00:00Every day, a government employee, Aileen, commutes to and from the office.

00:06For her, commuting while wearing a Filipino dress is not comfortable.

00:11When I commute while wearing a Filipino dress, it's hard for me.

00:14If I have to change, it's another inconvenience on my end.

00:21Another government employee, Timmy, has a positive opinion about this.

00:26I think this is a good initiative of the Civil Service Commission

00:29to wear traditional or cultural heritage attire of different countries of the Philippines.

00:38Like every first Monday, wear an ASEAN-inspired attire.

00:42I think it is a very good thing to showcase the culture of every ASEAN nation.

00:47Like every second or fourth Monday of the month, wear a traditional attire of the Filipinos.

00:53This is very important for us to showcase the unity of our government employees.

00:59Under Memorandum Circular No. 16, which was issued on November 29,

01:05the Civil Service Commission required the government to wear an ASEAN-inspired attire

01:10every first Monday of the month

01:12and an ASEAN-inspired attire every second to fourth Monday of the month.

01:17The purpose of this is to give dignity and representation to the government employees.

01:22According to CSC Assistant Commissioner Ariel Ronquillo,

01:25all government employees are subject to regulations in the National Government Agencies,

01:30Local Government Units, State Universities and Colleges,

01:33and Government-owned and Controlled Corporations.

01:36So practically, all of them, whether elective or appointee,

01:40are covered by this Memorandum Circular.

01:43The Constitution does not include contract of service and job orders

01:47for government employees,

01:49but it depends on whether it is included in their contracts

01:53that they need to follow the CSC Memorandum Circular.

01:56Some conditions are also included in the Memorandum Circular

01:59to exempt a government employee from implementing the Constitution.

02:04Uniformed personnel such as police, soldiers, firefighters, and jail officers are exempted.

02:09If your situation is not included in the enumerated exemptions,

02:13you need to request to the head of agency that you be exempted

02:17and then you justify why you are requesting for that exemption.

02:21The Clothing Allowance for the Implementation of this Constitution

02:24will come from the funds of the agencies.

02:26The revised dress code is in accordance with the Implementation of the Philippine Tropical Fabric Law.

02:31In the face of disciplinary action under the Civil Service Laws, Rules, and Regulations,

02:36anyone can apply for the Memorandum Circular.
