In the aftermath of the brutal slaying of a homeless man, James Tony Wise, Portland PD, turns to the footage from surveillance cameras to find his killer. Detectives use the images to retrace the rampage through the city of a violent offender.

00:08I went down there and some guy was putting a blanket over a body.
00:12Yeah, this guy's not moving.
00:15This attack was violent.
00:17It's like having my worst nightmare come true.
00:21We start to look immediately for any surveillance cameras.
00:26There's probably blood on this.
00:28We're in a race with this time to find this person as quickly as possible.
00:41Tony, he had a lot of love to give.
01:11Tony met his wife, had a couple of kids, and he was a really good father.
01:19He loved spending time with them.
01:22He was a fun dad, just kind of the kind that, you know, threw the kids up in the air all the time and ran outside with them.
01:30There wasn't a kid that didn't love them.
01:33Just about every picture ever taken of them, it was always him holding the babies.
01:38That's the happiest it had ever been.
01:41But my brother had a hard time with his mental health, and his depression did start to get a lot more noticeable.
01:53We tried to get him into counseling and tried to get him on meds, and he just, he refused to do it.
02:03He said, Mom, if I try to get that help, that means I'm going to have to admit to myself I'm broken, and I just can't do that.
02:13When he and his wife ended up splitting up, it was really, really hard on him.
02:19Hi. I hope you can help. I'm looking for my son.
02:24We had no idea where he went.
02:28As a family, we were trying everything we could to try to find him.
02:32We would try to, you know, contact him through email or messenger on Facebook, but he pretty much literally dropped off the face of the earth for us.
02:42Every day, there's always that constant fear that something was going to happen to him.
02:509-1-1, what is the address of your emergency?
03:00Last night, I'm on the fourth floor.
03:02I went down there, and some guy was putting a blanket over a body, and it's still there.
03:07And the body never moved.
03:08Okay, one second for me here.
03:10I heard just yelling, stop, stop!
03:13Yeah, this guy's not moving.
03:15All right, the officer should be arriving in a minute now, okay?
03:24The responding officers, they found the victim down on the sidewalk.
03:33Unresponsive?
03:34Yeah, EMS rolling.
03:35He had severe trauma to his head and face.
03:39He was having difficulty breathing.
03:41He was identified by an ID that was in his pocket.
03:48The victim was James Tony Wise.
03:52Tony Wise was transferred to the hospital.
04:02Arrived around 7.30 in the morning.
04:03At this time, officers had the scene taped off, trying to separate witnesses and preserving the crime scene.
04:13When we arrived, we filmed crime scenes to capture and document the evidence.
04:21There was an opening to a fence to a parking lot.
04:25That's where Tony Wise was located.
04:26This must be where the assault took place.
04:31There was a pool of blood.
04:33I saw some other items that were kind of strewed up on the ground.
04:39There was a metal scooter.
04:42Pink pepper spray.
04:45There was a tent that was kind of smashed down to the ground.
04:50Did you know Tony Wise?
04:51We had spoken to a witness out at the scene who told us they were familiar with Tony Wise.
05:00That witness identified his tent and said that he had been in that area for some time.
05:07Take this out over here.
05:09We were able to see that there were shoe impressions on the tent that appeared to be in blood.
05:15If we could locate that shoe, that was potentially going to be a key piece of evidence for us down the road.
05:25It definitely stood out of something that was a pretty violent attack.
05:30We were wondering what could have been the motive to what happened.
05:34Detectives contact Marcus Dayton, the 911 caller who witnessed the attack from his apartment.
05:40This is Detective Greenland with the Foreign Police Bureau.
05:46Thanks for taking my call.
05:47So if you can just kind of start from the beginning.
05:50You're in your residence there?
05:51It's 4 o'clock in the morning and I'm on that side of the street, my window.
05:55Marcus Dayton looked down to the street below his unit, out to 3rd Avenue.
06:00And all of a sudden I see this guy, like, leeching himself off the fence and then coming down with his leg, you know, stomping on something.
06:08He sees the suspect hitting and kicking what he thought initially was maybe a bag of trash.
06:15But this person was using the fence and stomping another person's head extremely violently.
06:23The guy that you see, let's describe him.
06:28How much does he weigh?
06:31He gave a very good description of the clothing that was unique.
06:35He also described him as having white shoes.
06:50After the assault ended, he observed the suspect walking southbound on Northwest 3rd Avenue, where he loses sight of the suspect.
07:02This person was definitely a danger to the public, and we needed to locate and arrest this person as soon as we can.
07:15Investigators enlist forensic evidence technician Mark Weber to find cameras that might show the attack.
07:21I went to the ODOT building, we're in the Department of Transportation, to get video.
07:26They have a lot of exterior cameras that help cover the streets in that area.
07:31The building itself is one block directly east of the crime scene.
07:37There was one camera angle on the ODOT building that pointed straight across that parking lot, right in the area where Tony's tent was.
07:45I was hoping they could show the crime scene and show the attack.
07:55Officer Weber brings the footage to the police bureau for analysis.
08:00Let's see what we got.
08:05This view, which covers this entire parking lot, but it's so far away, you're going to watch it as carefully as you can.
08:12This looks like the area where Mr. Wise was attacked.
08:18Let's go to 4 a.m. just before the 911 call.
08:28So looking at the frame, I'm really focusing right around Mr. Wise's tent,
08:32and in the area where I know the pool of blood was located.
08:36Wait, who's that?
08:51I see a figure walk towards the direction of where Mr. Wise's tent was.
09:11And then I also see another figure also come into frame as well.
09:16And it looks like then the two figures kind of interact.
09:20Something's happening.
09:31It looked like there was a physical altercation that occurred between the two persons.
09:37And at one point in time, a person is knocked to the ground.
09:46The suspect continued to kick and punch while the victim was on the ground.
09:52Unfortunately, now there's a tree that kind of blocks some of the view.
10:02Replay it.
10:07The 911 caller describes this subject to be wearing lighter colored pants and a darker colored top.
10:17There's light pants.
10:19That's got to be our suspect.
10:25And that's Tony Wise.
10:26The video shows the interaction between the suspect and the victim.
10:32And it actually kind of seconds what we heard from witnesses.
10:37It looks like the altercation happens rather quickly.
10:40You could tell the fight was a violent fight just based on the person getting knocked down.
10:46It appeared that there was only two people involved.
10:49The biggest drawback about this camera was that it was from far away.
10:56It was hard to positively ID the people.
11:02Investigators search for surveillance cameras that are closer to the crime scene.
11:06We should be able to find him on other video for the projected time of our homicide.
11:15The attack happened in front of the Blanche house.
11:20There's one camera on the building point north.
11:26And there was one camera pointed south.
11:28The camera angle that we're observing here is facing to the south.
11:51To the left is the parking lot that's fenced off.
11:56And you only capture the top portion of that.
12:00Zoom in.
12:04We start watching the video at approximately 3.50 a.m.
12:09We notice where Mr. Weiss' tent is,
12:12that that portion is not captured in this camera frame.
12:16But we were hoping that this camp might have captured maybe our suspect coming to the scene.
12:25Wait.
12:26Who's that?
12:28Who's that?
12:35At approximately 3.56, 20 minutes prior to this incident being called into the police,
12:41we observed a subject on the sidewalk.
12:46It does look like he was kind of loitering.
12:56Freeze it there.
12:59Zoom in on him.
13:04It's difficult to make out facial characteristics of the person.
13:07But he's wearing lighter pants and what appear to be white shoes.
13:13Which is consistent with the description Marcus Dayton provided us.
13:18Let's try the north camera, a minute or two beforehand, see where he came from.
13:32There was another camera angle that faced right at the intersection of 3rd and Gleason.
13:36Play that again.
13:51Zoom in on him.
13:57Freeze it there.
13:58At 3.55 a.m. on the north camera, we observed the subject that we had seen on the south camera.
14:09That's got to be him.
14:10You could tell that the jacket the person is wearing is a two-tone jacket.
14:16It kind of gives him away.
14:19This is a big moment because then we're seeing some collaboration on video
14:23that kind of matches what our non-woman caller is describing.
14:27We didn't get a good shot of his face.
14:28This was during COVID.
14:30So he was wearing a face mask at the time.
14:32We see the suspect.
14:40He speaks with someone at the northwest corner of the intersection at Gleason and 3rd Avenue.
14:46Then I can see that our suspect walking back southbound towards the direction of our scene.
14:53Putting him directly in the path of Mr. Weiss's tent, which is just off camera.
14:59We still don't know who our suspect is.
15:03But we have a better idea of his movement throughout the scene
15:07to start looking at different cameras in the area.
15:14Detective Clifton.
15:17Okay.
15:18I see.
15:20Okay.
15:21Bye.
15:24That was the hospital.
15:26It looks like he's not going to make it.
15:29We're notified that Mr. Weiss is not going to survive his injuries.
15:34It was severe skull fractures that Tony Weiss received.
15:39That's his mother's number.
15:51Hello?

15:52I kind of knew right then before he went any further that it was something about my son.
15:59And it was like having my worst nightmare come true.
16:04Where is he?
16:07Okay.
16:10I needed to be with him to say goodbye as good as I could.
16:16When I saw him, I just kept telling him over and over, I love you, son.
16:33I love you so much.
16:34But he couldn't hear it.
16:38At least, you know, I was able to hold his hand and tell him goodbye.
16:45And I would see him in another life.
16:50Tony dies from his injuries the following day.
16:54What turns into a homicide investigation at that point, we want to bring justice to the family
17:05and know that this person's being held accountable for their actions.
17:09Detective Greenlee and I are on scene getting briefings from the responding officers.
17:25We learn that another assault had occurred earlier in the morning.
17:30So, there was another assault just around the corner.
17:34What?
17:35Yeah.
17:36The officer tells investigators that the assault happened around 2.55 a.m.,
17:4180 minutes before the attack on Tony Wise.
17:47And it was a block across from where Mr. Wise had been assaulted.
17:52We don't know if they were connected, but it was definitely odd.
17:56It was very similar to the attack on Mr. Wise.
17:59A witness called 911 to report the incident.
18:06911, what is the address for the emergency?
18:09I am right in front of the Chinese garden downtown.
18:12There's this man that was, like, really brutally beat up.
18:16And he's, like, passed out on the side of his car.
18:20And he's, like, really bloody.
18:21I don't think he's conscious.
18:24What's the color inside the vehicle?
18:25It's a white Mercedes Benz.
18:29What stood out to us was the witnesses describing the suspect also kind of kicking and stomping the victim.
18:36And the victim also had severe injuries to his face.
18:41The victim of the assault is Tembalani Deniso.
18:44How many people assaulted him?
18:49It was, like, two guys.
18:53What about the victim?
18:54I learned from Officer Garth that he interviewed the victim, Mr. Deniso, at the hospital.
18:59He couldn't remember any of it.
19:01He was unable to provide much of a statement as to what occurred because of the head injury.
19:07The Mercedes Benz was currently still located at the scene.
19:14So we take a look.
19:15We saw a significant amount of blood on the vehicle.
19:28Some of our criminalists document the scene in photographs and collect blood evidence as well.
19:34With Tony Wise and now another victim, Mr. Deniso, the similarities stood out.
19:42But we just didn't have much information on what could have been the motive connecting these two incidents.
19:48Tony Wise was homeless, and now we have another victim with a vehicle, Mercedes Benz.
19:52You have a person just randomly assaulting and attacking people downtown.
19:58It's very unusual.
20:04We start looking for surveillance video cameras in that area that we can capture this assault
20:10and see if it matches up with the suspect that we had seen at the Blanchet house.
20:17Right at the corner there is the trailhead credit union.
20:20We observed the credit union there to have an exterior surveillance camera that we believe captures that intersection
20:27and ultimately that first assault.
20:35Investigators review the footage back at the police bureau.
20:39Can you go to 2.30 a.m. and see if we can spot the vehicle?
20:43We're looking for a white Mercedes.
20:53There's a lot of lighting there, so you can see everything in color.
20:58The video doesn't come out grainy.
21:01There was a good camera that picked up the intersection.
21:05I'm really looking, can I place Mr. Deniso's vehicle there?
21:09There, that's it.
21:17At 2.42 hours on the camera, we observed Deniso's white Mercedes driving northbound on northwest 2nd Avenue.
21:26You can see the brake lights illuminate and pull along the west curb line.
21:37I'm just trying to understand what led up to this assault that took place at the vehicle.
21:47Who's that?
21:48About 2.53 hours, I see a person walking, kind of looking at his phone,
22:00and he's walking northbound towards the direction of Mr. Deniso's vehicle.
22:08Hang on, who's this?
22:11Please.
22:12The person walking behind is wearing a kind of a darker shirt, but his pants were of a light color and wearing white shoes.
22:22That stood out to me.
22:24But it also looked like he was carrying an object in his hand that looked like a jacket.
22:33Zoom in on that.
22:34As they walked towards the vehicle, I could see it almost looked like the door was ajar at one point.
22:52It's so far away, you can't see clearly what exactly happens.
22:57You can see movement.
22:59The one gentleman's white pants, kind of, you can see it moving, but you can't really tell what's going on.
23:05We're really looking closely.
23:07It looks like there's a physical disturbance, a fight that happens at the vehicle.
23:12That must be a song.
23:16Keep playing it?
23:17Mm-hmm.
23:21They come walking back, facing the cameras with nice bright lights.
23:26We get to see everything as they're walking toward us.
23:29Look, he's wearing the jacket.
23:33That's our man.
23:37Looking at what he's wearing, a jacket with the leather along the sides,
23:42it was consistent to the attack on Mr. Wise.
23:46So I believe this was the same person.
23:50The one gentleman was wearing a mask.
23:52We can't really see his face.
23:54Who is it there?
23:56Can you zoom in on the shoes?
23:59Mm-hmm.
24:02You can see blood on the shoes.
24:05You can very plainly see it.
24:08I believe this was blood that was from the attack with Mr. Deniso.
24:14This is definitely our guy.
24:16So we have our suspect at 2.59.
24:25It's within just a few blocks and an hour and a half before Mr. Weiss is assaulted.
24:33When they walk off to the south, that was also the same direction where Tony Weiss had been murdered.
24:39Look, there wasn't a clear connection between both attacks, so we didn't have a clear motive at this time.
24:47Zoom in on the other guy.
24:48This other person that's with our suspect, he's a high priority for us as well at this point to identify.
24:59As officers search for the suspects, investigators meet with Tony's family.
25:08The detective in charge was really nice.
25:13He seemed to really care if they found out who did it, which surprised me because a lot of times when somebody's homeless, they don't seem to get any attention.
25:23Can you think of anyone who might have done this to Tony?
25:28Tony's family had no idea who this person is that committed this offense.
25:33We just try to get an understanding of what prompted this attack, kind of the motive behind it.
25:39I want to assure you that we're doing everything we can to find who did this.
25:43If you know anything, we'll let you know.
25:45At the entrance to the credit union, there's a recessed alcove area where there's a camera.
26:13There he is.
26:15About 3.42, I observed our suspect.
26:20He was no longer with the male observed previous with the attack on Mr. Deniso.
26:25He was walking towards the ATM machine.
26:28So I bring up that camera.
26:36And I see a white female, kind of wearing a pinkish color jacket, almost like a kind of plastic shower cap on her head.
26:44And an unknown male.
26:51I then see our suspect come into the frame of the ATM.
26:57It's nice and clean and crisp.
26:59And it lets us see our suspect in full light.
27:02You can really get a clear image of kind of the t-shirt that he's wearing underneath, the jacket, and that he's wearing glasses.
27:10We see that they're both interacting like they know each other.
27:18What are they doing?
27:19What are they doing?
27:22It seems like they're pushing, trying to get money out of the machine.
27:28At one point, it looks like the female gets frustrated.
27:37Whoa.
27:37Then also a moment that the suspect looks like he gets frustrated at the machine as well, and he punches the machine.
27:46When he punches the ATM, it seems like he punched the ATM with a lot of force.
27:52You could tell that something disturbed him or angered him at this point.
27:56This is maybe 15 minutes before the actual homicide attack at Tony's tent.
28:03Is this guy going to strike somewhere else?
28:05We're going to race with this time to find this person as quickly as possible.
28:11Looking at the video that we obtained from the credit union, that was probably our clearest image that we had of the suspect.
28:17So, I did a screen capture, and then I distributed that through police channels to see if they recognized the person as well.
28:27Meanwhile, Connie searches for someone who can tell her about Tony's last days.
28:34The police told me where he had been staying.
28:38I wanted so badly to know what was going on with him.
28:41Did they know if he was trying to get back in touch with his family?
28:48Did you know my son Tony was?
28:51No.
28:52There was somebody that worked at the shelter, and there was a handwritten note in there that said,
29:01Thank you for being who you are.
29:04I really appreciate you.
29:07You're a good person, and you're my angel.
29:10They said it was from one of the other homeless people that they had given to Tony.
29:18Tony was living in a shelter, and he had a job in there.
29:22He cared a lot for the people out there.
29:25It wouldn't surprise me a bit if somebody just really appreciated him.
29:32I would have given anything to have him back.
29:35Investigators traced the suspect's movements after Tony Wise's murder.
29:45Start a little after for you.
29:50The suspect headed south after he attacked Tony.
29:57Detectives review surveillance camera footage from the likely route he walked.
30:01There he is.
30:10I see our suspect walking along Northwest First Avenue to a staircase which will lead up to Westburnside Street.
30:21Freeze it there.
30:25Zoom in.
30:26His shoes.
30:33You can see the blood on his shoes.
30:35It's the same person.
30:38Keep playing.
30:45Then I can see him walking up the staircase.
30:49Bring up the camera, Les Brinside.
30:50So then I look at additional cameras that captured Westburnside Street.
31:04There he is.
31:07And I observe the suspect then walk westbound towards the direction of the shoreline.
31:12The shoreline is transitional housing for people that have been released recently from prison.
31:20He appears to enter the front entrance of the shoreline.
31:25I was just like, holy cow.
31:27I know where this guy lives.
31:30Investigators send images of the suspect to local parole officers to see if they recognize him.
31:35And we received a call from Multnomah County Probation Officer Paula Feta.
31:46Who explained to us that she recognized the person as being Elijah Williams.
31:52What can you tell me about Elijah?
31:56She explains to us that Elijah Williams was incarcerated for a period of time for a sexual assault on the minor.
32:05And that he's now living at the shoreline as kind of a transitional housing upon being released.
32:10It all made sense.
32:13The shoreline is literally five blocks from where Tony Weiss was murdered.
32:21On February 19th, we established surveillance at the shoreline.
32:25Our plan was to locate Mr. Williams away from the apartment, take him into custody safely,
32:32and execute the search warrant at his residence.
32:36One of our detectives observed Mr. Williams leave the shoreline.
32:41He got on a TriMet bus.
32:46And we followed him.
32:48And once he was in a position that was safe, we took him into custody.
32:59Now we need to understand why this thing happened.
33:03We entered Elijah Williams' apartment, and we recovered this jacket.
33:15We recovered the pants.
33:18We recovered the glasses.
33:19We also saw a pair of white shoes.
33:24This was very important evidence, because we knew now that we had the shoes that were used during the assault.
33:30They matched the impressions observed previously on the tent.
33:34DNA confirmation determined that Tony Weiss' DNA was on the shoes.
33:44Luminol revealed that there was blood on the carpet at the entryway of Elijah Williams' room.
33:51They used Luminol on the bathroom sink as well.
33:54We're 100% confident that we've got the right guy, that he's the person that's murdered Tony Weiss.
34:00Inside the apartment, we located what we believed to be steroids.
34:07You hear the phrase, droid rage, or things of that nature.
34:11That might have factored into why he acted the way he did.
34:19Elijah Williams is transported back to the detective division, downtown Portland.
34:26First, detectives ask Williams about the assault on Mr. Deniso.
34:31There was a fight.
34:32Someone called it in early morning hours on 13.
34:36I was actually one of the ones that was assaulted.
34:39You were one of the ones that was assaulted?
34:42Well, a guy stole my friend's phone.
34:47And we confronted him about it, and he started attacking me.
34:53I did get him back.
34:56You get him back?
34:57I did.
34:57He described that he was more the victim of the attack.
35:03But that was kind of the first win in the interview of just placing there on scene.
35:09Looking at the video after the attack of Mr. Deniso, see red light on his shoes.
35:15So I don't believe that he was the victim.
35:17And what friend was it that you were with to go confront this guy to get the phone back?
35:23Uh, it's my friend Bear.
35:24Bear?
35:26He lays out a story where he claims that he's with his friend.
35:31We were never able to identify who this person Bear was.
35:35We start speaking with Elijah Williams about Tony Weiss, the attack on him.
35:42There was a fight outside of the Blanchet house.
35:46Yeah, I've seen the area before in the parking lot, but I've never actually been by the Blanchet house.
35:51At this point during the interview, he details stuff that we know is not true.
35:57A surveillance video puts him at the Blanchet house.
36:01You can't really argue over it.
36:03The video proves the case.
36:05The video has put you at the fight.
36:09I don't know what you have over there.
36:11Elijah Williams, he ultimately admits his involvement.
36:37And we talked to him about the injuries, the significant damage, and just the pure violence
36:44of what the assault had done to Tony Weiss.
36:49The male that I showed you in that lecture, when he was taken to the hospital,
36:53he was treated for very serious injuries.
36:57But he passed away.
36:59And so we can't change that.
37:02Don't say that.

37:07He ultimately regretted what he had done.
37:11It's easy to walk away from Tony Weiss, to not recognize him as a person, as a human being,
37:17because he was a homeless person.
37:20Williams is charged with second-degree murder for killing Tony Weiss,
37:24and second-degree assault for the attack on Tembalani Deniso.
37:28We were able to rule out Bear as having any involvement in the Tony Weiss murder and Deniso assault.
37:42We were also able to rule out the female at the ATM as having any involvement in the Tony Weiss murder.
37:52Prosecutors pieced together what happened on the early morning of February 13.
37:56Elijah Williams, he was taking his testosterone, his steroids, drinking heavily, and decided to go out.
38:07He was at a club with a friend, and a friend's phone had been stolen.
38:12Williams tells police that Deniso stole the phone.
38:15Williams and Bear catch up with Deniso later in the evening.
38:19Mr. Williams rudely beat Deniso, and then left him.
38:25There is no evidence that Deniso stole any property from Williams or his friend Bear.
38:33Elijah Williams encountered some friends, including a woman.
38:38When the suspect punches the bank machine, he looks angry,
38:42and then walked off in the direction where Tony had been living.
38:46He was being loud, and now Tony had told them to be quiet.
38:54They'd exchanged words, and things quickly escalated.
38:59He started stomping Tony's head and beating Tony to the point that Tony was no longer conscious.
39:07Then left the Blanchet house area, slowly made his way back to his residence.
39:14He had been drinking alcohol with the steroids that resulted in him just flying into a rage,
39:21and doing what he did, unprovoked, without any further real explanation for it.
39:28Tony was a decent guy, and certainly no one deserved what happened to him.
39:35Elijah Williams pleads guilty to the lesser charge of manslaughter,
39:39in the first degree, for the killing of Tony Wise.
39:42He also pleads guilty to attempted assault in the second degree for the attack on Tembalani Deniso.
39:51The judge sentences him to 17 years in prison.
39:56I am glad that that person is going to be in jail for a long time.
40:02I hope he doesn't get out, because I would be fearful for anybody that would be near him.
40:09I hear a lot of people say there is no such thing as closure, but I actually think I did feel some.
40:18Just because they were able to find the killer, and he was brought to justice.
40:25This surveillance video was absolutely crucial in this investigation to solve the case.
40:34Without the video, they probably would have never found the suspect.
40:38Plain and simple.
40:40It seals the deal.
40:41The video will tell the absolute truth.
40:43Tony, maybe he would have at least started to have some kind of a relationship with his children again,
40:52and at least see them grow up, see them have, you know, birthdays, and do all those, you know, big events in life.
41:00It would have been one of the nicest times of my life, being able to get him back.
