00:00Concerned government agencies continue to pursue the filing of cases against those involved in nefarious activities.

00:07Proof of this is the successful charging of 30 police officers including 2 generals for allegedly planting evidence

00:14and mishandling a case involving 900 kilos of alleged shabu worth 6.7 billion pesos.

00:24The Department of Interior and Local Government or DILG, NAPOLCOM and the Department of Justice

00:31believe there is a grand conspiracy or large-scale conclusion within the ranks of the National Police

00:36to conceal a criminal enterprise operating involving illegal drugs within the institution.

00:42DILG Secretary Junvic Rimulya stated that no police officer involved in the administrative cases would be spared.

00:49The DOJ is confident the array of cases against the 30 police officers including 2 generals is strong.

00:56This includes allegations of planting of evidence and mishandling of a high-profile case

01:02relating to the seizure of over 900 kilograms of shabu worth 6.7 billion in Tondo, Manila in October 2022.

01:10Charges filed include violations of Republic Act 9165, a comprehensive dangerous drugs act

01:16against Lieutenant General Benjamin Santos Jr., Brigadier General Narciso Domingo, and 28 others.

01:22We believe that the evidence is strong enough to warrant a conviction

01:26because we have this new policy in the department now

01:30that we only make sure that the cases that are elevated in court

01:34are cases which will be able to stand the rigors of trial and end up in eventual conviction.

01:39The DOJ has also issued warrants of arrest against the involved police officers.

01:44What we have done now for the first time is to show conclusively

01:48that a criminal enterprise involving the selling, the arrest, the storage, the intent to distribute,

01:59and the intent to cover up all in one day.

02:04So it shows, that's why I said a grand conspiracy of a criminal enterprise.

02:09We may be initiating the criminal cases in due time

02:13and that would be initiated soon.

02:16We will reevaluate pending cases in order to have quality cases

02:23and evidence supported litigation against those responsible.

02:28The DOJ reported that officials failed to legally arrest a police officer

02:33allegedly involved in the illegal drug trade

02:36and another individual accused of narcotics trafficking.

02:40The complaints stemmed from a bybus operation against Wealth and Personal Development Lending Inc.

02:46in Tonda, Manila on October 8, 2022.

02:49This resulted in the arrest of Ney Atadero and Police Master Sergeant Rodolfo Mayo in Quiapo, Manila.

02:55Mayo, a member of the PNP Drug Enforcement Group and one of the chief respondents,

03:00was arrested during a stimulated hot pursuit operation at Quezon Bridge in Quiapo, Manila.

03:06According to the investigation, the arrest of Mayo and Atadero in a supposed bybus operation was staged.

03:12The police narrative contradicted CCTV footage presented by the CIDG and NAPOCOM.

03:18The PNP assures its respect for the DOJ's investigation outcome.

03:23PNP spokesperson and Region 3 Regional Director, Police Brigadier General Gene Fajardo reported

03:28that of the 30 charged police officers, two have been compulsorily retired, one has resigned,

03:35three have opted for early retirement to dismissed from the service, and 22 still in active service.

03:42PNP Chief Police General Rommel Francisco Marvila has ordered the placement of these officers under restrictive custody.

03:49As to the reward system, we have already answered beforehand that those are not the norms of the PNP

03:55to give rewards to kill or kill anyone.

04:02We have had incidents during legitimate police operations where people have died.

04:07Let us not forget that there are police officers who have lost their lives.

04:12The DILG is planning to backtrack or retrace its investigations beginning 2016

04:18to identify police officers who may have been involved in manipulating seized illegal drugs

04:23linked to the so-called reward system.
