00:30In 2015, when the state decided to convert this abandoned place into an immigration detention center, there was no will to guarantee the basics, humane treatment, due process, or respect for dignity. For a decade, it operated as a warehouse for people, not as a space for justice. The humanitarian crisis in Haiti and the massive immigration operations demanded action.
00:55Today, after an investment of 88 million pesos, the now-named Haina Migration Processing Center, CPM Haina, shows a structural and ethical transformation. The visit by the Migration Policy Observatory, OPM, yesterday, was not a mere formality. It was an act of citizen verification.
01:16It was confirmed that there are spaces, such as separate pavilions for men, women, children, supervised by Conani and UNICEF, and repatriated Dominicans. The medical areas, its own kitchen, and documented entry protocols are being remodeled and equipped.
01:33From the identification of detainees to repatriations, the processes emphasize respect for human dignity, according to the Director of Migration, Vice Admiral Luis Rafael Lee Ballester.
01:45This center is no longer the repugnant warehouse of the past. It is the materialization of a commitment announced in April with the 15 immigration measures of President Abinader, where the border between national security and human rights should not be a line, but a bridge, while the country faces threats to its internal security.
