The Ukrainian city of Odessa has been without power for two days following Russian strikes.
00:12
Seven weeks after the national elections, coalition negotiations have begun in Austria.
00:21
The European Union won't suspend the political dialogue with Israel, as no agreement has
00:25
been reached during the Foreign Affairs Council on Monday.
00:33
The southern Ukrainian city of Odessa has been without power for two days following
00:39
Russian attacks which damaged critical infrastructure.
00:43
Emergency power outages have been introduced across the region and some facilities have
00:47
been switched to generators.
01:00
Invincibility points have been set up across the city, where heat, water and electricity
01:05
is being provided.
01:29
Efforts to restore the region's power supply are ongoing.
01:36
Slovakian and Hungarian politicians strongly condemned the decision by U.S. President Joe
01:41
Biden to allow Ukraine to strike targets inside Russia with American-supplied longer-range
01:47
missiles.
01:48
Slovakia's populist Prime Minister Robert Fico said the decision was made with the clear
01:53
aim to completely thwart or delay peace talks.
01:57
Hungary's foreign minister also lashed out against the decision, saying the move could
02:15
serve to escalate the war and threaten the outbreak of a global conflict.
02:19
Slovakia's foreign minister also lashed out against the decision, saying the move could
02:26
serve to escalate the war and threaten the outbreak of a global conflict.
02:32
Hungary's foreign minister also lashed out against the decision, saying the move could
02:38
serve to escalate the war and threaten the outbreak of a global conflict.
02:43
The shift in policy added an uncertain new factor to Russia's full-on invasion of Ukraine.
02:56
With the Kremlin warning the decision adds fuel to the fire of the war and would escalate
03:01
international tensions even further.
03:08
Coalition negotiations have officially begun in Austria, following several rounds of exploratory
03:14
talks.
03:15
Seven weeks after the national elections, a preliminary decision on Austria's future government
03:20
was made on Monday.
03:22
The far-right Freedom Party won the national elections in September.
03:26
However, Austria's federal president gave the mandate to form a government to the runner-up,
03:31
Karl Nehammer of the Austrian People's Party, as no party was willing to work together with
03:36
the FPO and its party head, Herbert Kickl.
04:07
Nehammer's coalition with the Social Democrats and Liberals excludes the FPO.
04:13
A three-party alliance, as is being proposed, would be a first in Austria.
04:22
Clean-up efforts continue following severe flooding in Spain's Valencia region, with
04:27
sewer blockages now the main concern for authorities.
04:32
Workers have been attempting to free up the sewers for about a week, injecting water to
04:37
soften the mud and absorb it through another pipe.
04:42
So far, 60% of Paiporta's 75-kilometre sewage system has been cleared, but the sewers are
04:48
still not being drained.
05:03
There are also garages that are still full of mud, which can cause leaks in the drinking
05:13
water network.
05:15
However, Spain's public health says few infections have been detected, and those that have been
05:21
are only minor.
05:25
The mayor of Amsterdam has backtracked on her use of the word pogrom to describe the
05:30
violence which erupted following the Ajax-Maccabee-Tel Aviv football match in the Dutch capital.
05:36
Speaking to Dutch state media on Sunday, Femke Halsema expressed her dismay that the term
05:42
had subsequently been manipulated to serve political agendas.
05:46
I have to say that in the days that followed I saw how the word pogrom became very political
05:52
and actually became propaganda.
05:55
The Israeli government is talking about a Palestinian pogrom in the streets of Amsterdam.
06:01
In the politics of The Hague, the word pogrom is mainly used to discriminate against Moroccan
06:09
Amsterdammers, Muslims.
06:12
That's not what I meant.
06:15
It comes as Moroccan-born Dutch Finance Secretary Nora Aqaba announced her resignation following
06:21
comments made by the government's hard-right leader, Geert Wilders.
06:26
Last Wednesday, Wilders blamed Moroccans for attacks on the Israeli football fans, claiming
06:31
that we saw Muslims hunting Jews and adding that it was fuelled by Moroccans who want
06:36
to destroy Jews.
06:38
He also said those convicted of involvement should be deported if they have dual nationality.
06:51
The European Union won't suspend the political dialogue with Israel as no agreement has been
06:56
reached during the Foreign Affairs Council held this Monday in Brussels.
07:02
The proposal came from Josep Borrell, the European Union's foreign policy chief, who
07:07
pointed out violations of human rights and international law in the Gaza Strip.
07:13
As the suspension of political dialogue depends on unanimity among member states, Borrell's
07:18
plan didn't pass.
07:20
The Cypriot foreign minister told Euronews that it was neither the right time nor the
07:24
right way to put the issue on the table.
07:50
Given that the lack of majority seemed obvious, why did Borrell put the issue on the table?
08:11
According to analysts, he was trying to leave his mark before a new European Commission
08:15
takes office.
08:17
I think that to an extent this is an initiative that comes out of months of political frustrations
08:27
that not only the high representative but some member states have felt of where Europe
08:36
has been literally unable to take a clear stand vis-a-vis of this conflict.
08:43
So to a certain extent, Borrell, who is outgoing from his mandate, this will be his last foreign
08:53
council ministry.
08:54
So I think that this is like an attempt also from him to sort of leave a mark and leave
09:01
a positive legacy.
09:03
In the near future, much will depend on the new US administration, as some ministers
09:08
acknowledge at the end of the meeting.
09:13
Hungary's controversial child protection law, widely criticised as being anti-LGBT,
09:20
is appearing before the EU's Court of Justice.
09:23
The law proclaims zero tolerance for convicted paedophiles.
09:27
However, it also heavily restricts depictions of homosexuality and gender reassignment in
09:33
media content and educational material addressed to audiences under age 18.
09:39
The legislation therefore came under fire for conflating paedophilia with homosexuality,
09:44
as the text's stated purpose is to strengthen the protection of children against sex offenders.
09:51
A political backlash was triggered with countries signing joint letters and prime ministers
09:56
openly voicing their discontent with Hungarian counterpart Viktor Orban.
10:01
The European Commission referred Hungary to the EU's Court of Justice, claiming that
10:06
the Hungarian law violates fundamental rights enshrined within the bloc's law.
10:15
It's the start of the second and final week here at COP29 in Baku, which promises to be
10:20
the most crucial one, with a final agreement expected in the coming days.
10:24
Climate ministers have stepped in to help advance negotiations.
10:28
While campaign groups and climate activists have expressed frustration over the slow progress
10:33
in the talks, on Monday the UN climate chief emphasised the importance of ensuring this
10:38
COP delivers greater financial support for building climate resilience and adaptation.
10:43
In their first press conference of the second week, the EU Commissioner for Climate reaffirmed
10:47
that the EU will continue to lead and engage.
10:50
He also stressed the critical need to raise additional funds to support those in need.
10:55
It is the start of a long week of negotiations and these things, as we all know, are never easy.
11:02
But we do have a job to do, so let's get it done.
11:05
It is a combination of raising more money and more truly implies that more countries
11:12
need to take the responsibility.
11:15
The focus remains on Article 6.
11:20
Which can bring additional financing capabilities based on market mechanisms.
11:25
So I think a combination of many things that could help us to progress.
11:31
Uxtra took this opportunity to call on the COP presidency to bring all parties together
11:36
and deliver concrete results in the talks over the course of this week.
11:40
Giorgia Orlandi, COP29, in Baku.
