05:37First up, in midst of all the arguments that are swirling around Mr. Jha,
05:41the government of Bihar and even the government of the day continues to build one argument.
05:48That is, does the RGD or the Gatbandan in Bihar want illegals to vote
05:54when it comes down to the special revision of roles that is taking place?
05:57Preeti ji, it's a very, I mean, your channel is very, very responsible.
06:03But tell me, we have three chief election, three election commissioners.
06:09One is in Delhi, Gyanesh ji.
06:13Then we have Joshi sahab.
06:15We have Sandhu sahab.
06:17And we have a chief electoral officer in Bihar, Gunji al-sahab.
06:22Has anyone of them come to the press and said that, look, we have discovered or invented or whatsoever
06:29the illegal immigrants or the number of entries which are foreign nationals in the electoral role of Bihar
06:36in whatever district they wish to say?
06:39We have not heard.
06:40What we have heard, an attribution to an entity called sources.
06:46I don't know where have we reached in our parliamentary and political career that sources.
06:51And there is, there is, I mean, not even a single question who the sources are.
06:56But the fundamental fact remains, not what the BJP says, that has the EC said it.
07:04And if the EC has said it, the same contaminated electoral role is responsible for electing Honourable
07:11Prime Minister thrice, 14, 19, and 20, 24.
07:18Let these kind of things, even the draft role is not ready.
07:21There is a total kiosk in Bihar in every nook and corner.
07:25Some of your reporters and strangers, if you ask them about several districts, they'll tell you there is a wide confusion.
07:32Honourable Supreme Court gave a direction to the Honourable Election Commission of India
07:37that in order to maximise inclusion and minimise kiosk, you must look at ration card,
07:44EPIC voter card, and Aadhar card at the top of it.
07:48We have not had any word, official word, again, leave a side source, from the Election Commission.
07:55So what I am sincerely of the view, that a commission which was designed by the first CEC, Sukumar Singh,
08:03he would not even imagine that we shall come at a position, then in lieu of EC, some sources will speak,
08:12and then there shall be political commentary on it, bereft of any evidence, bereft of any scientific, rational, bereft of any political understanding.
08:24Right. You know, Mr. Jai, I understand your apprehensions, especially when it comes down to where this information is stemming from,
08:31that there are illegals in Bihar, from Nepal, from Bangladesh, from Myanmar, because it's all source-based information.
08:38And, you know, you're completely right where you say that there should at least be an official indication.
08:44There should be a press conference by the EC, instead of source-based information.
08:48Two questions I'll follow up with this.
08:50Number one, Manojha, on the larger context of this entire exercise,
08:53while there are issues and the opposition like you continue to highlight those,
08:57the government of Bihar, be it the JDU, be it the BJP, be it even the LJP,
09:03constantly goes on to say, all of these parties, what's the problem?
09:07Because over 70% of people, as per the official data, I'm only quoting official data,
09:12have already submitted their forms, number one.
09:15Number two, the constant refrain, Mr. Jai, is that the likes of your party want illegals to vote.
09:22All of these terminologies, you know, being peddled right now.
09:26But the larger indication, what's wrong with an exercise which only deletes bogus voting?
09:33That's what the various parties are stating.
09:37Priti, I think your question itself is loaded with lots of misinformation, half-truths,
09:44which have again come from the sources or from the BJP quarters.
09:49But having said that, I'll tell you, let's go one by one.
09:52First of all, I have said it earlier and I repeat, first of all, our people in Delhi,
10:00whether the BJP government or the Election Commission,
10:03should understand the Indo-Napolese relationship across 15, 16 districts in Bihar.
10:11There are marriages across the border.
10:12I mean, the forces from Nepal work for you.
10:17They work here.
10:18There are different kind of treaties that are between these two nations.
10:22But then, I think these are post-truth times.
10:26So I won't get into that and waste my time and your time.
10:30Your channel, I repeat, is a responsible channel.
10:33I would request you, ask your reporters, ground-level reporters,
10:38because one Hindi daily has also done extensive reporting today.
10:44That's one of the popular Hindi daily, not only in Bihar and Thai, North India.
10:48English dailies, every newspaper, which matter for this country, they have been doing it.
10:55Are they bringing issues from the heaven?
10:57The fact of the matter is, let me tell you why.
11:02Why did we object?
11:0422 years ago, it happened.
11:07Do we even remember that in 2003, when Atal Jiri was the prime minister,
11:13these kind of exercises happened at a grand scale, at a large scale.
11:18If we come across any noise, any conflict,
11:232003, you must have been there, in whatever capacity, wherever.
11:26You might not have heard.
11:28I don't remember.
11:29I was teaching in Delhi University.
11:32I never heard anything about 2003 exercise.
11:36Why this time it is troublesome?
11:39That means the people who designed it, who envisaged it,
11:43they were not very clear what do they want,
11:45and how do they want what they want.
11:47Number two, when the CEC took over,
11:51and I was very glad when he said, immediately after taking over,
11:54that no decision of mine shall be without consulting the political parties,
12:00it certainly was a huge decision.
12:02Did he consult the political parties?
12:05No.
12:06Maybe he might have consulted one,
12:09but that doesn't represent the plurality of political culture in India
12:13and multi-party system in India.
12:15Third, how did he arrive at the conclusion
12:18that these 11 documents are sacrosent,
12:21the rest of the documents shall not be entertained?
12:24How did he emphasize that the exercise has to begin from Bihar,
12:27which is going to have official notification in the month of September?
12:33Look at the rush.
12:34Look at the chaos.
12:35The chaos is because of the pressing timeline,
12:38not because of any.
12:39We are not principally opposed to it.
12:41The fact of the matter is,
12:43you did not put your head into it.
12:46And as a result of which,
12:47all these things which I'm telling you on your channel
12:50have been raised by,
12:52have been spoken by the Honorable Supreme Court also.
12:57But because it's an ongoing exercise,
12:59Supreme Court said that we are fixing a date of 28th of July.
13:03But meanwhile,
13:05we want you to maximize inclusion
13:07and look at these kind of documents like Aadhaar,
13:10EPIC voter card and Russian card.
13:13But there is no official confirmation.
13:17So what I mean that we are not against the exercise.
13:20We are against the transparency.
13:22We are against minimizing participation.
13:26And in the same election commission
13:27is aware of the fact that roughly 20%
13:30of Bihar's population live outside Bihar.
13:34And their presumption is
13:36that the people who live outside Bihar
13:38may have duplicate,
13:40may be duplicate voters.
13:43Now, where is the evidence?
13:45For this also, you need evidence.
13:48Bereft of evidence.
13:49So, Mr. Shah, primarily you're saying
13:51your political outfit has two issues.
13:53One, of course, is the timing of it
13:54taking place three months before elections
13:56in the month of monsoon.
13:57Number time, you're talking about transparency.
