03:08Coalition negotiations have officially begun in Austria, following several rounds of exploratory

03:14talks.

03:15Seven weeks after the national elections, a preliminary decision on Austria's future government

03:20was made on Monday.

03:22The far-right Freedom Party won the national elections in September.

03:26However, Austria's federal president gave the mandate to form a government to the runner-up,

03:31Karl Nehammer of the Austrian People's Party, as no party was willing to work together with

03:36the FPO and its party head, Herbert Kickl.

04:07Nehammer's coalition with the Social Democrats and Liberals excludes the FPO.

04:13A three-party alliance, as is being proposed, would be a first in Austria.

04:22Clean-up efforts continue following severe flooding in Spain's Valencia region, with

04:27sewer blockages now the main concern for authorities.

04:32Workers have been attempting to free up the sewers for about a week, injecting water to

04:37soften the mud and absorb it through another pipe.

04:42So far, 60% of Paiporta's 75-kilometre sewage system has been cleared, but the sewers are

04:48still not being drained.

05:03There are also garages that are still full of mud, which can cause leaks in the drinking

05:13water network.

05:15However, Spain's public health says few infections have been detected, and those that have been

05:21are only minor.

05:25The mayor of Amsterdam has backtracked on her use of the word pogrom to describe the

05:30violence which erupted following the Ajax-Maccabee-Tel Aviv football match in the Dutch capital.

05:36Speaking to Dutch state media on Sunday, Femke Halsema expressed her dismay that the term

05:42had subsequently been manipulated to serve political agendas.

05:46I have to say that in the days that followed I saw how the word pogrom became very political

05:52and actually became propaganda.

05:55The Israeli government is talking about a Palestinian pogrom in the streets of Amsterdam.

06:01In the politics of The Hague, the word pogrom is mainly used to discriminate against Moroccan

06:09Amsterdammers, Muslims.

06:12That's not what I meant.

06:15It comes as Moroccan-born Dutch Finance Secretary Nora Aqaba announced her resignation following

06:21comments made by the government's hard-right leader, Geert Wilders.

06:26Last Wednesday, Wilders blamed Moroccans for attacks on the Israeli football fans, claiming

06:31that we saw Muslims hunting Jews and adding that it was fuelled by Moroccans who want

06:36to destroy Jews.

06:38He also said those convicted of involvement should be deported if they have dual nationality.

06:51The European Union won't suspend the political dialogue with Israel as no agreement has been

06:56reached during the Foreign Affairs Council held this Monday in Brussels.

07:02The proposal came from Josep Borrell, the European Union's foreign policy chief, who

07:07pointed out violations of human rights and international law in the Gaza Strip.

07:13As the suspension of political dialogue depends on unanimity among member states, Borrell's

07:18plan didn't pass.

07:20The Cypriot foreign minister told Euronews that it was neither the right time nor the

07:24right way to put the issue on the table.

07:50Given that the lack of majority seemed obvious, why did Borrell put the issue on the table?

08:11According to analysts, he was trying to leave his mark before a new European Commission

08:15takes office.

08:17I think that to an extent this is an initiative that comes out of months of political frustrations

08:27that not only the high representative but some member states have felt of where Europe

08:36has been literally unable to take a clear stand vis-a-vis of this conflict.

08:43So to a certain extent, Borrell, who is outgoing from his mandate, this will be his last foreign

08:53council ministry.

08:54So I think that this is like an attempt also from him to sort of leave a mark and leave

09:01a positive legacy.

09:03In the near future, much will depend on the new US administration, as some ministers

09:08acknowledge at the end of the meeting.

09:13Hungary's controversial child protection law, widely criticised as being anti-LGBT,

09:20is appearing before the EU's Court of Justice.

09:23The law proclaims zero tolerance for convicted paedophiles.

09:27However, it also heavily restricts depictions of homosexuality and gender reassignment in

09:33media content and educational material addressed to audiences under age 18.

09:39The legislation therefore came under fire for conflating paedophilia with homosexuality,

09:44as the text's stated purpose is to strengthen the protection of children against sex offenders.

09:51A political backlash was triggered with countries signing joint letters and prime ministers

09:56openly voicing their discontent with Hungarian counterpart Viktor Orban.

10:01The European Commission referred Hungary to the EU's Court of Justice, claiming that

10:06the Hungarian law violates fundamental rights enshrined within the bloc's law.

10:15It's the start of the second and final week here at COP29 in Baku, which promises to be

10:20the most crucial one, with a final agreement expected in the coming days.

10:24Climate ministers have stepped in to help advance negotiations.

10:28While campaign groups and climate activists have expressed frustration over the slow progress

10:33in the talks, on Monday the UN climate chief emphasised the importance of ensuring this

10:38COP delivers greater financial support for building climate resilience and adaptation.

10:43In their first press conference of the second week, the EU Commissioner for Climate reaffirmed

10:47that the EU will continue to lead and engage.

10:50He also stressed the critical need to raise additional funds to support those in need.

10:55It is the start of a long week of negotiations and these things, as we all know, are never easy.

11:02But we do have a job to do, so let's get it done.

11:05It is a combination of raising more money and more truly implies that more countries

11:12need to take the responsibility.

11:15The focus remains on Article 6.

11:20Which can bring additional financing capabilities based on market mechanisms.

11:25So I think a combination of many things that could help us to progress.
