Russia and China urge delay as Washington seeks to cut off oil to N. Korea

North Korea's closest and longest time allies -- Russia and China -- have put a six-month hold on a request from the U.S. to the UN Security Council to halt refined petroleum exports to Pyongyang,... asking for more details on Washington's accusation that North Korea breached sanctions.
The United States, hoping to keep maximum pressure on the North to completely dismantle its nuclear program,.... complained to the UN Sanctions Committee last week to ban further fuel shipments after accusing Pyongyang of using ILLEGAL imports to exceed a cap of 500-thousand barrels a year.
Russia's UN mission however, put a "hold" on the U.S. request on Thursday saying the committee is "seeking additional information on every single case of illegal transfer of petroleum."
China backed Russia's request and asked Washington to "provide additional factual information to facilitate all states to study and make judgement."
