PPCRV reports 99 percent match rate

PPCRV (Parish Pastoral Council for Responsible Voting) spokesman Anna De Villa-Singson reported a historic 99.909% match rate between electronically transmitted election returns and their corresponding physical copies during the May elections. The organization found only three minor discrepancies out of the thousands of precincts audited.

00:00But after we called them, there were duplicates.
00:03So maybe Komelek, you were missing some of your ERs because some of them got sent to us.
00:07Sometimes they sent us all the pre-election ERs, and that's why we got 71.
00:12But when we called out all the duplications, we ended up with 61,482 scanned ERs.
00:21And if you look at that, that's equivalent to 38.3 million voters.
00:26Out of 69 million population of voters.
00:31So our database actually comprised 54.9% of all the voting public.
00:40That is the biggest audit of any election at 54.9%.
00:45It's not a sampling anymore. It's actual. And it's huge.
00:49So what did we discover?
00:50After 38 days, after more than 10,000 volunteers, we discovered,
00:56five issues. Five, okay?
00:59And out of those five issues, what were they?
01:02In Precinct 1, 2, 4, 720, the issue was,
01:06there was an additional one vote for Garcia and Gerardo in the local ER,
01:10and one additional in the physical, and then in the second precinct with an issue,
01:20it was also plus one in the Senators, minus two in the ERs, and minus one again in the physical ER.
01:28The third, same story, for the fourth and fifth, they actually sent us final testing and sealing reports.
01:36So everything was zero.
01:38So of all of these five, these last two are not mismatches.
01:43They are wrongly sent ERs.
01:45They should not have sent us the FTS.
01:48They should have sent us the ER.
01:49So really, we found three.
01:52Three issues. Three.
01:54So if we move on, I would like to note that this is notably low.
01:59It is our lowest.
02:00And as such, we got our highest match rate of 99.909.
02:06But when we got this, we were like,
02:08aha, it was an aha moment for us because these are audit logs of the precincts.
02:14Why is it an aha moment, especially for William, Ronald, and me?
02:18For the past years, we have been begging Comelec to give us the audit logs.
02:23Why are the audit logs important?
02:25They will show you the activity of each ACM.
02:29It will tell you.
02:31It's an audit of what each ACM did.
02:33And we have been asking for that since 2010.
02:36Yes?
02:37We never got them.
02:38Today, in 2025, we did.
02:40And we're actually showing them to you.
02:43The audit logs.
02:43Now, we have our own interpretations because we read the audit log.
02:47But we will leave them please to Comelec to explain,
02:50to tell us what happened to those three issues.
02:54Now, the unofficial parallel count, as we said, 38 days,
02:58three days matches, 99.909 match rate.
03:01And we are asked, is it worth the bother?
03:05And all of us say, of course it is.
03:07Because that is our advocacy.
03:08Our advocacy is for CHAM elections.
03:11Elections that are clean, even if we have to dig for the data.
03:15For honest, we will work for that, that are accurate.
03:18And that's what we're doing here.
