The city of Metropolis is under siege by a criminal gang known as the "Bulleteers." Using a bullet-shaped armored vehicle, they launch devastating attacks on police stations, public buildings, and eventually the City Hall. The gang demands a ransom from city officials, threatening to destroy Metropolis if their demands are not met.
