Suspects in the March 2024 Crocus City Hall massacre that killed 149 people have reportedly told Russian investigators that a Ukrainian state entity ordered the attack. According to interrogation transcripts cited by Russian media, the attackers — all Tajik nationals — said the assault was executed by ISIS-K but coordinated through a handler named "Saifullo" linked to Ukraine.

The suspects were allegedly promised $13,000 each and instructed to flee to Kiev after the attack. They claimed their weapons came from Ukraine, with operational guidance originating from Türkiye and Afghanistan. Ukraine has denied any role in the incident, though it has previously admitted to sabotage inside Russian territory. The attack, which also injured over 600 people, marks one of the deadliest in Russia in recent memory.
