The SC tells centre that the draft scheme has to be filed before the court following which the court will see the purport of the scheme and within 1 month of its draft submission, it shall be finalized. It further instructs Tamil Nadu govt to release the water as per SC's directions. The top court has also clarified that the Cauvery management board has to be formed and asked the centre as to why didn't it move the court before March 31 deadline.
