00:00Senator Kennery, and then Senator Murray, and then Senator Moran.
00:14General, is the theocracy in Iran an enemy of the American people
00:25and all people who refuse to adopt the theocracy's radical version of Islam?
00:36Senator, I'm not a scholar in that regard,
00:39but I would say that Iran presents a clear and present danger to all those who do not bend their will.
00:44Well, do you think they're our friend?
00:46They are not our friend.
00:49And how long have they not been our friend and the world's friend?
00:52For many decades, sir.
00:56How many innocent people has the theocracy in Iran killed
01:03because they refused to adopt the theocracy's radical version of Islam?
01:09I don't have a number, but it's in the thousands.
01:12Tens of thousands, right?
01:14I would think so, yes, sir.
01:15Hundreds of thousands, right?
01:17Again, I don't have the exact number, but I would not be surprised if it were.
01:20If the theocracy in Iran developed a nuclear weapon, would they be more or less dangerous?
01:34No, they would be far more dangerous, Senator.
01:37There's a saying, if your neighbor says he's going to kill you, you should believe him.
01:40Can we agree that the president's decision to destroy the Iranian theocracy's nuclear weapon capabilities made the world safer?
01:56I would say it did.
01:58What's impetuous mean?
02:05Well, sir, impetuous means, again, I'm a poli sci major from the Texas State School.
02:13Impetuous means flipping.
02:16Yeah, without thought, without care.
02:18Yes, sir.
02:19You're not a politician, are you?
02:25No, sir, I am not.
02:26Okay.
02:27One of my friends on the committee said that America's decision to destroy the Iranian theocracy's ability to make a nuclear bomb was impetuous.
02:41Do you think that's an accurate description in light of their, the ethocracy's years of, of hatred and bloodshed?
02:53Well, Senator, I would say it is a good thing that Iran does not have a nuclear weapon.
02:56Yeah, I would do.
02:57I don't understand why we can't agree on that.
03:00I don't.
03:04Let me talk about shipbuilding in a few minutes.
03:06I have, Mr. Secretary, for the last two decades, well, let me, let me ask the admiral.
03:13He's not a politician either.
03:16Admiral, the last two decades, we've, we've doubled the amount of money we have given the Navy to build ships.
03:26We've actually had fewer ships today because we've retired more than we've built.
03:31Tell me why in 30 seconds.
03:33Well, the simple answer, sir, is we were building four or five DDGs a year in the mid-90s, and we're building two a year now.
03:41So that's the simple matter.
03:41Why? We've given you more money.
03:43Well, they cost more money, sir.
03:46How much money do you need to catch up to China?
03:50I'll have to get back to you on the specific answer.
03:52I think I'd be satisfied in the meantime to just build at the rate we're supposed to and not be behind.
03:57How far behind are we?
03:59We're behind in every ship class to different rates.
04:02Okay.
04:02But at least years.
04:07We can't catch up without our private sector shipyards, can we?
04:12We cannot.
04:13Okay.
04:15Both tier one and tier two shipyards, right?
04:18Yes, sir.
04:20Okay.
04:23We've got to do better, Adam.
04:25This isn't acceptable.
04:26In the last few seconds I have, I want to make a comment about the money and the way we're going to get it to you.
04:39Nothing would please me more.
04:41I would do old man backflips to see the United States Congress put together a budget supporting our military that looks like somebody designed the damn thing on purpose.
05:00Last year, this committee worked very hard.
05:05We put together 12 bipartisan bills.
05:10A lot of us had to swallow things we didn't want to swallow.
05:14But we wanted to get it to the floor.
05:17And Senator Schumer refused to even put the bill on the floor.
05:20Now, what makes anyone, anyone with an IQ above their weight or their age think that now that he is in the minority,
05:39Senator Schumer is going to cooperate with us to get a budget on the floor?
05:42What I'm trying to tell you is, back here on planet Earth, you're going to have to make do with the money we get you on reconciliation.
05:55We're headed toward a series of CRs.
05:59I hope I'm wrong.
06:02But again, I live on planet Earth.
06:04We can do more than one reconciliation bill.
06:08But you and your colleagues need to start planning for that eventuality.
06:12Maybe, maybe it'll change.
06:16Maybe someday donkeys will fly backwards, too.
06:19But for the foreseeable future, I don't see it.
06:22That's regrettable, but it's reality.
06:24We need to plan for it.
06:25Just like we had to plan for the reality of Iran having a nuclear weapon.
06:33Thank you, Mr. Chairman.
