00:04that showed their strength and resilience in the face of trials and tribulations

00:09is what we will discuss this morning.

00:12And to explain to us about the Philippine Resilience Awards,

00:16we will have the Executive Director of the National Resilience Council,

00:20Mr. Silvestre Barameda Jr.

00:23Good morning and welcome to Rise and Shine Philippines.

00:27especially to the followers of Rise and Shine Philippines.

00:31Good morning, sir.

00:32First of all, sir, please tell us about this award.

00:38The Philippine Resilience Award is an award

00:42that gives pride to our fellow Filipinos

00:46who contributed to the strength and fortification of our local communities.

00:54These are individuals from the families of women and children

00:59that we will give recognition as a model of leadership and governance

01:05and evidence-informed risk governance.

01:08They are examples and serve as an inspiration to our fellow Filipinos

01:14so that we can further address the dangers

01:19of climate change.

01:21This year, we are recognizing two categories, women and children.

01:27And we have a theme now, women and children, a strong country.

01:32This Philippine Resilience Award is a new initiative

01:38where the public and the private sector are united

01:42to complete this award and recognize our fellow Filipinos

01:46who came from the communities and contributed

01:50to the so-called resilience building.

01:54The factor of helping each other is really big

01:57to face the upcoming diseases, especially in the community-based.

02:02How can this recognition you will give help

02:07to inspire our fellow Filipinos to come together

02:11whenever a disease will come?

02:13Through the examples that our fellow Filipinos

02:18who will become what we call resilience champions,

02:22I think the inspiration to show that you can do this

02:28even if you are a small member of a small community,

02:32whether you are a woman or a child,

02:35you have the ability to contribute

02:39to a positive transformation and change

02:43within our communities.

02:46Audrey, I believe that we Filipinos are resilient

02:50when it comes to any kind of disease.

02:52But sir, what are the criteria for choosing

02:55to be included in this award?

02:58First of all, in our criteria,

03:02we are looking at leadership in governance

03:05or the ability to lead, organize,

03:08and present a solution to our fellow Filipinos.

03:12Second, we are using a science and technology-based approach

03:18and we are pursuing an evidence-based decision-making

03:24and policy-making through our programs

03:28because resilience building is not based on mere guesses.

03:34Everything that our champions do is based on evidence.

03:39Third, we are looking at the results as well as the impact.

03:43In other words, what are the contributions

03:45that influenced them to strengthen their neighbors

03:51and our fellow Filipinos.

03:54Sir, in our country, let's be archipelagic,

03:57there are places that are often hit by disasters.

04:00Are there models from the resilient local communities

04:07that can be used in those places?

04:12That's true.

04:14We are in the Pacific Ring of Fire.

04:18More than 20 typhoons hit or enter the Philippine Area of Responsibility every year.

04:25So, if we look at it,

04:27given that these natural hazards

04:31are already there,

04:35the important thing that we are looking at here

04:38is how our resilience champions strengthen their abilities

04:44to be able to support, prepare,

04:47and ensure that they do not become victims.

04:50In other words, even before they were hit,

04:53they already ensure that the foundation is strong,

04:56especially with their homes,

05:00as well as their livelihood.

05:02So, what we are saying here is that

05:04what usually happens is that they escape.

05:07They are alive, but they lost their livelihood.

05:10Our resilience champions,

05:12we look at them as an example of those who ensure

05:16that they do not have to become a victim

05:19in order to become a resilience champion.

05:22To lessen the damage

05:25that can happen to a village.

05:28But sir, just after the El Nino phenomenon,

05:31are there any people that you know

05:34that had a good response about this?

05:37We will look at those who will submit their nomination.

05:43Because in fact, this search award is through the nomination

05:47of different segments of our society.

05:50So, it could be from the government,

05:53it could be from the private sector,

05:55civil society organization,

05:57or even from the communities or small communities.

06:00So, this is open to everyone.

06:02And you can nominate your acquaintances

06:05or we saw that there were people who showed

06:09or really took action to address the issue of climate change.
