As we continue to talk about the actions and programs of the local governments
00:04
to fight poverty, let's find out the steps they are taking
00:08
for them to succeed here at the National Anti-Poverty Commission's
00:12
Action Against Poverty.
00:22
This morning, we will talk here on our live program
00:26
with Atty. Raj Sagarinovidad, the Municipal Administrator of Bayambang, Pangasinan
00:33
to talk about how the convergence and cooperation between the agencies
00:38
and the organizations of your local government will help you succeed.
00:41
Atty. Raj, good morning.
00:43
Hello, good morning for all of us.
00:45
Alright, so let's start from where Bayambang is.
00:47
When it comes to poverty, what is the current situation of your LGU?
00:53
I'm very happy to say that the change of the LGU of Bayambang is huge.
01:00
From 2016, when the former mayor, Dr. Cesar Tirado Quiambao, came,
01:07
to now, 2025, when the former mayor established a revolution against poverty
01:14
that is being continued by our current mayor, Mayor Nina Jose Quiambao.
01:21
So, I already mentioned the revolution against poverty.
01:26
We started this in 2018, and it continues until now.
01:31
This is a 10-year program from 2018 to 2028.
01:35
We created the Bayambang Poverty Reduction Plan
01:38
where all 14 basic sectors of our community came together
01:46
and they identified the problems of our country
01:50
and they also identified the solution to end poverty in Bayambang.
01:58
So, we just recalibrated our Bayambang Poverty Reduction Plan last August 2024
02:04
because we thought that 2028 is almost here,
02:08
it's only been 3 years.
02:10
So, what did we do from 2018 to 2024?
02:15
And what else should we do?
02:16
Taking into consideration the effects of the COVID-19 pandemic in our country.
02:22
Okay, so the plan is here.
02:24
This is their Bayambang Poverty Reduction Plan.
02:27
And it's great that Atty. Raj mentioned that the people in this sector
02:31
were the ones who did this and they identified the problem and the solution.
02:36
So, there's a sense of ownership.
02:37
Yes.
02:38
Alright.
02:39
So, what are the salient points here?
02:40
I think you have anti-poverty trust here.
02:43
Yes, we identified 5 sectoral agendas.
02:48
Our fellow citizens said that we need these agendas to end poverty.
02:54
Number one, we have the agricultural modernization.
02:56
Number two, we have good governance.
03:00
We also have social protection and cultural development.
03:05
We also have economic development, infrastructure development,
03:08
and environmental protection and disaster resiliency.
03:11
So, these are the 5 sectoral agendas that are included in our Bayambang Poverty Reduction Plan.
03:17
Our Bayambang Poverty Reduction Plan, or also BPRP,
03:21
we consider it as the Bible of the LGU-Bayambang.
03:24
Okay, so you have a guide.
03:25
And I understand that there's also a team that monitors?
03:27
Yes, we also have the Bayambang Poverty Reduction Action Team
03:33
making sure that our programs in the BPRP are followed.
03:40
Because we have a timeline, so it should not be delayed.
03:43
If there's a delay, it should be followed.
03:46
So, that's the function of the Bayambang Poverty Reduction Action Team, or BPRP.
03:52
Alright, Atty. Raj, can you share or specify some programs
03:55
that you mentioned in the 5 agendas that you set here?
03:58
Yes, so the agricultural modernization,
04:01
we really strengthen our agricultural sector,
04:05
considering that Bayambang is an agricultural town.
04:08
So, of course, the farm machineries, we strengthen that.
04:12
In our social protection, we have the comprehensive services to the town.
04:17
We are now in year 8 in the comprehensive services to the town,
04:20
where we lower all services to our LGUs in the barangay,
04:26
in our municipality.
04:27
We also have our teenage pregnancy,
04:29
because in a way, especially after the pandemic,
04:32
our teenage pregnancy is a bit alarming.
04:37
I think it's common in a lot of LGUs.
04:41
And then, we also have our bookletaklat,
04:44
because our youth are now too focused on gadgets.
04:50
So, we are encouraging them to return to the love of reading.
04:56
So, we have a lot of environmental protection.
04:58
We are a consistent awardee of Kalasag,
05:01
and we are also a consistent SGLG awardee.
05:05
So, we also have housing projects.
05:08
We have a partnership with Couples for Christ and COPDIL housing projects.
05:14
We have a lot of housing projects in our BPRP.
05:17
Alright, when it comes to convergence,
05:20
how will this apply to the programs that you mentioned?
05:24
Yes, so convergence is important,
05:26
because we want to make sure that our resources are maximized,
05:30
because our resources are limited.
05:32
And we want to make sure also that our community has ownership of the project.
05:40
So, a perfect example is our teenage pregnancy.
05:45
So, we make sure that our local youth development office has convergence,
05:49
our rural health unit, our DepEd in our schools,
05:55
and our civil society organizations.
05:57
So, in the programs that are included in our BPRP,
06:02
the convergence of the different sectors is very, very prominent.
06:08
So, this is not just a revolution of the LGU,
06:13
this is a revolution of the whole community, of the whole municipality.
06:18
So, all of our programs have convergence.
06:21
You mentioned the revolution against poverty.
06:24
It only shows how serious the Bayangbang Paralabanan is against poverty in your area.
06:30
Alright, so you mentioned that this is like your Bible.
06:34
So, why is it important for every local government unit to have a poverty reduction plan?
06:40
It's very important because all of us, our goal is to develop our community,
06:47
to develop our local government.
06:49
And all of our programs are geared towards ending poverty in our jurisdiction, in our locality.
06:57
But it's hard when there's no plan.
07:01
It's hard when there are different directions.
07:04
So, the BPRP is like a road map for everyone,
07:07
so that we are all on the same path.
07:11
That's why even our CDP, our Comprehensive Development Plan,
07:15
our AIP, our Annual Investment Program,
07:18
are centered around our Bayangbang Poverty Reduction Plan,
07:22
or in other places, it's called Local Poverty Reduction Action Plan.
07:26
All of our plans are centered, even our Gender and Development Program,
07:32
is also centered around our Poverty Reduction Plan.
07:36
And I hope this will serve as a model and inspiration for other local government units
07:40
to really take this reduction plan seriously and have a team to monitor it.
07:45
Yes.
07:46
So that it's on track.
07:47
We're very proud because it's not just compliance for us.
07:51
For some, it's like, let's make an LPRAP because the DILG or the NAPC is mandating us to submit one.
07:59
But this is what we're really serious about.
08:01
Our Anti-Poverty Summit in 2018 was with the guidance of the National Anti-Poverty Commission.
08:09
So from the beginning, even the recalibration of our BPRP,
08:13
we are the body of the National Anti-Poverty Commission.
08:16
So that's how serious we are with our Anti-Poverty Drive in the LGU Bayambang.
08:21
And actually, in 2018, we put a time capsule.
08:26
Okay, yes. Very symbolic.
08:28
Very symbolic.
08:30
So in the time capsule, it says,
08:33
did we win our revolution against poverty?
08:38
So in 2028,
08:39
You're going to open it?
08:40
We are going to open it.
08:41
And we're going to ask ourselves,
08:43
that's why our effort in our BPRP is so strong.
08:48
Because we have a timeline that we follow.
08:51
And we imposed to ourselves that we need to win the revolution.
08:56
Because in 2028, we are going to answer that question.
08:59
And hopefully, our answer to that question is,
09:01
yes, we won the revolution.
09:04
Yes, we won the revolution against poverty.
09:06
Alright, I want to touch on the agriculture pillar, the sector agenda.
09:11
What is the main produce in your area?
09:14
And also, how do you help the farmers
09:18
to improve their state of life?
09:21
Yes, so we have onion.
09:24
We are the number one producer of onion in the region.
09:29
We also have corn, corn belt of Pangasinan.
09:33
So it's nice, I'd like to share that yesterday,
09:37
UPLB just left, National Pest Control Center.
09:43
They had a three-day, two-day training.
09:47
Yesterday was the third day.
09:49
They visited the whole Bayambang and the farmlands.
09:53
Because our farmers are being taught how to control pests.
10:00
So we have a strong partnership with UPLB.
10:04
That's one of our recent efforts.
10:08
And then we also have e-agro.
10:09
So e-agro, the way we describe it is like the Shopee of farming.
10:14
Okay, so there's a digital market for the farmers.
10:17
So for the farmers, all of their farm inputs
10:20
can be bought from e-agro at a lower cost.
10:24
And then they can also market their produce
10:26
in e-agro at a higher price.
10:29
And then, the most salient feature of e-agro is
10:33
that our farmers can borrow money without collateral.
10:37
Because we realized that the reason why our farmers,
10:43
because they have a cycle, right?
10:45
They will borrow a high interest
10:48
so that they can use it for their farm.
10:53
And then, what they will earn from the farm,
10:55
that's just a payment of their debt
10:57
to a very large interest.
10:58
So what they will get from our farmers is just a small amount.
11:01
That's why e-agro is always the most difficult sector
11:04
in our community.
11:06
So what we did was, we lowered the interest.
11:09
We removed the middleman
11:10
because usually, the middleman earns.
11:13
So the middle person.
11:14
So what we will do is,
11:16
they will directly sell their produce.
11:19
We will remove the middle person
11:22
so that they can earn directly.
11:25
That's the beauty of e-agro,
11:27
which was conceptualized by our former mayor,
11:30
Dr. Cesar Quiembao,
11:31
who was strengthened by our current mayor,
11:35
Mayor Nino Saquiembao.
11:37
Well, I see and I feel that this is very close to your heart
11:39
because you're also heading the BPRATA
11:42
in your area.
11:44
And also, you came from NAPC.
11:46
Yes, I've been working in NAPC for a long time.
11:49
Alright, well, we congratulate you, of course.
11:52
Thank you so much.
11:53
And the Bayambang Local Government Units
11:56
are building this poverty reduction plan
11:59
based on the actions that are included here
12:01
that you are continuing to do
12:03
and monitoring in your area.
12:04
Thank you very much.
12:06
Thank you very much.
12:07
Do you have a message for our viewers?
12:10
I hope that my message
12:12
to our local government units is,
12:15
I think, for me personally,
12:18
I really believe that
12:20
the key to development
12:22
lies with our local government units.
12:25
We are the soldiers at the bottom
12:28
and we really need to take the anti-poverty drive seriously.
12:32
I hope that our LPRA is not just mere compliance.
12:37
If we really take the anti-poverty drive seriously,
12:41
anti-poverty programs of our local government,
12:43
I really believe that we can end poverty
12:46
in our localities.
12:47
Okay, that's why, Atty. Raj,
12:49
please join me
12:51
and let's take action together
12:54
against poverty.
12:56
Atty. Raj, thank you very much.
12:57
Thank you very much.
