A prestigious award that gives pride to individuals and communities
00:04
that showed their strength and resilience in the face of trials and tribulations
00:09
is what we will discuss this morning.
00:12
And to explain to us about the Philippine Resilience Awards,
00:16
we will have the Executive Director of the National Resilience Council,
00:20
Mr. Silvestre Barameda Jr.
00:23
Good morning and welcome to Rise and Shine Philippines.
00:25
Good morning to you too,
00:27
especially to the followers of Rise and Shine Philippines.
00:31
Good morning, sir.
00:32
First of all, sir, please tell us about this award.
00:38
The Philippine Resilience Award is an award
00:42
that gives pride to our fellow Filipinos
00:46
who contributed to the strength and fortification of our local communities.
00:54
These are individuals from the families of women and children
00:59
that we will give recognition as a model of leadership and governance
01:05
and evidence-informed risk governance.
01:08
They are examples and serve as an inspiration to our fellow Filipinos
01:14
so that we can further address the dangers
01:19
of climate change.
01:21
This year, we are recognizing two categories, women and children.
01:27
And we have a theme now, women and children, a strong country.
01:32
This Philippine Resilience Award is a new initiative
01:38
where the public and the private sector are united
01:42
to complete this award and recognize our fellow Filipinos
01:46
who came from the communities and contributed
01:50
to the so-called resilience building.
01:54
The factor of helping each other is really big
01:57
to face the upcoming diseases, especially in the community-based.
02:02
How can this recognition you will give help
02:07
to inspire our fellow Filipinos to come together
02:11
whenever a disease will come?
02:13
Through the examples that our fellow Filipinos
02:18
who will become what we call resilience champions,
02:22
I think the inspiration to show that you can do this
02:28
even if you are a small member of a small community,
02:32
whether you are a woman or a child,
02:35
you have the ability to contribute
02:39
to a positive transformation and change
02:43
within our communities.
02:46
Audrey, I believe that we Filipinos are resilient
02:50
when it comes to any kind of disease.
02:52
But sir, what are the criteria for choosing
02:55
to be included in this award?
02:58
First of all, in our criteria,
03:02
we are looking at leadership in governance
03:05
or the ability to lead, organize,
03:08
and present a solution to our fellow Filipinos.
03:12
Second, we are using a science and technology-based approach
03:18
and we are pursuing an evidence-based decision-making
03:24
and policy-making through our programs
03:28
because resilience building is not based on mere guesses.
03:34
Everything that our champions do is based on evidence.
03:39
Third, we are looking at the results as well as the impact.
03:43
In other words, what are the contributions
03:45
that influenced them to strengthen their neighbors
03:51
and our fellow Filipinos.
03:54
Sir, in our country, let's be archipelagic,
03:57
there are places that are often hit by disasters.
04:00
Are there models from the resilient local communities
04:07
that can be used in those places?
04:12
That's true.
04:14
We are in the Pacific Ring of Fire.
04:18
More than 20 typhoons hit or enter the Philippine Area of Responsibility every year.
04:25
So, if we look at it,
04:27
given that these natural hazards
04:31
are already there,
04:35
the important thing that we are looking at here
04:38
is how our resilience champions strengthen their abilities
04:44
to be able to support, prepare,
04:47
and ensure that they do not become victims.
04:50
In other words, even before they were hit,
04:53
they already ensure that the foundation is strong,
04:56
especially with their homes,
05:00
as well as their livelihood.
05:02
So, what we are saying here is that
05:04
what usually happens is that they escape.
05:07
They are alive, but they lost their livelihood.
05:10
Our resilience champions,
05:12
we look at them as an example of those who ensure
05:16
that they do not have to become a victim
05:19
in order to become a resilience champion.
05:22
To lessen the damage
05:25
that can happen to a village.
05:28
But sir, just after the El Nino phenomenon,
05:31
are there any people that you know
05:34
that had a good response about this?
05:37
We will look at those who will submit their nomination.
05:43
Because in fact, this search award is through the nomination
05:47
of different segments of our society.
05:50
So, it could be from the government,
05:53
it could be from the private sector,
05:55
civil society organization,
05:57
or even from the communities or small communities.
06:00
So, this is open to everyone.
06:02
And you can nominate your acquaintances
06:05
or we saw that there were people who showed
06:09
or really took action to address the issue of climate change.
06:13
So, how can we answer?
06:15
Is there a website or email?
06:17
This is on the website of our partners.
06:21
In fact, this award is led by
06:24
the office of Senator Loren Legarda.
06:26
We are also with the Climate Change Commission.
06:29
Philippine Commission on Women.
06:31
There is also the Arise Philippines
06:33
or the alliance of the private sector
06:36
that supports the pandemic.
06:38
There is also the WinDRR,
06:40
which is the Global Initiative of Women Champions.
06:44
The details of our award, the criteria, etc.,
06:49
and how to apply and nominate
06:51
are on the website and social media page
06:54
of our partners here.
06:56
So, what will be the system here, sir?
06:58
How will we give our recognition?
07:00
We started this every year.
07:02
We started with the Women's Association.
07:04
This year, we did it again.
07:06
And hopefully, we will really institutionalize it
07:09
and we will continue to do this every year
07:11
and we will get to know the different contributions
07:14
made by our countrymen about this.
07:17
Alright, thank you very much for sharing with us
07:20
the information and details about the
07:22
Philippine Resilience Award.
07:24
Mr. Silvestre Barameda Jr.,
07:26
Executive Director of the National Resilience Council.
07:29
Once again, thank you very much, sir.
07:31
Thank you very much to all of you.
07:32
And good morning.
