01:45German Chancellor Olaf Scholz announced further arms deliveries to Israel during a debate in

02:05the country's parliament.

02:08In his speech he made it clear that Germany previously delivered arms and will continue

02:13to do so. However, Scholz left open the extent to which weapons are to be delivered, with

02:19some German parties accusing the governing coalition of lacking support for Israel.

02:26After the US, Germany is one of the most important arms suppliers to Israel.

02:34The outbreak of war in the Middle East has raised serious concerns in Europe.

02:40On Friday, leaders from the nine Mediterranean countries which form the MEDNINE alliance

02:44are due to meet in Cyprus, where they will discuss the risks posed by the escalating

02:49conflict between Lebanon, Israel and Gaza, and explore ways to address the deepening

02:54humanitarian crisis.

03:10Another major concern for Cyprus is the prospect

03:29of another wave of migration from the Middle East.

03:33The island has already been strained by a large influx of refugees, particularly Syrians

03:39arriving via Lebanon.

03:41And now Cypriot President Nikos Christodoulidis is warning that Cyprus has reached its limit.

04:09Last spring, Cyprus received a large number of refugees and migrants from Lebanon. Nikos

04:14Christodoulidis and Ursula von der Leyen arrived in Virito, which also received a package

04:19of aid worth 1.2 million euros.

04:22However, the extent of the war changes the facts.

05:57The European Union has given the green light to a loan of 35 billion euros to Ukraine.

06:02It will be gradually repaid through interest from frozen Russian assets.

06:07These Russian foreign reserves amount to approximately 270 billion euros, of which 210 billion are

06:13in the EU.

06:15The exceptional profits generated are estimated to yield between 2.5 and 3 billion euros per

06:20year.

06:21An initial agreement reached in June provided for the G7 to collectively provide 45 billion

06:26to PEACE by the end of the year.

06:29In the end, the EU had to put more money on the table because Washington conditioned

06:33its participation on an extension of the EU sanctions against Moscow.

07:00These sanctions are voted on every six months unanimously, but the EU now would like to

07:05renew them only every three years for more stability.

07:09The US is concerned that a member state blocking these sanctions would sabotage the plan.

07:14Hungary has already declared that it will hold back any decision on changes in the sanctions

07:19regime until after the US presidential elections.

07:29We are moving towards the second half of the year after the elections, but there is

07:33no guarantee that that might move forward.

07:35There's a lot of hesitancy.

07:36In particular, if Donald Trump were to win the election, what might his plans be for

07:42both aid as well as for moving towards a ceasefire?

07:46Kiev will be free to decide how these funds are used.

07:50The ball is now in the court of the European Parliament, which must give its consent to

07:55the 35 billion euro loan.

10:14Hurricane Milton has made landfall along Florida's Gulf Coast as a Category 3 storm,

10:20bringing life-threatening storm surges, flooding, rainfall and extreme winds.

10:28Gusts travelling as fast as 100 miles per hour have been reported in the Tampa Bay area,

10:34and flash flood warnings have been issued for nearly two million people in Tampa,

10:38St Petersburg and Clearwater.

10:41More than a million people have currently lost power,

10:45and outages are expected to increase as Milton moves across the state.

10:51Shelters have been set up across the state for those who have had to evacuate their homes,

10:56and Florida's Governor Ron DeSantis has warned people to stay inside.
