00:29Pakistan has aced a new foreign policy.
00:33It's a twist on multi-alignment.
00:36We call it multi-dependency.
00:38And it's exactly what it sounds like.
00:40You're basically at the mercy of multiple countries.
00:43And that is Pakistan right now.
00:44Last month, they were nominating Donald Trump for a Nobel Prize.
00:47This month, they are being scolded by China.
00:50At the receiving end is Army Chief Asim Munir.
00:54He visited Beijing today.
00:56He met China's Foreign Minister, Wong Yi.
00:58At first, things went well.
00:59Wong congratulated Munir for his promotion.
01:01Remember, he is field marshal now.
01:04He also talked about China's ironclad commitment to Pakistan.
01:08But then the talks reared to a sour topic.
01:12The CPEC.
01:13The China-Pakistan Economic Corridor.
01:17Beijing has a number of billion-dollar projects in Pakistan,
01:20like roads, power plants and ports.
01:23Many of them are run by Chinese experts.
01:25But in recent years, these people have come under attack.
01:30People and assets, both.
01:32The locals feel that they're not benefiting from these Chinese investments,
01:36so some groups have resorted to attacks.
01:39Of course, China is not happy about that.
01:42As Wong Yi made clear to Munir.
01:44China hopes that the Pakistani military will continue to make all-out efforts
01:50to ensure the safety of Chinese personnel, projects and institutions in Pakistan.

02:01That's what Wong told Munir.
02:03Some reports also say that he got a dressing down,
02:06that Wong used stern language to reprimand the Pakistani army chief.
02:11Now, we cannot verify those reports, so let's focus on Munir's reply.
02:14Here is what he told Wong Yi, and I'm quoting.
02:16The Pakistani military will continue to take all necessary measures
02:23to ensure the safety of Chinese personnel, projects and institutions in Pakistan
02:27and is willing to actively advance stronger counter-terrorism cooperation
02:31between the two countries.
02:35So Munir is trying to allay China's fears.
02:38But will it work?
02:40Let's look at the scale of the problem first.
02:42The CPEC is worth $60 billion.
02:45A lot of its projects are located in the Balochistan province,
02:49including the much-hived Gwadar port.
02:52Hundreds of Chinese experts also live in Pakistan.
02:54They lead and manage these Chinese projects.
02:59Recently, they've become targets.
03:01Some 14 attacks have been reported since 2021,
03:04and they have killed at least 20 Chinese nationals.
03:09So clearly, it is a big problem.
03:11Big enough for China to rethink its investments.
03:14They haven't announced fresh funds or projects since 2023.
03:20No fresh projects or funds for Pakistan in the last two years.
03:23The focus is on completing the stalled ones.
03:26And even that is a long shot.
03:28Just look at Gwadar.
03:29It was supposed to be a jewel of the Arabian Sea.
03:32Instead, it's a ghost town.
03:34So simply put, China's bet is not paying off.
03:37These attacks are only adding to their concerns.
03:41Of course, this worries Pakistan too.
03:43So they're making moves to appease China.
03:46For example, police officers are being given military training.
03:51They are being deputed solely to protect Chinese workers.
03:56But going forward, Beijing has to make a choice.
03:58Do they stick with Pakistan?
04:00Or do they get out before things unravel?
04:04Financially, the jury is still out.
04:06They may still pull the plug on CPEC if it does not work.
04:09And politically, that's where it gets tricky.
04:13Look at China's actions during Operation Sindur.
04:16They used satellites to track Indian soldiers.
04:18They relayed this information to Pakistan.
04:20Not to mention, most of Islamabad's weaponry was Chinese.
04:24And it's not a surprise.
04:25China does use Pakistan to contain India's rise.
04:28To keep us busy in the West.
04:30But today, things got a bit interesting.
04:35I'll show you two Chinese readouts.
04:39One is from 2023, from a meeting between Asim Muneer and Wongi.
04:44And the other is from today, 2025.
04:46Now listen to the 2023 statement first.
04:49China will continue to firmly support Pakistan in safeguarding its sovereignty, independence, and territorial integrity.
04:58No matter how the international situation changes, China will always be Pakistan's reliable, strategic, cooperative partner.
05:07That's a very strong commitment.
05:11Now look at 2025.
05:13Those words and commitments are missing.
05:15Instead, here is what it says.
05:17And I'm quoting again, China will, as always, take Pakistan as a priority in its neighborhood diplomacy.
05:25Not even the priority, just a priority.
05:30This is strange because of two reasons.
05:32One, the obvious dilution of China's commitment.
05:34And second, the timing.
05:36This was Muneer's first trip to China after the fighting with India.
05:40So if anything, China had more reason to support Pakistan.
05:44Now was the time to talk about sovereignty and independence.
05:47Yet Beijing omitted it from the statement.
05:51The question is why?
05:52Are they unhappy with the CPEC delays?
05:55Are they angry about the attacks on their people?
05:58Are they trying to protect their research with India?
06:00Are they unhappy with Pakistan cozying up to the US?
06:03Or are we simply reading into it?
06:07At this point, we cannot be sure.
06:09But either way, one thing is clear.
