00:00Let me now touch upon Anrual Prime Minister's visit to Rio.
00:06The 17th BRICS summit is taking place on 6th and 7th.
00:10Anrual Prime Minister will arrive on the 5th evening, but the main program is on the 6th.
00:17As you know, the format is very clear.
00:19There are full members, which are 10.
00:22There are about 12 partner countries.
00:24There are 8 invitee countries at the head of state, head of government level.
00:30And there are 7 heads of regional and multilateral bodies.
00:34The theme of the Rio summit is strengthening Global South cooperation for inclusive and sustainable governance.
00:43The program on the 6th includes the first agenda item, the reform of the global governance,
00:50where only the full members will participate.
00:53And thereafter, there is the second item on the agenda, the peace and security,
00:58which is in the working lunch format, where the leaders will discuss the agenda item.
01:06And all of this will be captured in the leaders' statements, which will be seen as deliverables.
01:14Post-lunch, the third item on the agenda is strengthening multilateralism, economic financial affairs, and artificial intelligence.
01:26Later that evening, we'll be in official reception.
01:29All the leaders will be participating.
01:31The next day, which is on the 7th, July, the fourth item of the agenda is environment, COP30, and global health.
01:39As you are aware, that Brazil will also be hosting COP30 later in the year, in November,
01:45which is why climate change and COP issues become very important.
01:50As you know, the BRICS process is led by the chair, and they set the agenda,
01:56but the decisions are in a consensus-based format.
01:59We are hopeful that there will be four deliverables, although discussions are continuing still at the Sherpa and the Sioux-Sherpa level.
02:08The leaders' declaration, the leaders' statement on global governance and artificial intelligence,
02:15the leaders' framework declaration on climate finance,
02:18and BRICS partnership for elimination of socially determined diseases.
02:23There will also be, in addition, four reports that will be submitted to the leaders.
02:29One, the deliberations happen during the National Security Advisors' level,
02:35the Business Council meetings that would have happened before that,
02:39the Women's Business Alliance report, and the Civil Council report.
02:43As you know, that all these discussions in the last few months across various platforms and working groups
02:52will find convergence in the declaration of the leaders,
02:56which will be endorsed by the leaders during that time.
03:00Both at the Sherpa and the Sioux-Sherpa level, there have been intense discussions that have taken place.
03:04What we also noticed is that the Brazil's agenda more or less is encapsulating the ideas of the global south.
03:14And these are more or less in alignment with India's provisions.
03:19And lastly, India will be holding the chair of the BRICS next year,
03:25and which is why, in this context, Honorable Prime Minister's visit is even more important.
03:29Secretary Yair just mentioned about the BRICS portion of the visit to Brazil.
03:34I will try and add on to that by talking about the bilateral segment of the visit,
03:39which will be on, I'll start with Brazil, which will be on 8th of July.
03:466th and 7th will be the Rio segment for the BRICS summit.
03:52As you know, Prime Minister has earlier visited Brazil on three occasions.
03:56The first in July 2014, followed by another visit in 2019 to attend the BRICS summit,
04:01and in November last year to attend the G20 summit in Rio de Janeiro.
04:09During the state visit to Brasilia,
04:13Prime Minister is scheduled to hold bilateral talks with President Lula.
04:18The program basically includes a ceremonial welcome on arrival,
04:21followed by a restricted meeting and a delegation-level format talks,
04:27culminating with a lunch hosted by President Lula for Prime Minister Modi.
04:35The state visit will provide an opportunity to review the entire gamut of our partnership,
04:41including trade and investments, oil and gas, renewable energy,
04:45mining and critical minerals, defense and security, agriculture and livestock,
04:51healthcare and traditional medicine, tourism, space, science and technology,
04:56DPI, and also sports and people-to-people relations in general.
05:02Both leaders will also be discussing during their talks global issues of mutual interest.
05:08The visit will be a significant milestone in the India-Brazil strategic partnership
05:15and is envisaged to add renewed momentum to the strategic partnership,
05:19which we agreed to in 2006.
05:23On the trade front, India's trade with Brazil is the largest
05:27compared to any other country in Latin America.
05:30It had reached $16.6 billion in 2022-23 and following the drop in oil and gas prices,
05:39it is now around $12.2 billion,
05:42with India enjoying a trade surplus as we export goods worth $6.7 billion to Brazil
05:51and import goods worth $5.4 billion.
05:54Both leaders have set a bilateral trade target of $20 billion during their last meeting in November 2024.
06:05During their forthcoming meeting in Brasilia,
06:07the two leaders are expected to discuss ways to strengthen and diversify bilateral trade,
06:13including through expansion of the India-Mercosur PTA,
06:16as Brazil will be holding the chairship of Mercosur from 1st July 2025.
06:25India and Brazil are strong proponents of Global South Cooperation.
06:28We also collaborate closely across all global platforms,
06:32of which we both are members, including BRICS, G20, IBSA, and of course the United Nations.
06:39We also collaborate closely as members of G4,
06:42for seeking comprehensive reform of the UN Security Council.
06:47We are looking at a few important bilateral MOUs and agreements,
06:52especially in renewable energy, agricultural research, and security cooperation.
06:57We will give you more details during the course of the visit.
