this sort of trend

where the numbers pretty much all over Scotland

have reduced quite significantly.

So while there's always this push

to have more people going for a cervical smear test,

it seems that less and less people each year

are actually receiving those tests.

And so there's also some quotes in the story

from Annie Wells, who's a Conservative MSP,

basically saying that the government needs to do better.

It's a huge part of the Women's Health Plan

and improving health outcomes.

So yes, some interesting figures in that story there,
