City Hall proposes high-rise schools to optimise limited land

Kuala Lumpur City Hall plans to introduce a new school concept featuring buildings between 10 and 17 storeys in the city centre to optimise limited land and accommodate the growing population, says Dr Zaliha Mustafa. 00:00In the context of urban development, the Kuala Lumpur 2040 Structure Plan or PSKL 2040

00:18and the Kuala Lumpur 2040 Structure Plan or DPTKL 2040 have identified 139 sites with an area of 3,036.81 acres

00:31with potential for redevelopment. These sites are areas with potential to become

00:38affordable housing when built in the future.

00:42To ensure that this affordable housing development target is achieved,

00:45the Kuala Lumpur 2040 Structure Plan has introduced the R4 zone,

00:51which is a special zone for affordable housing development, including public housing,

00:57with an area of 354.47 hectares.

01:01In addition, affordable housing is also planned in the mixed development zone

01:06with an area of 253.39 hectares.

01:23This potential area is for all categories of affordable housing,

01:27not limited to the JWP project only, i.e. Simadani Residency and WIP only.

01:33This project is not limited to government land only,

01:36but also takes into account the establishment of the private sector

01:40in line with the progress and commitment that has been given for the period up to 2040.

01:47Next, as a proactive and creative initiative to ensure that affordable housing

01:52can be accessed by those in need, the PTKL 2040 draft also includes 6 sites

01:58for subsidized or PAS housing on PASS land owned by Kuala Lumpur City Council.

02:07This program aims to provide special housing for the B40 group and some of the M40 group.

02:18The government is aware that the target of providing affordable housing is sufficient.

02:24In Kuala Lumpur, it will not be organized organically,

02:27because the nature of the construction industry is to prioritize profits.

02:30Therefore, affordable housing in Kuala Lumpur will be implemented in an organized and inclusive manner.

02:37In my answer to Mr. Razak, I would like to mention once again

02:44that 80,000 units of Simadani Residency and WIP are planned to be built

02:49for a period of 10 years, between 2018 and 2028.

02:54To date, 91% of the target has been achieved,

02:59with 72,864 units ready to be built through 101 projects

03:06in the 3rd district of Kuala Lumpur City Council and also in Labuan.

03:10This success is not just a coincidence,

03:13but is a result of the government's strategic plan

03:17that always adapts creative solutions to ensure that affordable housing can be built.

03:25The BKL has a plan that is clear in this matter.

03:31In addition to providing land to support this basic infrastructure development,

03:35the government uses a mechanism to charge development

03:38as well as a collection of money for the improvement service fund or ISF,

03:44which is quoted from the developers as a contribution to the development of public infrastructure,

03:49including the facilitation of education.

03:52This fund will be handed over to the relevant ministries,

03:55such as the Ministry of Education, School Funding,

03:59or for the failure of the developers to provide school facilitation.

04:04Developers who develop large-scale processes

04:07are also required to contribute to the basic infrastructure development

04:12through the mechanisms established by the BKL and the relevant ministries.

04:16With the increase in population,

04:18Kuala Lumpur needs a centrally located school,

04:22but the government is aware of the limited land space in Kuala Lumpur

04:29and the high cost will be a challenge for us.

04:35In addition, the BKL has proposed to discuss with the Ministry of Education

04:40and refine the concept of solid building in the construction of new schools in Kuala Lumpur.

04:46We can also learn from other countries.

04:50For example, this concept has been widely used in Australia,

04:54where schools were built conventionally

04:58including padang, several blocks of buildings and recreational areas.

05:02Now it is intensified into two blocks of schools,

05:06between 10 and 17 floors,

05:08without sacrificing important elements in learning,

05:14as well as sports and recreation,

05:16with designs that benefit every space,

05:21up to the space on the roof.
