‘Russia will do everything to avoid nuclear war’

Sergei Lavrov, Russian Foreign Minister, says nuclear weapons would act as a deterrent to nuclear war.  He was speaking in Rio de Janeiro at the G20 summit after President Vladimir Putin lowered the threshold for Russian use of nuclear weapons in a new policy document.
