Putin calls for talks on "statehood" in eastern Ukraine

Now, Russian President Vladimir Putin, who the West accuses of aiding pro-Russian separatists in eastern Ukraine inciting violence in the country... is calling for talks of "statehood" in the east.

(SOUNDBITE) (Russian) RUSSIAN PRESIDENT VLADIMIR PUTIN, SAYING:

"Substantive, meaningful talks, concerning not only technical issues but also related to the issues of the society's political organization and statehood in southeastern Ukraine, should begin immediately in order to protect legitimate interests of people living there."

He says that Russia cannot stand and watch people being quote "shot at point black" and not act, but he did not suggest direct Russian intervention in the growing crisis.

His comments come as Ukraine and Russia swap soldiers at the border who crossed into each other's territories.
