00:00Mr. President, the good news is that I am the last speaker of the day.
00:04That is good news.
00:06I wish I could tell you my speech will be short.
00:09I don't think it will be long, but I will try to make it interesting.
00:13I want to tell you a story, and it's not a story about anything that's happened in this building.
00:20It's a story about a very humble Catholic parish in Northside, Richmond, Virginia, called St. Elizabeth's of Hungary.
00:32It's a very humble parish.
00:35It's a small parish.
00:36It's slightly over 100 years old.
00:39It's the church where my wife and I were married more than 40 years ago,
00:44where all three of our children were baptized,
00:48where we attended Mass just this last Sunday to hear the gospel reading,
00:54the story of the Good Samaritan.
00:59The church was founded more than 100 years ago in an unusual way.
01:04There were Italian and German immigrants in Richmond
01:08who felt looked down upon because of where they had come from,
01:14and because of the accents that they spoke with,
01:18and that their English wasn't so good.
01:21And in the aftermath of World War I,
01:24people looked at German Americans and Italian Americans with some suspicion.
01:28German language was being criminalized in some of our states in the aftermath.
01:34And these immigrant refugee Catholics decided that they wanted a place
01:41where they could feel welcomed, loved, and safe as they worshipped
01:47in accord with the American value of freedom of worship.
01:51And so they set up this little parish in the Highland Park neighborhood of Northside,
01:56Richmond, Virginia, where they could go and be together and feel safe.
02:01They chose an interesting name, St. Elizabeth of Hungary.
02:05St. Elizabeth of Hungary lived 1,000 years ago.
02:10She was a teenager and she was a queen in a time of great poverty.
02:16And against the wishes of her husband and other officials,
02:20she would take bread and put the bread inside of her garments
02:24and go out and distribute it to the poor.
02:26And once she was caught and she was made to open her garment,
02:33and when she did open her garment, the bread had turned into roses,
02:36and that's the miracle that was attributed to her.
02:40She lived only a short time and died, but she was made a saint by the Catholic Church.
02:44And these immigrants who started my parish chose that name
02:49because they felt like that was what was needed in the world,
02:56people who would try to serve others in need.
03:01A hundred years later,
03:03we celebrated the centennial of my church, Mr. President, a couple of years ago,
03:08and I was sitting there.
03:10I've now been a member of the parish for 40 years,
03:12and I was looking around,
03:13and I realized times change and they don't.
03:17Catholic Relief Services,
03:20which is one of the largest agencies in the United States
03:25that helps settle refugees who are legal immigrants,
03:29refugees are legal immigrants,
03:32about 15 years ago settled a Congolese family into my church
03:36who had been in a refugee camp after fleeing violence in the Congo.
03:41Catholic, French, and Swahili speaking,
03:44one Congolese family came to my church.
03:49And then over time,
03:50Catholic Relief Services decided,
03:53well, this family likes St. Elizabeth's
03:56and they feel welcomed here.
03:57And other families started to come to my church.
04:01And so by now,
04:02as we were celebrating our centennial
04:04and I'm looking around the parish where I go,
04:06this small, very humble parish,
04:09it is sizably a Congolese refugee population,
04:14legal immigrants to the United States
04:17who have been settled through the Catholic Relief Services,
04:21and they've come to a place
04:23where they feel loved and cared for
04:26and safe and welcome.
04:29The color of their skin,
04:31the accent that they use,
04:33the fact that they're unfamiliar with American culture
04:36might make them feel not so welcome in other venues,
04:38but in my church they feel welcome.
04:41And it made me realize,
04:42as we celebrated that centennial,
04:45that my church looks real different in some ways
04:48than when it was founded a hundred years ago,
04:51but in other ways it's exactly the same.
04:53It's a haven for people
04:54who are legal immigrants to the United States
04:58but need a place where they can gather with others
05:00and feel welcome.
05:00Why do I tell that story?
05:05How is it connected to the rescission bill
05:07that we're going to be voting on tomorrow?
05:10President Trump has sent a bill to Congress,
05:15and one of the pillars of that bill
05:19is to rescind the funding
05:21for refugee resettlement programs in the United States,
05:25run by churches.
05:26Seven of the ten organizations
05:31that resettle refugees in the United States
05:34are faith-based organizations.
05:37The largest two are the U.S. Conference of Catholic Bishops
05:41operating through Catholic Relief Services
05:44and the evangelical organization World Vision.
05:51But it's not just them.
05:53Church World Service,
05:57Lutheran Social Services,
05:59the Episcopal Church of the United States,
06:02World Relief,
06:04Hebrew Immigrant Aid Society
06:07founded more than a hundred years ago
06:09to try to bring Jews at that point from Europe
06:12to the United States
06:14and make sure that as legal immigrants,
06:16yes, they would be allowed to be here legally,
06:18but they needed someone to teach them
06:20about American culture
06:21and integrate into American life.
06:24The practice of American religious organizations
06:28assisting in legal immigration
06:31goes back more than a century.
06:35And President Trump's rescission package
06:37that is before us
06:38wipes out funding
06:40to a dramatic degree
06:42for virtually all of them.
06:45Hebrew Immigrant Aid Society
06:47has had to lay off hundreds of staff.
06:52World Relief said this.
06:54President Trump said he will defend persecuted Christians,
06:57but the U.S. Refugee Resettlement Program
07:00is one of the primary ways
07:03that the U.S. government
07:04protects Christians
07:06and others fleeing persecution.
07:09The Episcopal Church of the United States
07:12has had to end
07:13its long-standing refugee resettlement program
07:16because of President Trump's budget cuts.
07:21Lutheran Social Services has had to,
07:24they've struggled to make payroll,
07:26they've had to lay off so many people,
07:28they've reduced the services
07:30that they're able to provide,
07:31especially to Afghan allies
07:33who were in the United States
07:35because they worked
07:36with the United States military
07:38in Afghanistan
07:39to protect our troops.
07:44Catholic Charities has laid off
07:46all kinds of staff.
07:49The families at my church,
07:50they come up to me after Mass on Sunday
07:52and they're so frightened
07:53about what might happen
07:55because many of them have families
07:56still in refugee camps
07:57who might want to come here
07:58as legal refugees,
08:00as legal immigrants.
08:01I don't know of a president
08:05who has attacked
08:08religious organizations,
08:11Catholic, Evangelical, Jewish,
08:13who have been doing this work
08:16in many instances
08:17for more than a century
08:18in such an orchestrated,
08:20intentional, and calculated way
08:23as President Trump.
08:28Matthew.
08:31I was a stranger
08:32and you welcomed me in.
08:34I was sick
08:35and you cared for me.
08:36I was hungry
08:37and you fed me.
08:38This is bedrock belief
08:41of our nation's
08:43religious organizations
08:45that they will follow the law,
08:49legal refugee program,
08:51but they will help
08:52the person
08:53who is accessing
08:55legal refugee programs
08:57to be able to integrate
08:59into a society
09:00so they can live
09:02with some sense
09:03of dignity
09:04and have some chance
09:06of success.
09:07Why cut these programs?
09:10Why look in the face
09:11of these religious organizations
09:13who out of a motivation
09:14of conscience
09:15for decades,
09:17even a century,
09:19have decided
09:21that they will try
09:22to smooth that path
09:23to integrate people
09:25into American life
09:27who are here lawfully,
09:28why cut their funding?
09:32Why force them
09:33to be laid off?
09:34Why debilitate
09:35their ability
09:35to provide services?
09:37It's an attack
09:38on the religious organizations
09:40so that they cannot
09:42do the work
09:43that their faith
09:45in their creator
09:46compels them to do.
09:49I'm not surprised
09:51that President Trump
09:52would propose this.
09:54the language
09:56and the rhetoric
09:57and the behavior
09:58that he has exhibited
09:59toward even legal refugees,
10:03legal immigrants
10:04to this country
10:04lead me to not be surprised
10:06that this important funding
10:09is on the chopping block
10:10in the bill
10:10that he sent
10:11to the Senate.
10:12But I have to admit
10:14that I am surprised
10:15that it seems to be
10:17just moving on a path
10:19to being accepted.
10:21that it was accepted
10:22in the House
10:22without much drama,
10:26including by a whole lot
10:28of people
10:28who go to churches
10:29just like me
10:30and hear sermons preached
10:32about the Good Samaritan
10:34just like I do
10:35every Sunday.
10:37And we'll have
10:38an opportunity tomorrow
10:39to grapple with it here.
10:40I intend to
10:41at least offer
10:42an amendment
10:43to try to
10:44strip this piece
10:45of the bill out
10:46so that the bill
10:48will not be
10:49an attack
10:49on religious organizations
10:51doing what they feel
10:52compelled by their faith
10:54to do.
10:56And it is my
10:57prayer that the entire
10:59rescission bill
11:00fail
11:00for the reasons
11:01my colleagues have said
11:02a deal is a deal
11:03and we shouldn't
11:04backtrack on it.
11:05But if we can't defeat
11:06the entire rescission bill
11:09it is my hope
11:10that we will
11:11allow
11:12organizations
11:14like Catholic Relief Services
11:16and the Hebrew
11:17Immigrant Aid Society
11:18and the Episcopal Church
11:20and World Vision
11:21and World Relief
11:22and Lutheran Social Services
11:24it is my hope
11:25that we will
11:26at least allow them
11:27to practice
11:29the faith
11:29they sincerely believe
11:31and do it
11:32in a way
11:32consistent
11:33with what their
11:34practices have been
11:35for decades
11:35and in some case
11:36even more than a century.
11:39And so that's what
11:40I'm going to be
11:40praying for tonight
11:41that there's a bit
11:42of an epiphany
11:44in this body
11:45and we realize
11:47that the work
11:48that these church
11:48based organizations
11:49are doing
11:50isn't bad
11:50this work
11:52isn't something
11:52that should be
11:53slashed and cut
11:54with these valuable
11:55faith workers
11:57laid off
11:57my hope is
11:59that the Senate
12:00will realize
12:00this is good work
12:01that is really
12:02at the core
12:03of who we are
12:03as Americans
12:04and tiny little parishes
12:06like St. Elizabeth
12:07of Hungary
12:08or synagogues
12:09or other churches
12:10all over this country
12:11who pride themselves
12:13on offering
12:14a welcoming environment
12:16for people
12:17who are here
12:17lawfully
12:18and want to make
12:18a way in America
12:19will be able
12:20to continue
12:21to do just that.
12:26With that
