Now in 2025, in Season 2 of Action Against Poverty
00:04
by the National Anti-Poverty Commission, or NAPCI,
00:06
we will be able to join every Tuesday and Thursday
00:09
in Rise and Shine Philippines
00:10
the various agencies and local governments
00:14
to discuss the government's interventions
00:18
in tackling poverty.
00:19
So, in the leadership of the National Anti-Poverty Commission,
00:23
let's learn together the actions against poverty.
00:30
In Season 2 of Action Against Poverty
00:36
And in our new season, we will focus on convergence,
00:40
the joining of programs and stakeholders
00:43
in the continued development of communities and our citizens.
00:48
We will be able to talk here in our program
00:51
with Ma'am Amparo, Ms. Shanno, and Ms. Kyoko,
00:53
council members of the NAPCI Women's Sector Council
00:56
to discuss the roles they play in the NAPCI
01:00
and the agendas they advocate for women
01:04
in tackling poverty.
01:06
Ma'am Amparo, good morning. Welcome to Action Against Poverty.
01:10
Good morning, and thank you for inviting me to your program.
01:14
Thank you for joining us, ma'am.
01:15
All right, Ma'am Amparo, tell us more about, first,
01:17
the Women's Sector Council.
01:19
Who forms this council?
01:22
What is its mandate?
01:23
And what role do you play in the NAPCI?
01:26
The Women's Sector Council is composed of representatives
01:32
from different organizations, women,
01:35
from different regions of the Philippines.
01:38
And its mandate is to bring the voices of women,
01:45
especially those in the poor sector.
01:49
For example, the sector of farmers, fishermen,
01:53
urban poor,
01:56
indigenous people, and other marginalized sectors.
02:00
Okay, we're talking about these two concepts,
02:02
poverty and women.
02:04
What does our data say about the poverty
02:07
that the women's sector is still experiencing?
02:10
And why is this vulnerable sector still experiencing
02:14
this kind of poverty?
02:16
In terms of poverty,
02:19
women are still the ones who are portraying poverty.
02:25
According to our government's data,
02:27
they are number six.
02:29
Okay.
02:30
But in the poorest sectors,
02:33
there are fishermen, farmers, and children.
02:37
This is actually very ironic
02:40
because they are the ones who provide food.
02:43
Their role in society is important,
02:45
but they are still left poor.
02:48
Actually, since 2015,
02:50
the data is still the same.
02:52
2015, 2018, 2021, and up until now.
02:57
That's why women have a huge role
03:04
to move forward,
03:06
especially in NAPSE,
03:08
the Women's Sectoral Council,
03:10
to really open up the poverty.
03:14
But it will be a long work.
03:18
If we trace the roots and the reasons,
03:20
why is the women's sector number six
03:24
when we rank poverty?
03:28
What is the problem that we see?
03:31
Why is our situation still the same?
03:35
It's a bit historical.
03:37
If we go back to the past,
03:41
we will look at how we were placed in that situation.
03:46
We were surrounded by foreigners.
03:49
After that, the policies...
03:52
Actually, the policemen are a big help
03:56
or help in making it harder.
04:01
For example, our social justice policies,
04:05
the Comprehensive Agrarian Reform,
04:08
that's a social justice program.
04:10
The Fisheries Code,
04:12
that's really for the poor.
04:14
In terms of implementation,
04:16
our implementation is a bit slow
04:20
in the distribution of land,
04:22
which is also very important.
04:24
Because up until now,
04:26
there are still lands that are not distributed.
04:34
We're talking about the legislative agenda
04:36
of your council.
04:38
What are your recommendations
04:40
or policies that can be done
04:42
by different government agencies
04:44
to help the women's sector?
04:46
There are laws,
04:50
but in terms of monitoring,
04:53
how the laws are implemented,
04:56
even the programs,
04:58
we really need to pursue that.
05:01
Let's see if these policies,
05:05
these programs,
05:06
how can they be helpful,
05:08
especially for women.
05:10
It's different for women to experience poverty
05:15
compared to men.
05:17
Because of their duties,
05:23
how society views women
05:27
compared to men.
05:30
Like for example,
05:31
the farmers.
05:32
When you say farmers,
05:34
what's the first thing that comes to mind?
05:36
It's like men,
05:37
it's already in our minds.
05:39
But it's a big job
05:41
that women farmers have
05:44
in farming.
05:45
For example,
05:46
looking for capital,
05:50
the land,
05:51
that's important.
05:53
Then they also have a job
05:55
in housework.
05:57
Because they can't farm
05:59
or go to work
06:01
if the housework
06:03
is not done.
06:05
But it's in the hands of women.
06:09
So it's not just economic poverty,
06:15
but even time poverty.
06:18
There's not enough time.
06:19
They don't have time for themselves,
06:22
to look after their health,
06:24
or to rest.
06:27
With the work that women do,
06:29
I think they really deserve
06:31
that the programs of the governments
06:34
can also be given to our women.
06:37
Talking about that,
06:38
gender and development,
06:39
and I understand,
06:40
every government agency
06:42
has a budget for God.
06:45
So what are your recommendations
06:48
on how to really utilize
06:50
this budget for our women?
06:53
Yes, because it's in our law.
06:57
At least 5% of the agency's budget,
07:02
even state universities,
07:04
can be used to address gender issues.
07:09
So first of all,
07:10
you need to study the situation.
07:12
For example,
07:13
if you're from the Department of Agriculture
07:17
or the Department of Agrarian Reform,
07:19
what are the issues of women
07:21
when it comes to agrarian reform
07:26
or agriculture?
07:27
Are they in debt?
07:30
Do they experience violence?
07:33
Why can't they attend training?
07:36
That's why you need to look at the situation.
07:39
That's called gender audit
07:41
or gender analysis.
07:43
Gender analysis will inform the plan.
07:47
It's not enough if there are only men and women.
07:52
It should be gender.
07:53
There should be issues
07:56
like why are they being left out?
07:59
Why is society looking down on them?
08:02
Why can't they participate
08:04
in decision-making bodies?
08:07
There are data.
08:08
That's why you really need to study
08:11
and pay attention.
08:15
Okay.
08:16
National Women's Month,
08:17
our theme is women in all sectors
08:20
will rise tomorrow in the new Philippines.
08:24
With this,
08:25
what message do you want to convey
08:27
to our women
08:29
and to other organizations,
08:32
government agencies,
08:33
and when we talk about convergence,
08:36
why is it also important
08:37
when we talk about these programs for women?
08:41
Women really play a big role in our society
08:45
from our homes to our communities
08:49
to the whole society
08:51
because half of our population
08:53
are women.
08:55
The mere number of women
08:58
but we still need to raise the number of women
09:03
up to their rights
09:06
because they play a big role
09:08
in raising children.
09:13
They also play a big role
09:14
in the development of the community
09:17
because they know.
09:18
But their perspective is different.
09:21
Their work is also different.
09:23
It's important to have convergence.
09:26
Governments,
09:30
civil society organizations,
09:33
and people's organizations
09:34
need to work together
09:38
to help each other
09:40
because the problem of poverty
09:41
is not simple.
09:43
We really need to help
09:47
so that poverty can be solved.
09:53
I hope that we will rise up
09:55
and we will not be left behind
09:57
because in Asian countries,
09:59
we are left behind
10:03
compared to other countries.
10:05
So that we can really rise up
10:07
from poverty,
10:08
we need help.
10:10
We also need women
10:12
to join organizations,
10:14
to know their rights,
10:16
to study,
10:18
to participate in studies,
10:23
to be involved
10:25
so that when women
10:28
and other sectors
10:31
come together,
10:32
we can be a stronger force.
10:34
That's a good point
10:35
to end this conversation.
10:36
Us women,
10:38
let's join forces.
10:40
Let's empower ourselves
10:41
so that we can participate
10:43
in programs and policy crafting
10:46
because we know our problems
10:49
and we can suggest solutions
10:51
for these problems.
10:52
Thank you very much
10:53
for your time
10:55
in our program.
10:56
Mamamparo Mishano Sikyoko
10:58
and Happy National Women's Month.
11:01
She is a council member
11:02
of the NAPC,
11:03
Women's Sectoral Council.
11:04
We are very grateful
11:05
for your support.
11:06
We invite you
11:08
to join our program
11:10
on Thursday.
11:12
Join us
11:13
so that we can
11:15
act together
11:17
against poverty.
