00:35 What is happening in the neighborhood of India is something that not just Dubai, but the

00:40 rest of the world also had not seen.

00:42 Yes, it is flooding in Dubai.

00:45 And like how unprecedented scenes, people are running helter skelter, water on the runways

00:51 for the aircraft to land.

00:53 The whole city, seven emirates in total have been found under deluge.

01:00 The kind of response that is also required is proving to be inefficient and incomplete

01:08 as far as this new havoc is concerned.

01:13 Joining us on the broadcast is Dr. Gopran Beg from Safar and a meteorologist himself.

01:20 Dr. Beg, thank you so much for speaking to One India.

01:25 First things first, how did this whole thing happen in Dubai and how do you interpret it?

01:31 In fact, it is very unprecedented.

01:34 Normally in the Gulf, specifically when you see in Dubai, on an average there is only

01:39 112 mm per year rainfall, which is very less, you know, as compared to what you see in thousands

01:46 of mm in India and other places.

01:49 Now, this is the time, summer, where there is a, from the northwesterly winds comes and

01:56 then they provide a lot of storms and a lot of dust storms that keep coming on that.

02:02 What has happened recently, it is a very unprecedented.

02:06 Now, there are a number of explanations, scientists are working on that particular thing, but

02:14 there are a number of explanations which can be given one thing before getting into the

02:18 next question.

02:20 I can say that a lot of finger is going for the tinkling of the nature which we are doing,

02:26 which is linked to the climate change.

02:28 Right.

02:29 Absolutely.

02:30 This is something that not just the Middle East, but also the rest of the world is also

02:36 going through, questions are being raised, lots of platforms also there talking about

02:40 saving the mother nature.

02:43 Now, speaking once again specifically about the UAE, do you believe that the worst is

02:48 over?

02:49 Are we past that phase where almost the sky came down?

02:54 Or could we expect more rainfall as of now?

02:59 Do you believe that this weather pattern could impact the whole of the Middle Eastern region

03:04 also?

03:05 Well, in fact, this is, I would call it the beginning of the unusual catastrophic events

03:11 which are unfolding now.

03:14 This has happened in all the possibilities when you talk in a long term, the frequency

03:21 of kind of a unusual event, whether it remains a huge dust storm, or it remains a huge kind

03:28 of extreme rainfall, or it is a speed waves or pollution, dust coming from there, the

03:34 frequency in all likelihood are going to increase when you talk in terms of a long term, means

03:39 we are talking about a decade or so in the time to come.

03:42 But if you are asking for this season, I think it is once in a very rare kind of a thing

03:52 which has happened.

03:53 Probably a blue moon, but then time will say that all this blue will turn into the red

04:01 moon.

04:02 Absolutely.

04:03 Yes, our sympathies and our prayers are there with the people of Dubai and the scenes that

04:09 we are seeing on screen also and also, you know, splattered all across the media is something

04:16 that is unprecedented.

04:17 As I said in the beginning, also, Dr. Saab, you know, there has been a speculation about

04:23 artificial rains, basically adding to the crisis in the UAE.

04:28 And considering the recent events occurring, do you believe artificial rains have significantly

04:36 influenced Dubai's weather patterns?

04:38 See, Dubai and the Gulf countries mainly, they have started this cloud seeding and artificial

04:47 rain kind of a research.

04:50 In fact, that is one of those frontal research they started in meteorology with the help

04:54 of American National Center for Atmospheric Research.

04:59 And then, you know, South African University, they got into the collaboration and this thing.

05:04 And it's very frequent.

05:06 They have advanced quite a high level in that with the help of Western countries.

05:14 And they were paying some dividend to them also.

05:17 But you know, the larger point is that nature has put some kind of rules, its own rules,

05:27 which is what is called climatology.

05:30 So there is a climatology for each season, which we talk about, climatology means we

05:35 are talking about a decadal kind of a pattern, geography and all those.

05:40 Now, when you are doing this cloud seedings, and that well, if you do cloud seeding occasionally,

05:48 for example, in India, people are thinking that when there is a very high pollution in

05:52 Delhi, the clouds are there, you can do but then a lot of debate is going on.

05:56 But if you keep on doing frequently such kind of a thing, obviously, you are trying to tinkling

06:03 with the nature.

06:04 And when you would like to do this kind of thing, nature will have its own pushback mechanisms.

06:13 Right.

06:14 Right.

06:15 Absolutely.

06:16 Absolutely, sir.

06:17 And as I speak to you, I mean, I see pictures also, you being facilitated, felicitated by

06:24 Prime Minister Manmohan Singh, former Prime Minister there, and several other dignitaries.

06:29 Your word counts here a lot, sir.

06:33 On the larger scale, one final question that I want to know from you is that events like

06:38 these, which are not heard or not seen in the past, I mean, this is not just happening

06:44 in Middle East.

06:45 If I talk to you about, say, African continent, also, things are changing.

06:49 We have seen what kind of floods and rains have happened in the US, the kind of weather

06:54 changes, extreme heat in cities like London in Europe, where people are not accustomed

07:00 to it.

07:01 Extreme cold also in parts of America, which used to never see subzero temperature, have

07:07 now started seeing that as well.

07:09 So and India too is not different.

07:11 I mean, living in metropolitan cities like Delhi, Mumbai, Kolkata, Chennai, for that

07:16 matter, Bengaluru, suddenly there's a lot of rain, weather pattern changing, a lot of

07:20 heat there in Bengaluru also as of now, which was considered to be a better place as far

07:24 as the weather pattern was concerned.

07:26 What is the bigger picture, sir?

07:28 Do we need to be more serious?

07:30 Because we have seen concerted efforts coming in from India's side.

07:33 Solar energy is coming into picture.

07:36 India pitching the values of green energy solutions also.

07:41 Do you think that all the world needs to come together on this?

07:45 See, the major problem in all of them, well, I do not see only in fact our country is still

07:52 promoting, you know, the solar energy, non-conventional sources of energy, but looking at a broader

07:57 picture globally, instead of targeting the real issue, real crux of the problem to solve

08:04 that, we are getting into the shortcuts.

08:08 And that is where the problems are, you are tinkling with the nature.

08:11 So that is a terminology which has been tossed some couple of years back called geoengineering.

08:18 This geoengineering is something where you try to take a shortcut and try to temporarily

08:26 get a relief out of that.

08:28 And cloud seeding is one of them.

08:31 In fact, instead of that, you know that all these things are happening due to the climate

08:38 change.

08:39 What is the cost behind the climate change?

08:41 What is the major reason that greenhouse gases are increasing?

08:44 Greenhouse gases are coming from where?

08:47 Can we get into new technological solution for the replacement of coal, which is generating

08:53 the power, replacement of fossil fuel emissions, diesel, this kind of research, fundamental

09:01 research on the directly attacking the problem need to be promoted and need to be, and India

09:09 that way, you know, with this new startup, and then, you know, the bigger cities which

09:15 are coming, smart cities, missions and all, we are doing pretty well in this kind of thing.

09:20 But in between, you know, keep something like a smoke tower game with crores of spending,

09:27 but then finally we know what was the outcome, which I did tell after three years back.

09:32 Yes, yes.

09:33 I'm going to hop in.

09:34 It is as good as putting the air conditioning in the open sky and expecting a cooling there.

09:41 So you know, very small.

09:42 Yeah, very small.

09:43 So my bottom line, my thing is that in all of them, you need to tackle, attain a fundamental

09:53 problem rather than searching for a, for a shortcuts and getting into the problems which

10:00 you do not know what problem can come.

10:05 Yes.

10:06 Does it apply on India and the world alike, sir?

10:08 Or are we talking in reference to India only as of now?

10:11 No, no, no, no.

10:12 It's basically, it applies to the world, all around the world.

10:15 In fact, this geoengineering and all those things are being tossed in the Western countries.

10:20 Western countries.

10:21 Absolutely.

10:22 There's a cloud seeding.

10:23 Normally our thing, we small little bit of things, we smarter and get a lot of amplified

10:27 in the international arena.

10:28 But we are getting a lot of things like solar energy, that electrical EVs, we are among

10:35 that.

10:36 But then basically all this terminology and all these things are coming up.

10:39 For example, even the smoke, the tower, is for technology from there only.

10:43 Now little bit of tinkering with the nature is okay.

10:47 Nature has some kind of an inertia which can absorb that.

10:53 Yes, the mechanism.

10:54 Yes.

10:55 But then if you cross a limit, then there would be a backlash.

11:00 Definitely, sir.

11:01 Dr. Baig, it reminds me, your prophetic words remind me of what Mahatma Gandhi said that

11:08 nature can suffice your need, but not your greed.

11:13 As of now, we need to put a full stop, I would say, and take things very seriously here.

11:18 What is happening in Dubai, what has happened in the US and other parts of the world is

11:23 something that is obviously could be prevented.
