01:07Pranay, we have been looking at this big move that's been taken by the United States
01:12and it is definitely a big win, I would say, diplomatic win for India at the same time,
01:19with the TRF being designated as a terrorist organization globally by the United States.
01:25Pranay, it's a very big diplomatic victory for India,
01:29especially the kind of effort India made post Pelgam terror attack
01:33in terms of reaching out to the global community, especially with the United States.
01:37This decision, if you see the designation of TRF as FTO, Foreign Terrorist Organization,
01:44and special designation as a global terrorist organization,
01:48this is being done and coordinated by the two U.S. departments.
01:52The FTO is done by the U.S. State Department.
01:54On the other side, the U.S. Department of Justice and Department of Treasury
01:58coordinates the designation of any terror outfit, any organization,
02:03as a specially designated terror organization.
02:05What does it entail? It clearly tells us that now U.S. is also legally bound to help
02:11any other, its allies, its partners, you know, the countries with whom they partner
02:17to share information on these organizations.
02:20They will also coordinate with India in FATF because the SGTTO,
02:27the special designation of any organization as a terrorist organization,
02:31entails that now the U.S. government has to coordinate with the FATF also to ban and block
02:38any organization and the terror financing of that organization.
02:41Also, one very important thing that this acknowledgement by the U.S. government,
02:46by the Trump administration, and this decision of designating TRF as a foreign terrorist organization
02:52clearly tells that the U.S. and the Trump administration did not buy the propaganda
02:58posed by the Pakistani government.
03:01Clearly, the way they were trying to evade the responsibility of the Pahlkam terror attack
03:06after 87 days of Pahlkam terror attack, Shreya, now this decision has come as a very big victory
03:12for India and its diplomatic efforts, and also India's global outreach, India's global effort
03:16to get these terror outfits designated.
03:19TRF, you know, it's a new organization relatively.
03:23It was formed in 2019, but it's an offshoot of the Lashkar-Etoiba organization.
03:27You know how these terror outfits work.
03:30They always come up with some new name, but the faces remain the same.
03:33And that's why it is very important to get every, you know, offshoot of these terror outfits banned
03:39under the international laws.
03:42And that's why India has also initiated a process to get the TRF, you know, designated as a terror outfit
03:49under the United Nations Security Council list.
03:52In 2023, efforts are still on.
03:54The U.S. is coordinating with India on that, and post-Pahlkam terror attack, Shreya,
03:59U.S. helped India to bring a resolution, though it was blocked by China and Pakistan.
04:04But U.S. has, the acknowledgement itself is a big victory and a big, important move to get this organization.

04:26Big diplomatic win for India and its global outreach on Operation Sundoor.
04:30The United States has designated the Resistance Front, or TRF, as a foreign terrorist organization
04:35for its involvement in the Pahlkam attack in Kashmir.
04:39Now, United States has come out to officially designate TRF, a known offshoot of Pakistan's
04:44Lashkar-e-Taiba, as a foreign terrorist organization and specially designated global terror organization
04:50following Pahlkam terror attack, which killed 26 people.
04:53The Resistance Front, which is also known as Kashmir Resistance, had claimed responsibility
04:58for the attack in Pahlkam.
04:59The U.S. officials described the Pahlkam attack as the deadliest terror strike on civilians
05:03in India since 2008 Mumbai attacks, carried out by the Lashkar-e-Taiba.
05:07Now, U.S. reaffirmed its strong support for India's fight against terrorism and bilateral
05:11strategic partnership during visit of an Indian all-party parliamentary delegation.
05:16U.S. Secretary of Defense Marco Rubio said that U.S. is only enforcing Trump's call for
05:20justice for the Pahlkam attack.
05:22Now, this is what comes to the forefront at this point.
05:25Now, also, India Today spoke to John Spencer, a U.S. warfare expert on the U.S. designated
05:32TRF as a global terror organization.

05:37Very firstly, my question to you would be, it is a big diplomatic win for India.
05:42There is no denying that.
05:44The timing of this very decision that's been taken and been declared by the United States
05:49and how we are looking at it, both from the United States, the perspectives of the United
05:54States, why this decision has been taken, and for India as well, how are we looking at it?
06:00Yeah, one, I'm extremely happy to see this, to include the full explanation under the Foreign
06:08Terrorist Organization and Global Terrorist designation.
06:11It's not ceremonial.
06:13It's very important.
06:14It unleashes the power of the world's only superpower against not just TRF, but anybody associated
06:21with them.
06:22It doesn't matter if they're a Pakistani propagandist, a drone supplier.
06:28They'll face travel bans.
06:30They'll face asset seizure.
06:32They'll face criminal charges.
06:34It's massive, and it shows that President Trump stands with India against terrorism launched
06:40on his soul, designating not just TRF, but recognizing Lashkar-Taba, which we know is
06:46a Pakistan ISI-backed formation, that this is a huge shift and a very important step to
06:53unleash our capability against this terror proxy, and that we are living in a new world.
06:59Absolutely.
07:00And, you know, when we speak of cross-border terrorism, especially post the Pahlkam attack,
07:06India has always been very clear with its no tolerance towards terrorism stance.
07:11It has been clear over the years, but especially after the Pahlkam attack, we had a big outreach,
07:17global outreach program as well for Operation Sindhu, and now this particular decision coming
07:22in the light, in the context of all of these developments.
07:26It's a big win for India as well.
07:28Would you not say that?
07:30Absolutely.
07:31I mean, India doesn't, I mean, had a massive win by its domination in Operation Sindhu, its
07:36change of its strategic policy.
07:38Although, like you said, it's had this policy, but to respond immediately to any terror attack
07:43is something new, and also the leadership that India has shown.
07:47Hopefully, we see this following to the United Nations.
07:49The United States has a new ambassador to the United Nations, hopefully, that gets secured.
07:54Mike Waltz, who hopefully will continue this line, but absolutely important for India as
08:00well, as in this is a new India in its treatment towards its terrorism, but hopefully this will
08:05signal a global stance as well.

08:14Pranay, when we look at this win as well, let's take a holistic approach here, because
08:20right after Operation Sindhu, or in fact, while Operation Sindhu was underway, there were
08:25certain countries out there which had come out clearly in support of what had happened
08:29in Pahlkam, and support of Pakistan, despite responsibility being taken by these terror organizations
08:36that it is them who had, in fact, launched this attack in Pahlkam itself.
08:40Wouldn't you say there's a big reply to them, especially with the U.S. coming out to designate
08:45this organization as a terrorist group?
08:48You can say, Shreya, it's indeed a reply to many countries, those who are sympathizing
08:53with Pakistan and buying the Pakistani propaganda.
08:56The U.S. designation comes with a lot of entailment, a lot of actions, follow-up actions, because
09:02the U.S. is now legally bound to take action against these organizations.
09:07These designations come with legal provisions to take action, and also, Pakistan may have
09:12to bear the consequences of this designation if this designation is seriously pursued, because
09:17you know, the special designation of any organization as a terrorist or foreign terrorist organization
09:23or a terrorist organization clearly binds the U.S. government in its action to help the
09:30allies or any country who is a sufferer of the terror attack.
09:33And also, the very important point here is that the very acknowledgement that U.S. think
09:40that these are the foreign terrorist organizations and designated the TRF as a specially designated
09:45terror organization clearly says that now U.S. also believes that this outfit may pose
09:51a risk to U.S. nationals, to the U.S. national security.

10:17Let me begin with asking you, A, it's a diplomatic win for India, and how are we looking at this?
10:24It's a big win.
10:27Look, I think it's an important development that the Americans have designated TRF, which
10:34is a very shadowy organization.
10:36They've designated as an international terrorist organization, but I think we should also be
10:41very careful about what the game is.
10:45At one level, you have the Americans, you know, getting close to the Pakistanis, trying
10:51to give them all kinds of things.
10:53And at another level, they're trying to, you know, give us, or maybe if I was to use the
10:59term, throw a bone at us and say that, look, we've designated the TRF as a terrorist organization.
11:05Now, just the designation itself is certainly a very positive thing as far as India is concerned.
11:12But the larger implications of this is when the U.S. follow through on it, because they've
11:17already designated the Lashkar-e-Taiba as a terrorist organization.
11:21This is a front organization of the Lashkar-e-Taiba.
11:23But the fact of the matter remains that to the extent that the Pakistanis keep denying
11:30that TRF, nobody knows who TRF is, nobody knows who did the Pehlgaam attack, you know,
11:37they carry out that propaganda.
11:39That gets punctured.
11:41But the point is, what is going to be the follow-up on this?
11:43What are going to be the next steps that the Americans are going to be ready to take
11:48to punish the people who fund and support and who direct the actions of the TRF?
11:55Out there, we have seen virtually no action.
11:58It's just empty words coming from them.
12:00So I think we need to be a little careful on what the implications of this are going to be on ground.
12:06Purely on the level of perception, purely on the level of, for the levels of, you know, propaganda,
12:15this is a very good thing which has happened.
12:18But on the ground, does it make a difference in terms of going after the support base of TRF?
12:26And out there, I think there is a big question mark, how far the Americans and the rest of the West
12:31is going to go, because they all follow the American lead.
12:35And out there, I think there is a lot to be asked of them, of the kind of double standards
12:44that we have seen on some of these terror organizations.
12:48And that is what should be a matter of some concern to us.
