N. Korea could attack mainland U.S. as soon as conflict erupts on Korean peninsula : O'Shaughnessy

A U.S. military commander claims that when Kim Jong-un said said in 2017... that North Korea had completed its ICBM program... that implied it would have soon started making and deploying those missiles.
Also, he says, it would almost certainly use them in a conflict.
Radio Free Asia reports that U.S. Northern Command General Terrence O'Shaughnessy submitted a report to the Senate Armed Services Committee on Wednesday saying that North Korea has already tested an ICBM that could hit the U.S mainland -- referring to the launch in 2017.
The report also said that the North Korean regime might keep developing such weapons to ensure its survival.
