The coalition of conservatives and Free Democrats that governed North Rhine-Westphalia for the last five years lost its majority in regional election on May 9. While it's not clear what kind of coalition will take power in Dusseldorf, it is certain that the result has cost Angela Merkel's coalition its majority in the Bundesrat, the chamber that represents German states.That will make it much harder for Merkel's government in Berlin to implement its agenda on tax reforms, health care and nuclear energy.
