U.S. State Dept. avoids holding Kim Jong-un personally responsible for Otto Warmbier's death

The U.S. State Department says,.... the North Korean "regime is responsible" for the death of Otto Warmbier,... but avoided questions on whether it holds Kim Jong-un personally responsible.
During a regular press briefing on Thursday,... Deputy Spokesperson Robert Palladino said,.... Washington has been explicit in its Human Rights Report.... and spoken out about these topics often,... but declined to say more about Warmbier's case.
Secretary of State Mike Pompeo was also asked the same question the previous day at a House hearing.
Pompeo refused to directly answer, saying it was a political football.
Otto Warmbier was an American college student who died shortly after his release from North Korean captivity in 2017.
