Rice is the main food of the Filipinos.
00:02
Despite this, our country continues to face challenges in the production and distribution of rice.
00:09
Today, we have with us the Agriculture Advocate and Representative, Congressman Wilbert Lee
00:15
to discuss if rice hoarding and the state of agriculture in the country is affected.
00:21
Good morning and welcome again to Rise and Shine Pilipinas, Cong.
00:25
Good morning, good morning.
00:27
Good morning, I am Audrey. Good morning to our fellow Filipinos.
00:32
Good morning to all of you.
00:34
Okay, Cong. Wilbert, what can you tell us about the current state of our agriculture?
00:43
Well, first of all, we would like to thank our government, the PBBN,
00:49
because until now, if you look at the last administration,
00:55
this administration is the only one that gave priority to our direction in agriculture.
01:01
So you can see that we are not in the right direction.
01:04
But we need concrete action. There are many challenges and many things to do.
01:11
The most important thing is that we should start increasing local production
01:17
so that our demand for our food will decrease,
01:22
especially our primary food source.
01:25
This is what we should do.
01:27
We should strengthen our local production by supporting,
01:32
helping, and taking care of our local food producers,
01:36
the so-called food security soldiers.
01:40
Well, Cong. Wilbert, our government has emphasized the fight against rice hoarding.
01:46
Can you explain how this rice hoarding has affected the price of rice?
01:54
Well, of course, as you can see, if this is hidden,
01:59
there will be a crunch in the supply.
02:02
There will be a shortage in our supply.
02:05
So, as you can see, even though we have been allowed to import rice,
02:12
but this has been in the bin for a long time.
02:15
If this happens, of course, it will result in a shortage of supply in the market.
02:20
So rice hoarding is not allowed.
02:23
We are thankful to our President because, as we thought,
02:28
we are the principal author of the Anti-Agricultural Economic Sabotage Act.
02:34
This was signed last week.
02:38
This was signed last week.
02:40
This was signed last week.
02:44
Rice hoarding, price manipulators, hoarders, cartels,
02:50
and those who are involved in the government are included in the law.
02:56
Cong. Wilbert, what is your opinion on the repeatedly imported rice to the government?
03:04
Well actually, that's what I mentioned earlier.
03:08
That status, all of that has been removed.
03:12
Last time, it was reported that it is due to support congestion.
03:17
Others said, our PTA said that it is due to the fact that the consignee did not receive it immediately.
03:29
This is what you mentioned earlier,
03:31
that they might hide it for a long time and export it because it is cheaper if they put it in a warehouse.
03:40
So first of all, if we have a type, as we thought,
03:44
regarding these, what we want to happen is that the government agencies,
03:49
like the DOC, should process these 24x7,
03:56
especially if the items are rice.
04:00
This should be done 24x7.
04:02
It cannot be delayed.
04:04
There is no entry.
04:06
There is no entry on Saturday and Sunday.
04:08
We need to do this so we can avoid these kinds of incidents.
04:15
Second, they are saying that the consignee did not receive it.
04:19
Maybe we should monitor this.
04:23
Especially now, we have a law regarding these.
04:27
We should look at this and closely monitor it.
04:31
The effect of this is that there will be a shortage of supplies for the consignee.
04:37
If this is put in the port, it will be a waste of the Executive Order No. 62 of our President if this happens.
04:45
If this happens, but it will not be exported,
04:47
even if you say that if this is put in the port, there will be additional expenses, additional costs,
04:55
the cost of gas will be high.
04:59
Congressman, as the last one, you are the advocate of our agriculture.
05:04
What should our government do or the whole of nation approach
05:10
so we can strengthen and develop our agriculture?
05:13
First of all, the real answer is what we want to happen,
05:20
especially the increase of food inflation and the shortage of supplies.
05:25
The first thing we should do is to strengthen local production.
05:31
For us, the food security issue is a national security issue.
05:36
If you consider this as a national security issue,
05:42
automatically, this is an expense item.
05:45
This means that the funds should be used annually.
05:49
This means that we can use billions of funds for a project that will not die if it is not done.
05:59
Why don't we prioritize and give a big fund to our agriculture?
06:05
That is the first thing.
06:06
Second, the care and support to our local food producers,
06:12
who I call food security soldiers.
06:15
They will ensure that no matter what happens in other countries,
06:19
even if there is a war or calamity,
06:22
if they don't want to sell to us, we have food in our country.
06:27
That is the most important.
06:29
Our food security soldiers, we should take care of them.
06:33
We should provide assistance.
06:34
Farm imports should arrive on time.
06:37
We should take care of their health.
06:41
This is what we are trying to do.
06:44
Not only for them, but for everyone.
06:47
We want to fix the fear of diseases and diseases for every Filipino.
06:53
For me, I repeat, this is the first thing we should do.
06:59
Thank you very much for your time and information that you shared with us this morning.
07:03
We have with us Congressman Wilbert Lee.
