00:00Tens of thousands took to the streets of Valencia on Saturday, one month after floods devastated

00:07Citizens and survivors are angry about what they consider to be negligent or inept handling

01:07Mathón's administration did not issue flood alerts to people's cell phones, though flooding

01:14Mathón has admitted that he made errors, but has refused to resign, instead laying

01:20the blame on the national government's body responsible for measuring water flows, which

01:24he says failed to send sufficient warnings.

01:28Cities were overwhelmed with the scope of the damage and took days to scale up rescue

01:33and recovery efforts.

01:34Affected towns are still cleaning up layers of mud left by rushing waters.
