00:00The Department of Agriculture has recognized the sale of more than Php 40 per kilo of NFA rice

00:08at a time when the National Food Authority has the power to sell rice.

00:20The Department of Agriculture has also recognized President Ferdinand R. Marcos Jr.

01:07the NFA has already prohibited the sale of cheap rice in markets.

01:12But unlike before, the price of NFA rice was reduced to Php 27.

01:18The Department of Agriculture was able to sell rice for less than Php 40

01:24depending on the price of rice in the market

01:27and according to the new guidelines of the NFA regarding the export of rice.

01:33If the stock of NFA is 3 months to below 6 months,

01:38the price will be 20% lower than the prevailing market price monitored by the PSA.

01:47For example, if the price monitored is Php 50, it will be minus 20%,

01:52so that's minus Php 10.

01:54So their selling price is Php 40.

01:56So if it's more than 6 months, it can be 30% lower.

02:02This is a win-win solution.

02:03Our government thinks that the NFA will not lose money

02:08and at the same time, the price of rice will be cheaper.

02:11It's time for the NFA to be implemented in the face of the upcoming pandemic.

02:17But first, Senator Cynthia Villar insisted that the NFA should sell rice again in the market.

02:25She left because of the anomaly in the transaction.

02:30Villar is the principal author of the Rice Tarification Law.

02:34It was removed because before, the NFA imports rice exclusively.

02:41The government noticed that rice is not cheap despite the fact that there is no tariff.

02:48Villar expanded the provision in the law that extends the Rice Competitiveness Enhancement Fund

02:55or providing assistance to farmers from the rice collected from the imported rice in the RTL visa.

03:04The Federation of Free Farmers of the Philippines supported President Marcos Jr.

03:11to change some provisions of the RTL.

03:14But he should focus on providing benefits to the NFA

03:19to avoid the loss in the supply and price of rice.

03:23As of now, the NFA is powerless and to some extent even the government

03:29to prevent profiteering, hoarding and monitoring of rice stocks.

03:53Because of the need to change a lot of things for the sake of rice,

03:57RTL was just trashed, which caused an all-time high in the price of rice.

04:07the real losses and the increasing price of rice.

04:13We are still calling for the trashing of the RA-11203.

04:21in terms of its effect on farmers and consumers.

04:32former Agriculture Secretary Manny Piñol thanked President Ferdinand R. Marcos Jr.

04:38for pushing RTL to pass the RTL.

04:41RTL was the first to not pass the consultation with the farmers.

04:53to control the price and supply of rice.

05:48it can also lead to a drop in the price of rice.

05:51So the target is that there will be enough rice

05:54and that there will still be imports,

05:59so that the price of our local farmers will not be affected.
