Kaka Bag-ao, Bacolod Rep. Albee Benitez, Mamamayang Liberal Rep. Leila de Lima, and Cebu 5th District Rep. Duke Frasco were among those who abstained. The lawmakers then took their oath before Romualdez at the plenary hall.
