00:00It was the volume of water and the speed it came, which has made this day for so many families so truly awful.
00:09The Guadalupe River is known for flooding, but not like this.
00:16There was little warning. Early forecasts had been for a broad flood watch.
00:21And it was only during the night that urgent upgraded warnings were issued.
00:26I've seen about 15 or 20 trailers come by this morning.
00:30And they, and cars, and a lot of them had people in them that were screaming and we couldn't do anything about it because they were 100, 200 feet away.
00:42This is an area popular for children's summer camps.
00:45And so children were out there sleeping when the waters began to rise sharply.
00:50The searches and the rescues began before daylight.
00:54It's like this everywhere.
00:57This used to be a forest.
01:00But sunrise then revealed the power of the water.
01:05Among the dead and the missing are a group of girls from the same summer camp.
01:10Camp Mystic is for girls aged 7 to 17 and it had 750 attendees.
01:16Parents gathered at a nearby school, now a reunification centre.
01:21Parents here to find their children or to discover that they are now missing.
01:25Rescue crews have used the daylight by air and by river to search a wide area.
01:34People, including many children, found and airlifted to safety.
01:38There have been over 160 separate airlifts so far.
01:42The challenges, though, are numerous.
01:45The water moved debris and those caught up in it large distances.
01:50The mayor of Kerrville was naturally visibly moved by what his town has experienced.
01:55I'm thankful you're here.
01:59Today will be a hard day.
02:05Please pray for our community.
02:09Rescue coordinators explained the complexity of this ongoing operation.
02:15It is a very harsh environment.
02:17We are doing what's called a primary search, which is basically a very quick search.
02:21But when I say quick, that is up, down, sideways.
02:24They're turning over as many rocks as they can.
02:26Culverts up in trees.
02:27They are looking at every possible location.
02:32And then we'll start going into a layered approach.
02:34Weather forecasters say the sheer volume of rainfall was a shock and hard to prepare for.
02:41President Trump has been kept across the developments and he spoke briefly on Air Force One.
02:46I'm sorry, it's terrible, the floods.
02:49It's shocking.
02:51They don't know the answer yet as to how many people, but it looks like some young people have died.
02:56You need a federal aid for the...
02:58Oh, yeah, we'll take care of it.
03:00We're working with the governor.
03:03And look and listen to this.
03:05It's like this for miles and miles and miles.
03:10All those RVs are downriver.
03:13One campsite washed away, the tents and the camper vans taken too.
03:18There is a tragic echo of history here.
03:20In July 1987, along this same stretch of river, ten teenagers were swept away.
03:26This is a place where they are used to flooding.
03:29But on this July 4th holiday weekend, it was on another level.
