00:08In today's Dominican Republic, public trust in the judicial system has been gradually fading.

00:13The undeniable reality is that we are currently experiencing a backlog of cases,

00:18which in turn deepens procedural delays and overwhelms the Corps' capacity

00:23to deliver swift and transparent justice.

00:26Despite the modern foundations established by the Criminal Procedure Code,

00:30enforced for 21 years, the system has not been able to fulfill the guarantees it promised.

00:37Structural failures, such as the overwhelming accumulation of cases

00:41and the excessive use of pretrial detention,

00:44undermine its spirit of protection for individual rights.

00:48Aware of these crossroads, Liston Diario has convened key players in the system.

00:53The Supreme Court of Justice, the Attorney General's Office,

00:57the Public Defender's Office and Judicial Operators

01:00for a deep examination of these challenges.

01:04Starting Monday, July 14, we will begin a series of panel discussions

01:08to reveal the operational and legal limitations obstructing justice.

01:14This newspaper, committed to shedding light on society's essential problems,

01:18considers it urgent to bring the judicial system before the core of public opinion.

01:24Only then will we be able to understand the root causes of judicial congestion,

01:30stalled cases and the recurring litigation that paralyzes the courts.

01:35Beyond the recognized issues of staff shortages and technological deficiencies,

01:41there are critical, unresolved bottlenecks.

01:45For example, abbreviated trials, cornerstones of the cold, remain an unfulfilled promise.

01:52Interinstitutional coordination, though on the way through the 2022 Criminal Optimization Program,

01:59still has not permeated the entire structure.

02:03The goal of this panel series is to uncover concrete solutions.

02:06We trust that, once presented, judicial actors already working together in technical working groups

02:14will commit to driving effective implementation of the code.

02:19Citizens demand a system that turns legal norms into tangible outcomes.
