00:00My colleagues and I literally arrived this afternoon, and our first stop was the September 11 memorial.
00:08It was obviously a very moving moment for us, but it was also meant to send a very strong message
00:13that we are here in a city which is bearing still the scars of that savage terrorist attack
00:21in the wake of yet another terrorist attack in our own country.
00:25Unlike the U.S., I'm afraid we've had to endure a very much larger number of terrorist attacks in India.
00:33But we came both as a reminder that this is a shared problem,
00:41but also out of a spirit of solidarity with the victims, who included Indians,
00:48as Indra was reminding me, a young Indian working in her own company was one of the victims of 9-11.
00:55Indians, Americans, and very many other nationalities who were affected.
00:59It's a global problem.
01:01It's a scourge, and we must all fight it unitedly.
01:05So that was a very important message to convey, and my colleagues and I did that by going to the memorial
01:13and leaving roses on some of the names around the memorial pool.
01:21And having done that, we are now proceeding, as has been mentioned already, to four other countries
01:26before returning to the U.S., not to New York, but to Washington, D.C.
01:31on the 3rd of June, when Congress will come back from its recess as well.
01:36So our idea is very much to speak to a cross-section of public and political opinion
01:44in each of the countries we are going to about recent events,
01:49which obviously troubled a number of people around the world
01:54and which now have subsided.
01:58There is a reasonable amount of calm that's raining on the border
02:02within India and Pakistan today.
02:04But the fundamental underlying problem remains,
02:09and it's important that we try and enlarge your understanding
02:14of our thinking and our concerns about what's going on.
02:18So it's for us an opportunity.
02:20We will be, in every country, meeting members of the executive,
02:23meeting members of the legislature, meeting think tankers
02:28and influential foreign policy experts, and at the same time,
02:32interacting with the media and public opinion in every one of these places.
02:38We're on our way to Guyana tonight, where Independence Day celebrations
02:42are about to take place, and we'll be seeing the president
02:46and the foreign minister and members of parliament there.
02:49And we carry on on similar programs in these other countries.
02:54Vineya had asked me to say a few words about what happened.
02:59By way of context, I mean, I think you're all aware
03:02that India has tried to be focused on a very different narrative
03:07from some of our neighbors.
03:09Our focus for some years now has been on being
03:13the world's fastest-growing free market democracy,
03:17attempting to focus on the development of our economy,
03:21our high emphasis on technology and technological growth,
03:27and pulling large numbers of people from below the poverty line,
03:31not just into the 21st century,
03:33but into the world and the opportunities
03:36that the 21st century offers.
03:38And perhaps in that process, we had allowed ourselves in some ways
03:42to be complacent, complacent may be too unkind a word,
03:48but we had not perhaps braced ourselves sufficiently
03:52for the malign influences in our neighborhood
03:54that did not want that story,
03:58that narrative to be told in an uninterrupted manner.
04:03We had been seeing in Jammu and Kashmir,
04:09which, as you know, has for a long, long time
04:11been coveted by our neighbors on the other side, Pakistan,
04:16we had been seeing not just peace, but increasing prosperity.
04:22In fact, Vineya gave me this wonderful nugget
04:25that the number of tourists in Kashmir last year
04:28was double the number of tourists in Aspen, Colorado last year.
04:32So that was the kind of,
04:34the kind of,
04:35of not just normalcy,
04:38but growth prosperity
04:40that the people of Kashmir were enjoying
04:42as Indians and foreigners
04:45were flocking to Kashmir for tourism.
04:47So some people decided that
04:49they would want, first of all,
04:52to attack that process of normalization.
04:55Second, to undermine the overall Indian narrative
05:00as well as the prosperity of the people of Kashmir.
05:05Third, by doing so in an atrocious manner,
05:10that is, it was not just a terrorist attack
05:13of somebody indiscriminately blowing up people with a bomb,
05:16it was a bunch of people going around
05:17identifying the religion of the people
05:20before them and killing them on that basis,
05:23which was clearly intended
05:25to provoke a backlash
05:28in the rest of India
05:29since the victims were overwhelmingly Hindu.
05:34In fact, 26 people died,
05:3725 Indians and one Nepalese.
05:39And the Nepalese happened, of course,
05:42didn't get a chance to say he was Nepalese,
05:45but he was a Hindu,
05:46so he would have probably been killed anyway.
05:48And quite astonishingly,
05:49one person who wasn't killed
05:51was a Hindu professor
05:53who happened to be able to recite the Kalima,
05:57the first verse of the Koran,
05:59and therefore was not shot,
06:02which is a very interesting message.
06:05And it was very, very clearly,
06:06I mean, for us,
06:07it was not that there was any doubt
06:10about the motives of these people,
06:11but it was particularly driven home.
06:13So in many cases,
06:15the husband was shot
06:17and the wife was told
06:18to convey the message back
06:19that he was shot for his faith.
06:22And I'm very proud as an Indian
06:23to say that that did not happen,
06:26that there was no backlash,
06:28that Indians held together
06:29unitedly in the face of this atrocity.
06:34The Kashmiris,
06:35who are overwhelmingly Muslim,
06:38as you know,
06:38were not just completely distraught
06:44by what happened,
06:44but there was public rejection of this.
06:48The next day,
06:48the entire state downed its shutters.
06:53There was a public observance
06:55of support and solidarity
06:57for the victims.
06:59The state assembly as well,
07:00all shades of political opinion.
07:03One of the victims,
07:05I should have added,
07:05was a Kashmiri Muslim pony operator
07:09who attempted
07:10not just to save the lives
07:12of his customers,
07:14but to snatch
07:15the kalashnikov
07:16of one of the killers
07:17and it was turned against him.
07:19But others,
07:20I mean,
07:20I had a victim
07:22from my state of Kerala,
07:24who was a 61-year-old man
07:27who was walking in the meadow
07:29with his youngish daughter
07:32and her twin sons age six
07:34when they shot him.
07:37And I went to his home
07:39and called on his widow
07:40and his daughter
07:41and grandchildren.
07:43And it was very, very moving
07:46when this girl said that
07:48though she lost her father that day,
07:51she found two brothers.
07:52And the two brothers
07:54were two Kashmiri Muslim men
07:56who took her to safety,
07:59protected her sons,
08:00and eventually then
08:02accompanied her
08:03to the mortuary
08:03to identify her father's
08:05body and bring it back.
08:06So I give these examples
08:08just to say
08:08there was an extraordinary amount
08:10of togetherness
08:11cutting across
08:12religious and other
08:14divides
08:15that people had tried to provoke.
08:18But the message
08:19was very clear
08:20that there was
08:21a malign intent
08:23that I've just
08:25spelled out for you.
08:27And India
08:28sadly had no reason
08:31to doubt
08:31where it came from
08:32because within one hour
08:34of the atrocity
08:34a group called
08:36the Resistance Front
08:37had claimed credit.
08:39The Resistance Front
08:40was known
08:40for some years
08:41to be a frontal organization
08:43of the band
08:44prescribed
08:45Lashkar-e-Taiba
08:47which is on the US
08:49designated terror list
08:51as well
08:51as well as
08:53the UN sanctions committees.
08:55And India
08:56had gone to
08:56the UN sanctions committee
08:58with information
08:58about the Resistance Front
09:00in 2023
09:02and in 24
09:03and now sadly
09:05it had acted in 25.
09:07They repeated their claim
09:08the next day
09:09until of course
09:11global condemnation
09:11I think
09:12woke their handlers up
09:15to the dangers
09:17as represented
09:17and then they deleted
09:18their claim
09:19on the third day.
09:21But by then
09:22the claim
09:22had been made
09:23recorded
09:24registered
09:24and reported.
09:27And for us
09:27therefore
09:28the culpability
09:30lay
09:32not just
09:33with the
09:33five
09:34four or five
09:35we're not 100% sure
09:36evil killers
09:38who came
09:39to Pehelgam
09:40and did this
09:41did this
09:41atrocity
09:43but also
09:44with those
09:45who had
09:45sent them
09:46financed them
09:47equipped them
09:48trained them
09:49guided them
09:50into doing this
09:52and
09:52since we knew
09:53where Lashkar-e-Taiba
09:54is headquartered
09:55it has
09:56it's
09:56not just
09:57a safe haven
09:58but a rather
09:58generous

10:00campus
10:01in a city
10:02in the heartland
10:03of Pakistani Punjab
10:04we also knew
10:06where the
10:06responsibility lay.
10:09Sadly
10:09Pakistan
10:10chose
10:11to follow
10:12its usual
10:12path
10:13of denial
10:13in fact
10:15Pakistan
10:15with the help
10:17of China
10:17succeeded
10:18in removing
10:19a reference
10:19to the
10:20resistance front
10:21from the
10:22resolution
10:22of condemnation
10:23that was
10:24drafted
10:24in the
10:24security
10:25council
10:25press
10:26state
10:26contextually
10:27not
10:27resolution
10:28and the
10:29security
10:29council
10:30of the
10:30UN
10:30two days
10:31later
10:32but
10:33though the
10:34name was
10:34not mentioned
10:35it was as I
10:35said a
10:36matter of
10:36public record
10:37and we knew
10:38what was
10:38happening
10:39India
10:40replied
10:42immediately
10:42that we
10:43would not
10:43let this
10:43go unanswered
10:44I don't
10:47work for the
10:47government
10:47as you know
10:48I work for
10:48an opposition
10:49party
10:49but I
10:50myself
10:51authored
10:51an op-ed
10:52in one of
10:52India's
10:53leading papers
10:53the Indian
10:54Express
10:54within a
10:55couple of
10:55days
10:55saying the
10:56time had
10:57come to
10:57hit hard
10:58but hit
10:58smart
10:58and I'm
11:00pleased to
11:00say that's
11:00exactly
11:01what India
11:02did
11:02on the
11:03night of
11:04the 6th
11:047th
11:05of May
11:05it was
11:066th
11:06here
11:06it was
11:067th
11:07for us
11:07at 1

11:10morning
11:10a time
11:11chosen
11:11deliberately
11:12to avoid
11:13any risk

11:21place

11:53organizations

11:57Al-Mujahideen
11:58others

12:03message

12:06terror

13:30worshipping

13:35simply

13:36line
13:37of
13:37fire
13:37because
13:37they
13:37lived

13:38districts
13:39adjoining

15:52he attended
15:53the birthday
15:53celebrations
15:54of then
15:54Pakistan
15:55prime minister
15:55Nawaz Sharif
15:56whose
15:57granddaughter's
15:57wedding
15:58was on
15:58the same
15:58day
15:59given
15:59gifts
15:59so when
16:00this
16:01happened
16:01he was
16:02so
16:02astonished
16:02that he
16:02actually
16:03called
16:03the
16:04Pakistani
16:04prime
16:05minister
16:05and said
16:05why
16:06don't
16:06you
16:06join
16:06the
16:07investigation
16:07let's
16:08solve
16:10the Pakistani
16:11you can
16:12imagine
16:12the horror
16:12of the
16:13Indian
16:13military
16:13establishment
16:14of this
16:14idea
16:14that
16:15Pakistani

16:17are going
16:17to come
16:17to an
16:18Indian
16:18airbase
16:18but
16:19they came
16:20and
16:22they went
16:22back to
16:23Pakistan
16:23and said
16:23oh the
16:24Indians
16:24did it
16:24to
16:24themselves
16:25that
16:26was
16:27the
16:27last
16:27straw
16:27I
16:28mean
16:28it
16:28was
16:28just
16:29the
16:29we'd
16:30already
16:30gone
16:30through
16:31the
16:31horrors
16:31of
16:312008
16:32in
16:32Mumbai
16:33when
16:33170
16:34people
16:34had
16:34been
16:34killed
16:35and
16:35the
16:35Pakistani
16:36denials
16:37at
16:37that
16:37time
16:38were
16:38laid
16:39bare
16:39not
16:40that
16:40we
16:40caught
16:41one
16:41of
16:41the
16:41terrorists
16:41alive
16:42and
16:42his
16:42identity
16:43his
16:43address
16:44his
16:44family
16:45etc
16:46were
16:46identified
16:46in
16:47Pakistan
16:47but
16:48equally
16:48because
16:48that
16:49drama
16:50took
16:50place
16:50over
16:51three
16:51days
16:51during
16:51which
16:51western
16:52intelligence
16:52agencies
16:53trained
16:53their
16:54recording
16:54devices
16:55amongst
16:56other
16:56things
16:57on
16:57Pakistani
16:58the
16:59chilling
17:00voice
17:00of the
17:01Pakistani
17:01handler
17:02giving
17:03minute
17:03by minute
17:03instructions
17:04to the
17:05killers
17:05in
17:05Mumbai
17:06so
17:07the
17:07evidence
17:07was
17:08there
17:08there
17:08there
17:08been
17:08denial
17:09and
17:09that
17:09denial
17:10was
17:10proven
17:10to be
17:11completely
17:11false
17:12and as
17:13you know
17:14thereafter
17:14the
17:15Pakistanis
17:16claimed
17:16not to
17:16know where
17:17Osama bin
17:17Laden
17:18was
17:18until he
17:19was found
17:20in a safe
17:21house right
17:21next to an
17:22army cantonment
17:23in a city
17:25dominated by
17:26the army
17:26this is
17:28Pakistan
17:29and I'm afraid
17:29for us
17:302015 was the
17:32last opportunity
17:33for them to
17:33behave
17:34to cooperate
17:35to really show
17:36they were
17:36serious
17:37about
17:38ending
17:39terror
17:39as they
17:39claimed
17:40every time
17:40that they
17:41were
17:41and since
17:42they did
17:43not do
17:43it in
17:43January
17:44in September
17:442015
17:45there was
17:46another
17:47attack
17:47in a place
17:48called
17:49Uri
17:49also not
17:50far from
17:50the border
17:50and this
17:51time India
17:52breached
17:53the line
17:54of control
17:54which we
17:55had rigorously
17:56observed
17:56throughout
17:57in every
17:57previous
17:58we had
17:59never crossed
18:00the line
18:01of control
18:01we crossed
18:02it with a
18:02surgical strike
18:03in September
18:04of 2015
18:05that seemed
18:06to calm
18:07things down
18:07a bit
18:08but unfortunately
18:08in January
18:09of 2019
18:10there was
18:11another terror
18:11attack
18:12in a place
18:12called
18:12Bulwama
18:13killing
18:1340 Indians
18:15at that
18:15point
18:15and then
18:16India
18:17responded
18:17not just
18:18by breaching
18:18the line
18:19of control
18:19but also
18:20breaching
18:21the international
18:21border
18:22and striking
18:23with
18:25our air
18:27force
18:27a known
18:29terror
18:29training
18:30camp
18:30in a
18:31place
18:31called
18:31Balakot
18:32now
18:33we have
18:34not just
18:34crossed
18:34the
18:34LOC
18:35we have
18:36also
18:36crossed
18:36the
18:36international
18:37border
18:37we have
18:38hit
18:38Pakistan
18:39in their
18:40heartland
18:41and we
18:42have done
18:42so as I
18:43say
18:43only to
18:44send a
18:45message
18:45about
18:46terror
18:47we are
18:48not interested
18:49and we
18:49still remain
18:50absolutely
18:51clear that
18:52we are not
18:52interested in
18:53warfare with
18:54Pakistan
18:55we would
18:56much rather
18:56be left
18:57alone
18:57to grow
18:58our economy
18:59and pull
19:00our people
19:00into the
19:01world
19:02that they're
19:02ready
19:03getting ready
19:03for in
19:04the 21st
19:04century
19:04we have
19:05no desire
19:06to have
19:07anything
19:07that the
19:08Pakistanis
19:09have
19:09sadly
19:10we may be
19:11a status quo
19:12power
19:12they are not
19:13they are a
19:14revisionist
19:14power
19:15they cover
19:15territory
19:16that India
19:16controls
19:17and they want
19:18to have it
19:18at any
19:19price
19:20and if they
19:20can't get it
19:21through conventional
19:22means they're
19:23willing to get
19:23it through
19:24terrorism
19:24that is not
19:26acceptable to
19:26us and
19:27that's really
19:28the message
19:28that we are
19:29here to give
19:30all of us
19:30all of you
19:31in this
19:32country
19:32and elsewhere
19:33we are
19:38determined
19:38now
19:39that there's
19:40got to be
19:40a new
19:41bottom line
19:42to this
19:42we have
19:43tried everything
19:44international
19:45dossiers
19:46complaints
19:47to sanctions
19:47committee
19:48diplomacy
19:49even this
19:51joint investigation
19:52attempt
19:52everything has
19:53been tried
19:54Pakistan has
19:55remained in
19:56denial
19:56there has
19:57been
19:57absolutely
19:58no
19:58conviction
19:59no
19:59serious
