00:00405 people wound up in body bags on fatal fender benders in road accidents last year.

00:06This is an alarming number that has prompted the MMDA into action, beginning with a multi-sector initiative

00:11aimed at substantially improving road safety through heightened driver awareness of traffic rules and regulations.

00:23The Metropolitan Manila Development Authority, or MMDA, held the Metro Manila Road Safety Summit 2025

00:31to address the rising number of road accidents in the National Capital Region, or NCR.

00:37During the summit, the MMDA spearheaded the launch of the Metro Manila Road Safety Action Plan 2024-2028,

00:45a comprehensive and collaborative strategy aimed at improving road safety through the joint efforts of various sectors.

00:53The event was attended by representatives from national government agencies, local government units,

00:59the academe, civil society organizations, motorcycle rider groups, the private sector, and the transport organizations.

01:07The Road Safety Action Plan is aligned with President Ferdinand R. Marcus Jr.'s 8-Point Social Economic Agenda,

01:15which prioritizes safety and protection of all road users.

01:18The plan was developed with assistance of the World Health Organization and the Policy Center.

01:25It also complements the Department of Transportation, or DOTR's Philippine Road Safety Action Plan 2023-2028,

01:32which targets a 35% reduction in road crash fatalities in the region by the year 2028.

01:39The action plan focuses on five key pillars, road safety management, safer roads, safer vehicles, safer road users, and post-crash response.

02:16According to the data from the Metro Manila Accident Reporting and Analysis Center,

02:21a total of 4,450 deaths from road accidents were recorded in the past decade,

02:28an average of 445 fatalities per year from 2013 to 2023.

02:33During the same period, more than 1 million road crashes were reported in the region,

02:38of which 81% resulted in property damage, 19% in non-fatal injuries, and 0.44% in fatalities.

02:48To further enhance road safety, the MMDA has implemented several initiatives,

02:53including the Metro Manila Accident Reporting and Analysis System,

02:57the Children's Road Safety Park, the Motorcycle Riding Academy,

03:02a ladderized training program for traffic enforcers,

03:05and road safety courses for all stakeholders.

03:08Meanwhile, the Department of Health, or DOH, will conduct training

03:11for MMDA personnel and transport network vehicle service drivers

03:15to become certified medical responders.

03:18The DOH is also advocating for lowering speed limit from 60 kph to 30 kph in urban areas.

03:26However, the MMDA stated that the proposal will first undergo consultations

03:30with the Metro Manila mayors.

03:32In addition, the MMDA is currently studying the possibility of relaxing certain provisions

03:37of the Anti-Drunk and Drunk Driving Act of 2013,

03:41subject to further review and public consultation.
