00:45Alright, let's start with Kakusan.

00:47So what is the government project that addresses the issue of flooding

00:50and ensures the safety of the residents living along the riverbanks in Kavite?

00:54Tell us about this project.

00:55Yes, basically, especially east north side, near the Manila Bay.

01:03It's elevation around 2 meter below the sea level, above sea level.

01:09It's what we call the low land area.

01:10So this area is always suffer from the low pressure and the hava gap and the typhoon.

01:18They're always caused by the water overflow, flooding, and insufficient drainage system

01:26and also high tide.

01:28So this is very always a low flooding area.

01:31That's what we study and conduct in implementing about structural and non-structural measure.

01:39Alright, Kakusan, who will benefit from this project?

01:42Basically, the residents around that area, we are trying to cover in the reduced human casualty

01:50and also business people now.

01:52So Mr. Kakusan, what areas are covered by this project and how will it affect or it will solve the problem in flooding,

02:02particularly in the rivers?

02:04Yes, sir.

02:05This is actually the second project we are not ongoing now.

02:09First project is in the Imus River and Bacor River.

02:14We already constructed two retaining basins.

02:17This retaining basins is the first time constructed in the Philippines.

02:21Now it's trying to catch the water.

02:25It's very much functional, effective now.

02:28And then ongoing now we are going to do another work in that it's called the river improvement

02:35plus the retaining basins now for a different next area, covering the area.

02:41Maybe also, now who are the partners in this project?

02:45The partners, basically, our implementing office is TPWH.

02:49And also we have a conducting with concerned agency, five LGU plus the provincial government

02:58and also OCD and PAGASA and TILG and all concerned government agencies.

03:12All right, bilang non-structural measure specialist, tell us about the work that you do

03:17at kaugnay na rin po sa flood mitigation project na ito, lalo na po sa mga naninirahan po sa tabig ilo ba?

03:23Ang non-structural measures ay ang counterpart measure ng structural.

03:28Kung sila ay gumagawa ng mga struktura para mabawasan ng pagbaha yung magnitude ng flood,

03:34ang non-structural measures ay binabawasan ang vulnerability ng mga komunidad na mga tao

03:41laban sa risk na dulot ng iba-ibang hazard, particularly flood, typhoon, etc.

03:47So let's talk about yung Cavite area po, Ma'am. Kamusta po ba yung kalagayan po

03:52at efekto po ng pagbaha po sa lugang na ito?

03:56Ito ay isang, over the years, magmula 2006, yung Bagyong Milenyo,

04:03Undoy, Habaga 2012, Habaga 2013, at lately yung Bagyong Paeng,

04:10Sobrang pinsala ang nangyayari dun sa aming areas, Noveleta, Imus, Kawit, Bacoor, at General Trias,

04:18and also Rosario.

04:20So yung non-structural measures, kami talaga ay nakikipagtulungan at ang trabaho ay talaga sa community.

04:27Ini-involve yung community, yung mga tao, sa iba-ibang non-structural measures na dinidesign ng project,

04:33katulad sa emergency management, nandiyan yung pag-strengthen namin ng organization sa communities at sa LGUs.

04:44Sinisigurado namin na nandoon yung mga DRRMO, mga planning offices, para maisagawa yung project.

04:53Kasi yung aming talagang pangunahing layunin ay sustainability at continuity na kahit matapos yung project,

05:04ay tuloy-tuloy na magagawa ng mga LGU, mayroong technology transfer.

05:09Isa sa mga projects or programs na ginagawa naman ay ang IEC.

05:15Talagang pumupunta kami sa mga skwela, katulong ang DOST Pag-asa, yung basic knowledge about hydromethazards,

05:24flood, tropical cyclos, talagang itinuturo sa mga grade 5, grade 6, tapos may bago rin yung programa para sa high school.

05:33Also, tumutulong kami sa flood mapping para ma-identify yung mga,

05:40hindi lang yung mga hazard areas kung saan huwag magtatayo ng mga struktura,

05:45tinutukoy din namin yung mga safe spaces para bago pa magbaha, makakapunta na dito doon sa mga safe spaces.

05:54And sa farming communities, pati animal shelters, ginagawa natin.

05:58Pero I'm sorry to cut you off. Kasi di ba may mga nag-ereklamo ng mga lugar.

06:02Dati, sinasabi, dati hindi kami binabaha. Pero ngayon, binabaha na.

06:07For example, nung last time, yung Commonwealth Avenue, binaha siya eh.

06:12Pero ano ba bilang inyong expertise na rin?

06:15Ayun yung nakikita niyong problema. Bakit biglang binabaha ngayon yung mga lugar dati na hindi naman binabaha?

06:20Okay. Marami kasing klase ng pagbaha.

06:23Andyan yung urban flooding, na-mention ni misal kako kanina, na yung drainage problems.

06:30Tapos meron urban development management na naging medyo out of control sa iba-ibang lugar.

06:37Mga natayuan yung mga branches ng rivers, baradong drainage, madaming basura nagka-clog sa rivers.

06:45So lahat yan sa non-structural measures, pumipili lang kami ng focus.

06:49Katulad ng Cavite, for instance.

06:52Meron siyang lowland.

06:53Yung binabaha.

06:53O, meron din siya upland.

06:57E upland, pag malakas yung ulan doon, kahit hindi pa bumabaha sa lowland, yung agos ng tubig, yung mga trosong na puputol, yung mga basura.

07:08Kaya ngayon, tapos kumikipot pa yung mga rivers.

07:11Tsaka yung sinasabi ko nga na natabunan yung mga branches ng rivers dahil sa development.

07:17Okay.

07:18So we have a project now that will give solutions.

07:21So lastly, Kakusan, tell us when is the target completion of this project?

07:25When did it start?

07:26And what do you look for after the completion?

07:29Yes.

07:29Now, ongoing project now we are starting the detailed engineer design starting for 2018.

07:35Then actually it's construction supervision and it's starting 2022 and our target is 2028 at this moment.

07:57Yes.

07:57Because we are doing this project is just, it's not, it's a long-term solution.
