00:00President Ferdinand R. Marcos Jr. strengthened his support for the Bangsamoro Autonomous Region

00:06through the IGRB report that will surely bring peace to the region.

00:12This is what Alan Francisco has to say.

00:16I reaffirm once again the national government's unwavering commitment to helping and assisting

00:23the Bangsamoro government in all its endeavors

00:27as we continue with this important process not only for Muslim in Danau,

00:34not only for the Southern Philippines, but for the entire Republic.

00:38That is what President Ferdinand R. Marcos Jr. will give

00:42in the ceremonial turnover of the third progress report

00:45of the National Government Bangsamoro Government Intergovernmental Relations Body or IGRB

00:50in Malacanang earlier.

00:52So together, let us continue to build a future where peace, progress, and unity prevail.

00:58May our collective efforts to bring about positive change for the BARMM

01:02and our nation be realized sooner rather than later.

01:07In the IGRB report, the D.E.A. provides achievements

01:10towards a meaningful autonomy for the Bangsamoro Autonomous Region in Muslim in Danau or BARMM.

01:16Because of this, President Marcos said,

01:19the National Government and the Bangsamoro Government

01:22will be more confident in fulfilling the aspirations of the region and its citizens.

01:28President Marcos also pointed out the developments in BARMM

01:31such as the qualification and commissioning of former members of the MILF and MNLF

01:37to the Philippine National Police and others.

01:39Through these mechanisms, we have witnessed significant achievements.

01:43First, the qualification and commissioning of former MILF and MNLF members

01:49into the Philippine National Police.

01:52Second, the inclusion of the proclamations granting amnesties

01:58to former members of the MILF and the MNLF,

02:02which was issued last November 2023

02:05and concurred with by the House of Representatives and the Senate.

02:10Third, is a successful turnover of various properties and assets of the National Government

02:16within the BARMM to the Bangsamoro Government.

02:20And lastly, the signing in July last year of the Intergovernmental Energy Board Circular

02:26on the Joint Award on Petroleum Service Contracts and Coal Operating Contracts in BARMM.

02:32The first two IGRB progress reports were presented in the last administration.

02:38I am confident that we are on the right path to building a more peaceful, stable, and prosperous Bangsamoro region

02:46as we find responsive solutions to the remaining issues and concerns that still need to be addressed.

02:52Meanwhile, President Marcos urged the Department of Budget and Management

02:56to implement the Intergovernmental Mechanisms

02:59that will complete the autonomy of BARMM, especially in the upcoming BARMM elections next year.

03:05With the forthcoming elections,

03:07I urge the Department of Budget and Management Secretary and Co-Chair of the IGRB

03:12to expedite the finalization of the IGRB Manual of Operations and Resolution of Identified Issues.

03:20The manual will clarify the roles, the functions that facilitate a proactive monitoring of issues

03:27and establish a system of continuity amongst those mechanisms.

03:32For House Speaker Martin Romualdez,

03:35welcome for him to submit the so-called progress report.

03:38This is an important step in using the long-term peace and progress in Mindanao.

03:44This will also help in addressing the concerns for the effective implementation of the projects in BARMM.

03:50Meanwhile, Speaker Romualdez is hoping for a peaceful and orderly election in May 2025

03:58to elect the members of the 86th Parliament of BARMM.

04:02This is the first regular election in the Parliament of the Autonomous Region.
